Geopolitics for anarchists?

Geopolitics tends to be a field of analysis for experts and journalists interested in the competing fortunes of nation-states, their alliances and institutions. They bring to it a level of strategizing similar to sports commentators at Sunday football: they understand the repertoire of plays, they can suss out strengths and weaknesses, but they will never deconstruct the history of the game, ask about the relationship between the bench and the field, the coach and the owner, the spectators and the players (that is, beyond a democratic spectacle: do they get along? are the fans happy with their team?). They will not dissect the architecture of the stadium or the commercial break, and they certainly will not wonder, is there another kind of game we could be playing? They need the game to go on forever. If the game stops, they disappear.

Some anarchists might think, if we want to abolish all nation-states, why engage with their irrelevant strategy games? Why understand them on their own terms?

It is absolutely true that anarchists will never show up as a player on the Risk board of geopolitics. We have entirely been drawn off that map. And that is as it should be. If we are anarchists, we are approaching strategy and power from a completely different place, and with completely different desires and methods.

But currently, it is the geopolitical system of states and capitalism that is most active in producing the future we are forced to inhabit. Knowing what range of futures are likely helps us understand the system we are up against and it helps us prepare.

If you think the zombie apocalypse—or really any apocalypse movie—presents a realistic scenario for what systemic collapse looks like, then you will be engaged in the wrong kind of preparation.

Over the last two decades, I’ve seen numerous anarchists make serious predictions about where we were headed, and what dangers we faced. This is a bold thing to do, and a good thing, because it allows us to test our theories. All the predictions I remember have turned out to be wrong.

• Trump did not launch a coup: in fact, John Bolton was speaking from experience when he said a coup requires a great deal more organization.
• Fascists are not close to taking over: they are primarily a danger for people at the street level and in the way they push the center rightward in terms of acceptable policy for a democratic government to enact.
• Promoting antifascism in the midst of a growing antiracist movement was a mistake, a step backwards. As it did in its previous iterations, antifascism decentered questions of whiteness and colonialism and allowed the Left to gain ground in what had previously been anti-state movements: it left us flatfooted when real fascism faltered but the democratic State plowed forward.
• Democracy is facing a crisis, but it still poses the biggest danger to us: spreading this awareness more generally might have saved some of our most powerful movements—in Chile and in Greece—from falling into fatal strategic dead ends. It would also have improved the initial framing of the Occupy and 15M movements, allowing them to develop in far more radical directions.
• “Late capitalism” or “the final stage of capitalism” were declared after WWI and it’s still chugging along. Discarding Marxism would allow us to more clearly see capitalism’s vital strategic, state-driven element: states and their institutions proactively open up new territories to ensure capitalist expansion.
• Being on the look-out for these new frontiers would have given us a head start in identifying the mainstream climate movement and green energy as the biggest threats to life on this planet. Now, we have to play catch up.

It worries me immensely that, as far as I have seen, people who made false predictions didn’t own up to their mistakes. Doing so would have been brave, honest, and it would have strengthened us immensely, giving us more chances to sharpen our theoretical tools, to hone our strategic intuition.

And I think that ego, that headlong retreat from our mistakes, has been a major factor shunting radicals around the world into even bigger mistakes, obvious mistakes. Frustrated, would-be revolutionaries are turning to single-issue activism, municipal democracy, or the latest Stalinist cults with robustly defined organizations, a carefully curated prole machismo, but no actual engagement or relevance to social conflict.

Which way the world system?

To summarize, a world system is a system that understands itself as global and that mediates political conflict and the flow of resources and information in accordance with a certain logic. Each successive world system has a leading state, but that leader does not have the power to control everything that happens in the world system: rather, they are the architect who at a critical moment achieves the power and legitimacy, the hegemony, to design a new world system that all the relevant players agree to take part in.

After World War II, the US took over from the UK and became the architect of the next world system, centered around a putatively universal order of states governed by the UN, headquartered in New York, and a capitalist regime of free trade and investment overseen by the Bretton Woods institutions like the IMF.

The US and its closest allies are no longer the main motors of economic growth, and the share of new investments they capture is diminishing. Politically, the NATO bloc had been expanding its web of alliances into territory that had long belonged in the Russian sphere of influence. Russia is pushing back in Ukraine, but divisions within NATO and the EU have recently immobilized those alliances, so that while Russia continues to receive armaments and financial support from its allies, critical funding for Ukraine has stalled.

Elsewhere, Russia has suffered humiliating defeats, as in its inability to support Armenia against the expansionism of Azerbaijan, which is backed by Turkey. When Turkey joined NATO during the Cold War, this was a major victory for the military alliance as it constituted a partial encirclement of Russia. But now, Turkey is acting on a strategic level like a non-aligned country, even as it continues to wield the ability to block consensus within NATO.

In the Cold War, the non-aligned countries consisted of states that were far weaker economically and militarily than the US and Russia, but that could incrementally improve their position by keeping their doors open to both blocs, essentially seeing who would give them a better deal.

So Turkey is effectively pursuing its own interests, against both the US/EU and against Russia, as well as other mid-weight rivals to its south and east, for example in the way it has weaponized Sunni fundamentalist groups related to the Islamic State against both Iran and the Kurds.

Futures

When a world system is faltering, the general options are:

a) the system successfully renovates and reinvents itself, with the old leader launching a reformed architecture

b) a new leader secures the power and legitimacy to win adherence to a new architecture, beginning a new world system

c) people increase their ability to fight back against the State and we win a global revolution, destroying the world system and preventing a new one from taking its place

d) the current world system remains in place, corroding and descending increasingly into civil war until eventually option a, b, or c occurs.

A New American Century

I’m making this reference to the Project for a New American Century, the group of neoconservative intellectuals who backed Bush II and believed they had the strategic plan for revitalizing the US as the undisputed world leader, ironically. The reason is that no player has done more than the US to undermine US hegemony.

The foreign and economic policy championed by Bush II and carried on in some ways by Trump and in other ways by Biden, has probably destroyed any chance the US has of restoring the global architecture that it put in place on the heels of its triumph over the Nazis.

The fact that no one in the US or British political elite seem aware of this fact only reconfirms it. And though the level of self-defeating ignorance is astounding, it should not be surprising, as capitalists usually only understand capitalism at a superficial level, and statists usually only understand the State at a superficial level, similar to sports commentators going over the latest plays.

When the US was at its most powerful, in the late ‘80s and ‘90s, immediately after winning the Cold War, the hubris of the neoconservative movement in the political class, and the unbridled avarice of the neoliberal technocracy amongst the financial institutions, directly destroyed the basis for US hegemony.

The IMF, G7, and the whole circus of humanitarian NGOs and international investors were blatant in the ways they benefited from corruption, authoritarian regimes, and internecine civil wars in recently decolonized countries; how by “development” they meant absolute dependence on a single export commodity, so that every poor country was not only completely vulnerable to political pressure from the US and Europe, they might also be plunged into starvation based on the vagaries of the currency market; and how, after the ‘70s, what they were most interested in was making cutthroat profit on the basis of sheer financial speculation rather than any productive growth that, from a capitalist standpoint, could be seen as sustainable. In other words, the entire Lawrence Summers crowd didn’t hide the fact that they were absolute vampires who didn’t even believe their own dogma, and the entire Rumsfeld and Bolton crowd couldn’t hide how ignorant they were about the world, about politics, and about the countries they believed they could dominate.

US power was not masked any better on the political stage.

The US and UK could have accepted occasional disappointments, not always getting their favored outcomes in international conflicts. This theater of “playing fair” could have generated widespread faith in and reliance on the United Nations framework. And this would have buttressed US power in the long run, since the UN was authored by the US and it headquarters global politics in New York City. But instead, they misunderstood the hegemonic and relational nature of power, and thought that having an unprecedented amount of power meant that they could act unilaterally without undermining the basis of that power.

This would be like if Apple had gotten everyone in the world to use Apple computers, but then didn’t let people produce any media on an Apple computer that was critical of Apple. What does it matter if you trash talk X, if the only forum to do it on is X?

By unilaterally invading Iraq twice and killing millions of people, by flagrantly overthrowing social democratic (but capitalist!) regimes that didn’t favor a handpicked list of Western investors, by protecting Israel from any slightest slap on the wrist to the point where nearly the entirety of Israeli society now feels entitled to commit genocide—not out of view, the way the US sometimes does, but in front of the cameras, and they’re the ones holding the camera, smiling and cracking jokes—the US and UK have destroyed the legitimacy and functionality of their own political instrument. The US (and under its protection, Israel) flagrantly ignores UN resolutions whenever it wants. It acts like a “rogue state” within the interstate system that it designed, and designed to its advantage. And this cowboy attitude has always characterized US foreign policy (except, arguably, under FDR), but it accelerated under Reagan and especially Bush II.

Trump aped the arrogance of it with several unilateral moves, increasing blank check support to Israel, for example, and retreating from the very question of strategy with a non-interventionist tendency that left key US allies in the lurch. The Biden administration, meanwhile, has tried to press a reset button on strategic thinking, but they’re acting like it’s 1996.

Israel was once an important military laboratory for the US and a nuclear option in the world’s key oil producing hub, at a time when a pan-Arab alliance posed the threat of controlling both the oil and the Suez canal. Now, Israel is largely a liability; Saudi Arabia, Turkey, and Iran are all aggressively trying to redraw power lines in West Asia and none of them rely exclusively on the US as a patron; Yemen is effectively threatening shipping through the Suez canal; and most West Asian oil is exported to India and East Asian economies, primarily China.

As Israel carries on with its blatant genocide against Palestinians, the UN is even proving inept at delivering humanitarian aid and barely even registers as a potential mediator. The only actors able to target Israel with any real consequences are Hizbollah, the Houthis, and Revolutionary Guard-linked militias. The chief actor in the mediation process is Qatar. In other words, all the actors who are gaining in legitimacy and power are allies of Iran, which is the only one of the three regional powers that the US has no leverage or alliance with.

Meanwhile, the US is damaging its relationship with European governments. Trump in particular showed the EU and NATO that they could not assume the US would always be reliable, and this is a direct result of the dysfunction of democracy as the world system falls apart. Democratic mechanisms still provide an important release mechanism that can pacify and incorporate resistance movements before they become revolutionary. But in the US, Brazil, Hungary, Poland, and the UK, rightwing populist electoral victories have shown that actually, democracy is dangerous to power because it is not total bullshit. Up until now, electoral promises were all rubbish because no new political administration endangered the underlying economic policies of neoliberalism. The technocrats didn’t have to worry: their machine would keep humming along.

Even progressive electoral victories in Greece, Brazil, Argentina, and elsewhere let the capitalists know: nothing to worry about here. And the democratic states have proved capable of dismantling actually fascist movements like Golden Dawn in Greece before they proved too much of a threat. But the rightwing white populists like Trump, Bolsonaro, Orbán, and Johnson not only eroded the functionality of democratic governance, they also threatened the stability of the technocratic status quo, scaring the hell out of investors who had been living in a Candyland made just for them, and they burst the assumed durability of key political formations like the European Union or the US-European alliance.

Europe—long a valuable container for cultural and political legitimacy, given the white supremacy at the heart of the world system—has for the first time in nearly a century had to consider its separate interests, and this is already showing up in a markedly different approach towards China. In the US, the political elite already consider China an adversary worthy of a new Cold War, whereas in Europe, China is considered a partially reliable strategic partner. If something does not change quickly, the US will be relegated to the same status.

And without reliable US support, the EU will have to bring itself up to war readiness, able to dissuade Russia from further invasions. In order to find a balance that Russia won’t risk upsetting, that may mean abandoning Ukraine to a permanent partition.

From the perspective of US power, none of this looks good. To have any chance of renovating the world system it authored, the US would need to make grand gestures in order to expiate their rotten brand:

• supporting Palestinian statehood and breaking Israeli public support for its current ruling class by wrecking the Israeli economy
• normalizing relations with China and Iran but ensuring favorable investment and trade deals with putative democracies like India, Taiwan, and South Korea
• making a convincing, substantial pitch for rebranded international investment that distinguishes itself from the mercenary monetary policy of the IMF by assuring more autonomy for “sustainable development” directed by the local ruling classes of formerly colonized countries, etc.
• unveiling a convincing plan for a global transition to green energy that accelerates the current wave of profitable investment, extraction, and production, while also including a “global justice” element that gives meaningful resources to poor countries to participate in the transition and improve their economic standing

And internally:

• co-opting abolition for the second time (the first time being in 1865) by decriminalizing drugs, eliminating prison for all nonviolent offenders, and expanding the use of unarmed neighborhood patrol cops
• instituting universal healthcare.

The likelihood of this happening, however, seems minuscule, given how little awareness the current ruling class has of all the ways they are sabotaging their own power. They even seem to think that projecting force is the way for them to stay in control. But no one is contesting that the US has the strongest military in the world. They don’t need to. All rivals need to show is that the US military is not effective at creating the outcomes desired by its ruling class. That was demonstrated in Afghanistan. The question was brought to a costly standstill in Iraq. And now the US is stomping up and down the Red Sea and the Mediterranean firing missiles into Yemen, Syria, and Iraq, puffing out its chest and demonstrating that if you hit me with a straw I’ll hit you with a hammer but what they’re actually showing is their ineffectiveness, their willingness to destabilize the region out of pure hubris, and their permanent contempt for any other country’s sovereignty, even that of their allies. This seriously damages faith in the US as a potential world leader because one of the key changes from the British world system to the American world system was decolonization, and in the wake of World War II the US positioned itself as a champion of freedom from dictatorship and freedom from aggression.

US force is irrelevant. For two years, Ukraine has fought Russia to a standstill, the second strongest military in the world, destroying million dollar Russian tanks with thousand dollar drones. The Houthis are now using drones to threaten shipping in one of the most important commercial waterways in the global economy. The effectiveness of multibillion dollar US missile defense systems is moderate. Meanwhile, US missile strikes from bases, ships, and planes all across the region are worse than ineffective, because they are strengthening rivals and forcing nonaligned countries to realign themselves at a more cautious distance from both the US and Israel.

Instead of projecting force, the US needs to be projecting intelligence, creating solutions to the many crises pummeling the world system. The current US ruling class does not see the actual problems, and is not proposing any real solutions. The chance of a change of guard that pushes the US and European elite in a more intelligent direction is extremely low, based on a glance at the electoral map.

From the Trumps, throwing gasoline on the fire at home and abroad, to the Bidens, trying the same old techniques and hoping for different results, the political mainstream is at war with itself. Politicians, technocrats, and investors would receive the kind of proposals actually needed to save the current world system like some bizarre mix of treason, progressive nonsense, and socialistic revolution.

A BRICS road

At this juncture it seems unlikely that the US could rescue its project of global dominance, but until an effective new world leader steps forward with a convincing new architecture, that means the current system will drag on, descending increasingly into conflict, civil war, and even a neofascist regimes in a few regions, until a decisive change occurs in one direction or another.

In the essay, “Anarchy in World Systems,” the argument is made that that next global architect would probably be China, or potentially India.

Before exploring those possibilities, let’s take a look at a feature of this theoretical framework we’re using, the world system. The most relevant theorist is Giovanni Arrighi, who was combining a largely materialist analysis of global economic flows with a largely anarchist analysis of power and social design under the modern state. He doesn’t credit the anarchists of course, but he’s an academic, so that’s to be expected.

In the first edition of the book published in 1994, Arrighi does that bold thing: he makes a prediction. And he gets it completely wrong, saying that Japan will be the architect and leader of the next world system. In a later edition of the book, however, he does the decent thing and acknowledges that he was wrong and that it would likely be China. He doesn’t, however, offer a convincing analysis of what flaw in the theory led him to make that mistake.

“Anarchy in World Systems” argues that his mistake comes from Arrighi favoring the materialist side of his own theoretical tool over the anarchist side. Capital accumulation is not the driving force of the world system. It is a necessary fuel, but capital accumulation does not happen without the architecture and the strategic planning of states. We can realize how obvious this should be if we let ourselves see, in hindsight, how ridiculous the prediction was that Japan would be the number one global power. This prediction was based on statistics for Japan’s economic growth, leaving out the non-quantifiable factor: strategic planning and power contests by states.

Japan could not possibly be the next global architect because it had never won a war against the old leader, the US, so it had no bubble of autonomy within which to begin creating a new design. Once Japan challenged the US—at a purely economic level—in the ‘80s, US planners simply turned off the faucet. After the Korean War, though, China did have that military victory, and with it a bubble of regional autonomy.

So could China be the architect of the next global system, and what would that look like?

For starters, China does not appear to have the military strength that earlier world system architects enjoyed. In the 18^th and 19^th centuries, the British had the most powerful fleet, giving them a global military reach, and at the end of World War II the US had the most effective military, the largest carrier fleet, nuclear bombs, long range bombers, and military bases with runways large enough for these bombers, all across the world.

Today, China has advanced technology but only recently achieved a blue water fleet, and only recently went intercontinental, setting up military bases in eastern Africa. However, this distinction may not be as important as it was in the past.

There is no state that the Chinese government needs to overthrow or conquer in order to take its place as a global architect (Taiwan comes close to holding this status, although for reasons far more relevant to Chinese ruling class ideology than to China’s stature on the world stage; Taiwan, in fact, could become China’s Israel). In the current system, open warfare has shown diminishing returns. No major powers have gone head-to-head since 1945, and all the greatest interventions of the two world powers (Vietnam, Afghanistan, Afghanistan, Iraq) cost them more than they gained.

The only military capacity China would likely need to take on the role of global leader is the capacity for deterrence and for stabilization operations. Deterrence simply means that they pose enough of a military threat that no other state would directly attack China or the smaller countries that China considers to be in its primary zone of influence, more on this in a moment. Stabilization operations would require China to project force internationally to protect the flow of commerce and protect major investments. Its bases in Eastern Africa are well positioned to help it police the Red Sea and Suez Canal route through which a great deal of commerce flows between Europe and Asia.

Taking this analysis further, though, would be making the mistaken assumption that one state alone needs to be the sole military and economic powerhouse to launch a new world system. From the Westphalia system to the United Nations, all previous world systems relied on a strong degree of cooperation (between nation-states), and if not consensus, then at least consent.

We can see this more clearly when we look at BRICS, which is the most likely vehicle currently prefiguring a new world system. BRICS, together with the New Development Bank and other linked institutions, provide a counterweight to the G7 and the IMF. They are organized by the powerhouses of the so-called developing world: Brazil, Russia, India, and China starting in 2009, with South Africa added a year later. Egypt, Ethiopia, Iran, and the United Arab Emirates joined at the beginning of this year.

Clearly, BRICS is achieving important growth, with the original five constituting 45% of the world’s population and 33% of the world’s GDP (or 27% if not adjusted for purchasing power parity). Compare that to NATO (which is a military alliance and not an economic alliance like BRICS), with 31 members who account for 55% of global military spending, 12% of the world population, and over a third of the world’s GDP.

Meanwhile, the New Development Bank, headquartered in Shanghai, has total capital of $100 billion, with $34 billion in authorized lending annually. This is much less than the $932 billion that make up the IMF’s total resources, but is still nothing to sneeze at.

Both the UN and IMF were founded inside the US (with the first UN General Assembly convening in the UK, the closest US ally). The main US rival, the USSR, was included in the UN, since the purpose was to be a universal body for all modern states, but the US consistently used the UN to constrain its rivals, or immobilized the UN when it couldn’t get its way. And the USSR was not initially included in the IMF and similar financial institutions, though over time they were invited and integrated. In other words, the US system purported to be universal, just in ways that subtly benefited the US and its allies.

BRICS, on the other hand, is pursuing a different strategy. The alliance gives itself the possibility of being counterhegemonic by not pretending to be universal. It is very explicitly a counterweight to the dominant economic institutions and alliances (the G7 and IMF). And yet, it offers more meaningful collaboration. Especially at its founding in 2009, China was the economic powerhouse of the alliance. China has ongoing political and economic rivalries, as well as border disputes, with both Russia and India. Yet both of those countries were invited to form the ground floor, and the founding summit was held not in China but in Russia (though, not without significance, in Yekaterinburg, which is in Asia).

There is nothing revolutionary about the Chinese-authored system. It is absolutely a continuation of the global system of capitalism that has ruled the world with a tighter and tighter grip since the 1500s.

It does demonstrate some different organizing principles, though. We can identify the following principles in the US-led system.

national decolonization: the US distinguished itself from Great Britain, the biggest colonizer in world history, by championing the cause of decolonization… within a certain framework. Every nation-state should have a government along Western lines, but colonized populations were not allowed to self-define. The borders were usually defined by the former colonizers, and independence would only be granted once the former colonizers and the US decided that a new (local) ruling class was ready. Thus, most oppressive power dynamics from the colonial era carried over after decolonization.

neoliberalism: the IMF and WTO pushed world economies away from protectionism and towards a liberalization of monetary policy, so that in theory, capitalists anywhere in the world could invest anywhere else in the world. The concept of a “free market” was pure mythology, though, as large investments in poorer countries tended to have monopolistic characteristics, and powerful countries could wreck the currencies of less powerful countries. Furthermore, investments in formerly colonized countries tended to achieve profit in a purely speculative, financial way, and/or by reinforcing single export/extractivist/plantation economies.

democracy and human rights: the US pushed for universal democracy and guaranteed human rights. However, these proved the most imperfect of all the organizing principles. Investors often found it more expedient to work with dictatorships, especially when their goal was quick profit or the construction of highly destructive megaprojects. And the US, British, French, Dutch, and Belgian political elite were too jealous of their hold on power to countenance free elections if it meant a government gained power that was less docile or didn’t give favoritism to the right investors. As such, these NATO states in particular engaged in coups and supported dictatorships across the world, respectively in “America’s backyard” or in former colonies across Africa and Asia. As for human rights, it has proven to be a largely meaningless concept in hierarchical societies that produce vast inequality.

I would love to see a better analysis, but I believe the organizing principles being promoted by China can be summarized as the following.

state sovereignty: though China engages in a great deal of ethnic cleansing and should be qualified as a settler state in at least half its claimed territory, and Xi himself could accurately be described as a very nationalist socialist, China does not place emphasis on the nation-state, per se, as an organizing principle globally. The far more important principle is state sovereignty: within its borders, a state has the legitimacy to do whatever it wants. It can impose ethnic homogeneity to constitute itself as a nation, it can do away with ideas of nation entirely. It isn’t anyone else’s business. Presumably, disagreement around existing borders between sovereign states should be settled through bilateral diplomacy. Also presumably, as their military power grows, the Chinese ruling class will support coups and regime change in weaker countries throughout Asia, Oceania, Latin America, and Africa, but they will need to find an effective way of governing or justifying these exceptional actions.

infrastructural investment: China will continue to support the global discourse of free trade, walking the usual balance between giving strategic support to important domestic companies and ensuring the possibility for governments to attract investment from anywhere in the world, the right of investors to invest anywhere in the world. But unlike a focus on pure profit, as under the US system, there may be a real shift towards promoting sustained economic growth, initially achieved through major infrastructural “improvement” in post-colonial countries. In other words, China—and India, and Brazil—will likely seek to achieve an expansion in real production, not just domestically, but around the world.

quality of life: given their technocratic background, the Chinese ruling class is likely to favor an emphasis on quality of life over one on human rights. Quality of life, according to the capitalist religion, is something that can be measured quantitatively, unlike human rights. And promoting (this view of) quality of life dovetails with increased investment in advancing infrastructure, whereas the figure of human rights encourages violations of other states’ sovereignty. Human rights is a holdover from the paternalism of colonial, Christian countries who need to make sure colonized people have learned how to recite the proper dogmas before they can be trusted with independence. Quality of life, however, can be a point of common ground between diplomats working for a political order based on absolute state sovereignty, and technocrats and investors working to achieve economic growth through infrastructural investment. Promising a higher quality of life can also be an effective strategy for pacifying potentially threatening popular movements.

Both the paradigm and the resources that BRICS has to offer are proving attractive. Just this year, Iran was one of multiple new countries to join BRICS, flaunting US attempts to isolate Tehran.

What would the tipping point look like, heralding the beginning of a new world system?

BRICS wouldn’t necessarily be the vehicle for the new world system, especially since it was designed as an economic and political counterweight within the current world system. But similar to the relation between the League of Nations and the United Nations, it gives a good indication of what the new system would look like.

It could easily kick off as an alliance or treaty after a global recession and the spread of one or two regional wars. The treaty or alliance would include language around a respect for borders and the internal sovereignty of states, and a commitment to mediation instead of warfare. It could be cast as a win-win (rather than the negative sum game of open war) if it were the expansion of an already existing, successful alliance between economic powerhouses. This alliance would open an invitation to all other countries, requiring a recommitment to free trade while announcing major investments as an incentive. Rather than the predatory lending of the IMF, this investment would be putatively designed to modernize infrastructure around the world and increase quality of life.

Original signatories to this alliance would probably have to include China, India, Brazil, South Africa, Indonesia, Egypt, maybe Argentina and Saudi Arabia, and—critically—the European Union, or at least Germany and France. As noted, the EU has already begun distancing itself from the US and keeping the doors open for good relations with China.

An important change that might tilt the scales could be the US defaulting on its debt in a future recession, or any continuation of unhinged US military aggression around the world, without a matching commitment to its historical allies.

The new alliance would begin among a self-selecting group of countries, but it would open itself up globally and quickly eclipse the UN and IMF in legitimacy, functionality, and resources.

What early tensions would such a world system face? Not that the Paris Agreement or UN are having any effect on mitigating planetary disaster, but the BRICS emphasis on using “sovereign resources” (fossil fuels) to fund development and pay for an energy transition directly block any real alternatives for the planet. This means accelerated and catastrophic climate change would be the backdrop of the new world system. Weather changes are proving most catastrophic for middle latitude countries, but these are the very countries that have to pull the weight of inaugurating a new world system.

Chinese and Indian investment in Africa would likely retain an overtly colonial character (moreso, for example, than Brazilian investment in Latin America), preventing the new system from benefiting from a change in branding or an increased legitimacy.

Power struggles among the most powerful members of the alliance could prove destabilizing, especially as India (a rightwing democracy) overtakes China in economic growth. As the resistance movement in Hong Kong demonstrated, China, as an autocracy, has fewer options for incorporating rebellion. If they could not repress a subversive movement with police force, CCP leadership might split and the system would crack.

Also, dictatorial power arrangements rarely survive strong leaders. Granted, Xi is not a dictator in the way that Hitler and Franco were. There is a very strong party apparatus behind him and he has consolidated his power in the Party over the last decade.

India will not fall apart after Modi. but Russia could easily fall apart after Putin. With China, it’s hard to say, because earlier administrations of the CCP lacked Xi’s political acumen, his ability to make aggressive calculations that hone in on how the Chinese state could increase its power without accepting any of the options on the table (e.g. neither Maoism nor a new Open Door Policy).

In other words, Xi and his advisers can think in a new paradigm, a quality necessary for being able to design a new world system. But part of Xi’s system of governance has required an intolerance for any disobedience or dissent, which will make an effective succession much more difficult when Xi is gone. The critical question is, does robust debate happen in secret at the upper and intermediate levels of the CCP, with a projection of consensus and unity in public? Or does Xi’s governing method breed a culture of acquiescent bureaucrats who cannot challenge a bad idea? If the latter, China might be able to help launch a new world system while Xi is in charge, but they might not remain the dominant member of the system’s central alliance.

Talking about a revolution

Honestly, the only reason I gave a bump to the probability of a successful global revolution is because global power systems are facing more friction and becoming unable to project stability. Not because we’re getting stronger.

And the main reasons we are not getting stronger under our own steam is because we have lost memory and imagination.

We rarely know how to achieve any continuity from one generation to the next within the alienation and scarcity of capitalism, so we commit the same mistakes again and again. And under the colonial spirituality of rationalism we have forgotten that the real world cannot exist without imaginary worlds. We let capitalism do all our imagining for us until our imaginations become atrophied, so we can no longer turn to revolution as a meaningful concept because barely anyone knows how to imagine a revolution anymore.

Once we get through the early moments of revolution in which we can carry ourselves solely on passion, spontaneous intelligence, and our own tactical innovation, we have not imagined what steps to take next. So, we do not take them. We either become passive, or exhausted, or we try repeating the exact same dance moves that brought us to that place. Or we try an opposite set of dance moves (which usually bring us to a much worse place).

This is unfortunate because we have the most latitude to build a revolution in a moment like this, when one world system is falling apart, and before it rejuvenates itself or before the next system has the chance to fully animate the replacement.

To not squander our chances, though, we need to remember a great many things:

• Democracy is our enemy. Supporting democracy only turns us into innovative designers for the rejuvenation of the American project.
• The Right and the Left are the two hands of the State, equally dangerous. The real line of conflict runs between above and below. However, Right and Left are not the same. The followers of the Left are mostly sincere. We need to be present to them to help spread meaningful forms of revolt, and we need to show them the true nature of their leaders. As for the Right, we must always attack its lies and paranoias. The key is to leave the door open for followers of the Right to betray authority, but never accommodating their anxieties. We need to build power based on expansive solidarity to show them what that could look like, but they need to take the step of abandoning identities based on oppression.
• Marxism betrayed the strongest revolutionary movements of the 19^th and 20^th centuries. It does not deserve any more chances. Vanguards, authoritarian parties, and reforms betrayed the strongest social movements of the last 100 years. They do not deserve any more chances.
• Abolition already happened, but because it was partial, it only changed the institutions of oppression without ending oppression itself. Meaningful abolition needs to identify the shared root of exploitation and white supremacy (many of today’s abolitionists are already preparing the groundwork for a second major defeat-in-victory).
• Decolonization already happened. But because it was political, it only spread the colony, training the colonized to act like their colonizers. To destroy colonialism, its beginning points and the vehicles for its adaptation need to be destroyed.
• A revolution needs to enact solidarity between all people, but people need to be honest about where they are coming from. People who bear a middle class culture need to unlearn it, as it manifests in a politics of comfort: building informal social power, flattening contradictions, and avoiding conflict. Currently, its crusade is to destroy practices of transformative justice—and the difficult experiences those practices come from—in favor of the kind of attitudes (simultaneously fragile and vicious) that flourish on social media.
• Revolution is a question of organization, but nearly everyone who poses it this way is already limiting themselves to a counterrevolutionary idea of organization.
• There is another way of organizing ourselves, of making plans, of taking strategic steps. And there always has been.

Additionally, something I’m less able to contribute to: Black and Indigenous anarchisms need more space and more support. To be truly successful, any revolutionary approach needs to be multiple, it needs to be anticolonial, and it needs to understand the origins of oppression. The specific historical lineage of anarchism that was born in Europe is not sufficient, not for those of us trapped within whiteness and certainly not for everybody else.

Γεωπολιτική για αναρχικούς;

Η γεωπολιτική τείνει να είναι ένα πεδίο ανάλυσης για ειδικούς και δημοσιογράφους που ενδιαφέρονται για τoυς ανταγωνισμούς και τις τύχες των εθνών-κρατών, τις συμμαχίες τους και τους θεσμούς τους. Προσεγγίζουν το θέμα με ένα επίπεδο στρατηγικής παρόμοιο με αυτό των αθλητικών σχολιαστών στο κυριακάτικο ποδόσφαιρο: κατανοούν το ρεπερτόριο των παιγνιδιών, τα δυνατά και αδύνατα σημεία, αλλά ποτέ δεν θα αποδομήσουν την ιστορία του παιχνιδιού, ποτέ δεν θα αναρωτηθούν για τη σχέση μεταξύ του πάγκου και του γηπέδου, του προπονητή και του ιδιοκτήτη, των θεατών και των παικτών (δηλαδή, πέρα από ένα δημοκρατικό θέαμα: τα πάνε καλά μεταξύ τους; είναι οι οπαδοί ευχαριστημένοι με την ομάδα τους;) Δεν θα αναλύσουν την αρχιτεκτονική του σταδίου ή το διαφημιστικό διάλειμμα και σίγουρα δεν θα αναρωτηθούν αν υπάρχει κάποιο άλλο είδος παιχνιδιού που θα μπορούσαμε να παίζουμε. Μερικοί αναρχικοί μπορεί να σκεφτούν, ότι αφού θέλουμε να καταργήσουμε τα έθνη-κράτη, γιατί να ασχολούμαστε με τα ασήμαντα στρατηγικά τους παιχνίδια; Γιατί να θέλουμε να τα κατανοήσουμε με τους δικούς τους όρους;

Είναι απολύτως αληθές ότι οι αναρχικοί δεν θα εμφανιστούν ποτέ ως παίκτες στο ταμπλό του γεωπολιτικού Μεγάλου Ρίσκου. Έχουμε βγει εντελώς από αυτόν τον χάρτη. Και έτσι πρέπει να είναι. Αν είμαστε αναρχικοί, είναι γιατί προσεγγίζουμε τη στρατηγική και την εξουσία από μια εντελώς διαφορετική σκοπιά, και με εντελώς διαφορετικές επιθυμίες και μεθόδους.

Αλλά προς το παρόν, είναι το γεωπολιτικό σύστημα των κρατών και του καπιταλισμού που είναι το πιο ενεργό στην παραγωγή του μέλλοντος μέσα στο οποίο θα αναγκαστούμε να κατοικήσουμε. Η γνώση του εύρους των πιθανών μελλοντικών εξελίξεων μας βοηθά να κατανοήσουμε το σύστημα με το οποίο βρισκόμαστε αντιμέτωποι και να προετοιμαστούμε για όσα πρόκειται να αντιμετωπίσουμε.

Αν νομίζεις ότι μια ταινία αποκαλυπτικής καταστροφής με ζόμπι —ή πραγματικά οποιαδήποτε άλλη ταινία “αποκάλυψης”— παρουσιάζει ένα ρεαλιστικό σενάριο για το πώς μοιάζει η συστημική κατάρρευση, τότε θα χαραμίσεις τον χρόνο σου άδικα σε λάθος τρόπους προετοιμασίας για τις επερχόμενες καταστροφές.

Τα τελευταία είκοσι χρόνια, έχω ακούσει πολλούς αναρχικούς να κάνουν σοβαρές προβλέψεις για το πού κατευθυνόμασταν και ποιους κινδύνους αντιμετωπίζαμε. Αυτές οι προβλέψεις είναι τολμηρά εγχειρήματα και χρήσιμα, γιατί μας επιτρέπουν να δοκιμάζουμε τις θεωρίες μας.

Πολλές προβλέψεις που θυμάμαι έχουν αποδειχθεί λανθασμένες.

• Ο Τραμπ δεν έκανε πραξικόπημα: στην πραγματικότητα, ο Τζον Μπόλτον μιλούσε από εμπειρία όταν έλεγε ότι ένα πραξικόπημα απαιτεί πολύ περισσότερη οργάνωση.
• Οι φασίστες δεν κατέκτησαν την εξουσία- αποτελούν όμως κίνδυνο κυρίως για τους ανθρώπους σε επίπεδο δρόμου και στον τρόπο με τον οποίο ωθούν την κεντροδεξιά προς τα δεξιά όσον αφορά την αποδεκτή πολιτική που μπορεί να εφαρμόσει μια δημοκρατική κυβέρνηση. (ΣτΜ: από τότε που γράφτηκε το άρθρο υπήρξαν εξελίξεις στην Ιταλία που είτε περιπλέκουν τα πράγματα, είτε ενισχύουν αυτό το σημείο σαν μια εξαίρεση που επιβεβαιώνει τον κανόνα…)
• Η προώθηση του αντιφασισμού εν μέσω ενός αναπτυσσόμενου αντιρατσιστικού κινήματος ήταν σφάλμα, ένα βήμα προς τα πίσω. Όπως έκανε και στις προηγούμενες εκδοχές του, ο αντιφασισμός έβγαλε από το επίκεντρο της συζήτησης τα ζητήματα της λευκής υπεροχής και της αποικιοκρατίας και επέτρεψε στην Αριστερά να κερδίσει έδαφος σε κινήματα που προηγουμένως ήταν αντι-κρατικά: μας άφησε απροετοίμαστους τη στιγμή που ο πραγματικός φασισμός υποχωρούσε ενώ το δημοκρατικό Κράτος έκανε βήματα εμπρός και εναντίον μας.
• Η Δημοκρατία αντιμετωπίζει κρίση, αλλά εξακολουθεί να αποτελεί τον μεγαλύτερο κίνδυνο για εμάς: η ευρύτερη διάδοση αυτής της επίγνωσης θα μπορούσε να είχε σώσει μερικά από τα πιο ισχυρά μας κινήματα — στη Χιλή και στην Ελλάδα — από το να πέσουν σε θανατηφόρα στρατηγικά αδιέξοδα. Θα είχε επίσης βελτιώσει την αρχική διατύπωση των κινημάτων Occupy και 15M (ΣτΜ: το “Κίνημα των Αγανακτισμένων” της Ισπανίας), επιτρέποντάς τα να αναπτυχθούν σε πολύ πιο ριζοσπαστικές κατευθύνσεις.
• Ο “ύστερος καπιταλισμός” ή το “τελικό στάδιο του καπιταλισμού” που διακηρύχθηκε μετά τον Α’ Παγκόσμιο Πόλεμο εξακολουθεί να αργοσέρνεται. Η απόρριψη του Μαρξισμού θα μας επέτρεπε να δούμε πιο καθαρά το ζωτικό στρατηγικό, κρατικοκίνητο στοιχείο του καπιταλισμού: τα κράτη και οι θεσμοί τους κατακτούν νέες περιοχές προληπτικά, για να εξασφαλίσουν την καπιταλιστική επέκταση.
• Αν ήμασταν σε επιφυλακή για αυτά τα νέα μέτωπα θα είχαμε κερδίσει ένα προβάδισμα και θα είχαμε εντοπίσει έγκαιρα το κυρίαρχο ρεύμα του κλιματικού κινήματος και της πράσινης ενέργειας ως τις μεγαλύτερες απειλές για τη ζωή σε αυτόν τον πλανήτη. Τώρα, πρέπει να προσπαθήσουμε να καλύψουμε το χαμένο έδαφος.

Με ανησυχεί πάρα πολύ ότι, απ’ όσο έχω δει, οι άνθρωποι που έκαναν λανθασμένες προβλέψεις δεν παραδέχτηκαν τα λάθη τους. Θα ήταν θαρραλέο, ειλικρινές, και θα μας είχε ενισχύσει πάρα πολύ, δίνοντάς μας περισσότερες ευκαιρίες να ακονίσουμε τα θεωρητικά μας εργαλεία, να καλλιεργήσουμε την στρατηγική μας διαίσθηση.

Και νομίζω ότι το Εγώ, αυτή η τυφλή αποφυγή των λαθών μας, ήταν ένας σημαντικός παράγοντας που οδήγησε τους ριζοσπαστικούς ανθρώπους σε όλο τον κόσμο σε ακόμη μεγαλύτερα, προφανή λάθη. Οι απογοητευμένοι υποψήφιοι επαναστάτες, στρέφονται σε μονοθεματικούς ακτιβισμούς, αμεσοδημοκρατικές κοινότητες, ή στις τελευταίου τύπου σταλινικές σέχτες με αυστηρά καθορισμένες οργανώσεις, προσεκτικά επιλεγμένο προλεταριακό μάτσο ανδρισμό και χωρίς πραγματική εμπλοκή ή σχέση με την ίδια την κοινωνική σύγκρουση.

Προς ποια κατεύθυνση κινείται το παγκόσμιο σύστημα;

Συνοψίζοντας, το παγκόσμιο σύστημα κατανοεί τον εαυτό του ως παγκόσμιο και διαμεσολαβεί σε πολιτικές συγκρούσεις και στη ροή πόρων και πληροφοριών σύμφωνα με μια ορισμένη λογική. Κάθε διαδοχικό παγκόσμιο σύστημα έχει ένα ηγετικό κράτος, αλλά αυτός ο ηγέτης δεν έχει τη δύναμη να ελέγχει τα πάντα που συμβαίνουν στο παγκόσμιο σύστημα: αντίθετα, είναι ο αρχιτέκτονας που σε μια κρίσιμη στιγμή αποκτά τη δύναμη και τη νομιμοποίηση, την ηγεμονία, να σχεδιάσει ένα νέο παγκόσμιο σύστημα στο οποίο όλοι οι άλλοι κυρίαρχοι παίκτες συμφωνούν να συμμετάσχουν.

Μετά τον Δεύτερο Παγκόσμιο Πόλεμο, οι ΗΠΑ ανέλαβαν από το Ηνωμένο Βασίλειο και έγιναν οι αρχιτέκτονες του επόμενου παγκόσμιου συστήματος, επικεντρωμένο σε μια υποτιθέμενη παγκόσμια τάξη κρατών που κυβερνάται από τον ΟΗΕ, με έδρα στη Νέα Υόρκη, και ένα καπιταλιστικό καθεστώς ελεύθερου εμπορίου και επενδύσεων που εποπτεύεται από τα ιδρύματα του Μπρέτον Γουντς όπως το Διεθνές Νομισματικό Ταμείο.

Οι ΗΠΑ και οι πιο στενοί τους σύμμαχοι δεν είναι πλέον οι κύριες κινητήριες δυνάμεις της οικονομικής ανάπτυξης και το μερίδιο των νέων επενδύσεων που καταλαμβάνουν μειώνεται. Πολιτικά, το μπλοκ του ΝΑΤΟ είχε επεκτείνει τον ιστό των συμμαχιών του σε περιοχές που ανήκαν εδώ και καιρό στη ρωσική σφαίρα επιρροής. Η Ρωσία αντεπιτίθεται στην Ουκρανία, αλλά οι διαιρέσεις εντός του ΝΑΤΟ και της ΕΕ έχουν πρόσφατα ακινητοποιήσει αυτές τις συμμαχίες, έτσι ενώ η Ρωσία συνεχίζει να λαμβάνει οπλισμό και οικονομική υποστήριξη από τους συμμάχους της, η δυτική χρηματοδότηση για την Ουκρανία έχει σταματήσει να παίζει τον κρίσιμο ρόλο.

Αλλού, η Ρωσία έχει υποστεί ταπεινωτικές ήττες, όπως με την αδυναμία της να υποστηρίξει την Αρμενία ενάντια στον επεκτατισμό του Αζερμπαϊτζάν, το οποίο υποστηρίζεται από την Τουρκία. Όταν η Τουρκία προσχώρησε στο ΝΑΤΟ κατά τη διάρκεια του Ψυχρού Πολέμου, αυτό ήταν μια μεγάλη νίκη για τη στρατιωτική συμμαχία καθώς επέφερε μερική περικύκλωση της Ρωσίας. Αλλά τώρα, η Τουρκία ενεργεί σε στρατηγικό επίπεδο σαν μια αδέσμευτη χώρα, ακόμη και αν συνεχίζει να διατηρεί το δικαίωμα του βέτο εντός του ΝΑΤΟ.

Κατά τη διάρκεια του Ψυχρού Πολέμου, οι αδέσμευτες χώρες αποτελούνταν από κράτη που ήταν πολύ πιο αδύναμα οικονομικά και στρατιωτικά από τις ΗΠΑ και τη Ρωσία, αλλά που μπορούσαν σταδιακά να βελτιώσουν τη θέση τους κρατώντας ανοιχτές τις πόρτες τους και στα δύο μπλοκ, ουσιαστικά πηγαίνοντας με όποιον θα τους έδινε την καλύτερη συμφωνία.

Έτσι, η Τουρκία εξυπηρετεί ουσιαστικά τα δικά της συμφέροντα, ενάντια τόσο στις ΗΠΑ/ΕΕ όσο και στη Ρωσία, καθώς και σε άλλους μεσαίους αντιπάλους προς τα νότια και ανατολικά της, για παράδειγμα με τον τρόπο που έχει χρησιμοποιήσει σουνιτικές φονταμενταλιστικές ομάδες σχετιζόμενες με το Ισλαμικό Κράτος ενάντια τόσο στο Ιράν όσο και στους Κούρδους.

Τα μέλλοντα

Όταν ένα παγκόσμιο σύστημα παραπαίει, οι γενικές επιλογές είναι:

α) το σύστημα ανανεώνεται και επανεφευρίσκεται με επιτυχία, με τον παλιό ηγέτη να λανσάρει μια αναμορφωμένη αρχιτεκτονική

β) ένας νέος ηγέτης εξασφαλίζει την εξουσία και τη νομιμοποίηση να κερδίσει την υποστήριξη μιας νέας αρχιτεκτονικής, αρχίζοντας ένα νέο παγκόσμιο σύστημα

γ) οι άνθρωποι αυξάνουν τις ικανότητες τους για αντίσταση στο Κράτος και κερδίζουμε μια παγκόσμια επανάσταση, καταστρέφοντας το παγκόσμιο σύστημα και αποτρέποντας τη δημιουργία ενός νέου

δ) το τρέχον παγκόσμιο σύστημα παραμένει στη θέση του, διαβρώνεται και διολισθαίνει όλο και περισσότερο σε παγκόσμιο πόλεμο μέχρι τελικά να συμβεί η επιλογή α, β ή γ.

Ένας Νέος Αμερικανικός Αιώνας

Αναφέρομαι στο Σχέδιο για Έναν Νέο Αμερικανικό Αιώνα (Project for a New American Century- PNAC), την ομάδα νεοσυντηρητικών διανοούμενων που υποστήριξαν τον Μπους ΙΙ και πίστευαν ότι είχαν το στρατηγικό σχέδιο για την αναζωογόνηση των ΗΠΑ ως αδιαμφισβήτητο ηγέτη του κόσμου. Η ειρωνεία είναι ότι κανένας άλλος παίκτης δεν έχει κάνει περισσότερα από τις ΗΠΑ για να υπονομεύσει την ηγεμονία των ΗΠΑ.

Η εξωτερική και οικονομική πολιτική που υποστηρίχθηκε από τον Μπους ΙΙ και συνεχίστηκε με κάποιους τρόπους από τον Τραμπ και άλλους τρόπους από τον Μπάιντεν, πιθανόν έχει καταστρέψει οποιαδήποτε πιθανότητα έχουν οι ΗΠΑ να αποκαταστήσουν την παγκόσμια αρχιτεκτονική που καθιέρωσαν μετά την νίκη τους επί των Ναζί.

Το γεγονός ότι κανένας στην αμερικανική ή βρετανική πολιτική ελίτ δεν φαίνεται να κατανοεί αυτό το γεγονός, απλά το επιβεβαιώνει. Και παρόλο που το επίπεδο της αυτοκαταστροφικής άγνοιας είναι εκπληκτικό, δεν πρέπει να προκαλεί έκπληξη, καθώς οι καπιταλιστές συνήθως κατανοούν τον καπιταλισμό σε επιφανειακό επίπεδο, όπως και οι κρατιστές κατανοούν το Κράτος σε επιφανειακό επίπεδο, παρόμοια με τους σχολιαστές αθλητικών που αναλύουν κυρίως τις φάσεις των πιο πρόσφατων αγώνων.

Όταν οι ΗΠΑ ήταν στην στιγμή της μεγαλύτερης ισχύος τους, στα τέλη της δεκαετίας του ’80 και στη δεκαετία του ’90, αμέσως μετά τη νίκη τους στον Ψυχρό Πόλεμο, η υπεροψία του νεοσυντηρητικού κινήματος στην πολιτική τάξη και η ανεξέλεγκτη απληστία της νεοφιλελεύθερης τεχνοκρατίας μεταξύ των χρηματοπιστωτικών ιδρυμάτων, κατέστρεψαν άμεσα τη βάση της ηγεμονίας των ΗΠΑ.

Το ΔΝΤ, οι G7, και όλο το τσίρκο των ανθρωπιστικών ΜΚΟ και διεθνών επενδυτών επωφελήθηκαν κατάφωρα από τη διαφθορά, τα αυταρχικά καθεστώτα και τους εμφύλιους πολέμους σε πρόσφατα αποαποικιοποιημένες χώρες. Αυτό που εννοούσαν όταν μίλαγαν για “ανάπτυξη” ήταν η απόλυτη εξάρτηση από ένα μόνο εξαγώγιμο προϊόν, έτσι ώστε κάθε φτωχή χώρα να μην είναι μόνο εντελώς ευάλωτη στην πολιτική πίεση από τις ΗΠΑ και την Ευρώπη, αλλά και να βυθίζεται στην πείνα ανάλογα με τις διακυμάνσεις της αγοράς συναλλάγματος. Μετά τη δεκαετία του ’70, αυτό που τους ενδιέφερε περισσότερο ήταν να βγάζουν κέρδη με κάθε τρόπο βασιζόμενοι σε καθαρή χρηματοοικονομική κερδοσκοπία παρά σε οποιαδήποτε παραγωγική ανάπτυξη που, από καπιταλιστική άποψη, θα μπορούσε να θεωρηθεί βιώσιμη. Με άλλα λόγια, όλη η πτέρυγα οπαδών του Λόρενς Σάμερς δεν έκρυβε το γεγονός ότι ήταν βρικόλακες που δεν πίστευαν καν το δικό τους δόγμα, ενώ η πλευρά των Ράμσφελντ και Μπόλτον αδυνατούσε να κρύψει την άγνοιά της για τον κόσμο, για την πολιτική και για τις χώρες στις οποίες πίστευαν ότι μπορούσαν να κυριαρχήσουν.

Η όλη ηγεμονία των ΗΠΑ στη παγκόσμια πολιτική σκηνή ήταν γενικότερα κατάφωρη.

Οι ΗΠΑ και το Ηνωμένο Βασίλειο θα μπορούσαν να είχαν αποδεχτεί περιστασιακές παραχωρήσεις, μη επιτυγχάνοντας πάντα τα επιθυμητά αποτελέσματα στις διεθνείς συγκρούσεις. Αυτό το θέατρο του «παίζοντας δίκαια» θα μπορούσε να είχε δημιουργήσει ευρεία πίστη και εξάρτηση από το πλαίσιο των Ηνωμένων Εθνών. Και αυτό θα είχε ενισχύσει τη δύναμη των ΗΠΑ μακροπρόθεσμα, αφού ο ΟΗΕ δημιουργήθηκε από τις ΗΠΑ και έχει την έδρα της παγκόσμιας πολιτικής στη Νέα Υόρκη. Αλλά αντίθετα, δεν κατανόησαν τη ηγεμονική και σχεσιακή φύση της εξουσίας και πίστευαν ότι η κατοχή μιας άνευ προηγουμένου ποσότητας ισχύος σήμαινε ότι μπορούσαν να δρουν μονομερώς χωρίς να υπονομεύσουν την ίδια τη βάση αυτής της ισχύος.

Αυτό θα ήταν σαν η Apple να είχε καταφέρει να χρησιμοποιούν όλοι στον κόσμο υπολογιστές Apple, αλλά να μην επέτρεπε στους ανθρώπους να παράγουν οτιδήποτε μέσα σε έναν υπολογιστή Apple που να κριτικάρει την Apple. Τι σημασία έχει αν μιλάς άσχημα για το Twitter X, αν το μόνο φόρουμ για να το κάνεις είναι το Twitter X;

Εισβάλλοντας αυθαίρετα στο Ιράκ δύο φορές και δολοφονώντας εκατομμύρια ανθρώπους, ανατρέποντας σοσιαλδημοκρατικά (αλλά καπιταλιστικά!) καθεστώτα επειδή αυτά δεν ευνοούσαν μια λίστα Δυτικών επενδυτών, προστατεύοντας το Ισραήλ από την οποιαδήποτε ελάχιστη επίπληξη μέχρι το σημείο όπου σχεδόν το σύνολο της ισραηλινής κοινωνίας να αισθάνεται πως έχει το δικαίωμα να διαπράττει γενοκτονία — όχι στα κρυφά, όπως μερικές φορές κάνουν οι ΗΠΑ, αλλά φανερά μπροστά στις κάμερες τηλεοπτικών καναλιών, χαμογελώντας και κάνοντας αστεία, με τις ίδιες τις ΗΠΑ να κρατούν τις κάμερες — οι ΗΠΑ και το Ηνωμένο Βασίλειο έχουν καταστρέψει την νομιμοποίηση και την λειτουργικότητα του ίδιου τους του πολιτικού εργαλείου. Οι ΗΠΑ (και υπό την προστασία τους, το Ισραήλ) αγνοούν κατάφωρα και αυθαίρετα τις αποφάσεις του ΟΗΕ. Δρουν σαν “κράτος-παρίας” μέσα στο διακρατικό σύστημα που οι ίδιες σχεδίασαν, αν και το σχεδίασαν προς όφελός τους. Και αυτή η καουμπόικη στάση πάντα χαρακτήριζε την εξωτερική πολιτική των ΗΠΑ (εκτός, ίσως, υπό τον Ρούζβελτ), αλλά επιταχύνθηκε υπό τον Ρέιγκαν και ειδικά τον Μπους ΙΙ.

Ο Τραμπ μιμήθηκε αυτή την αλαζονεία με αρκετές μονομερείς κινήσεις, ενισχύοντας για παράδειγμα την εν λευκώ υποστήριξη προς το Ισραήλ, και αποσυρόμενος από το ίδιο το ζήτημα της στρατηγικής με μια τάση μη-επέμβασης που άφησε τους κύριους συμμάχους των ΗΠΑ ξεκρέμαστους. Η διοίκηση του Μπάιντεν εντωμεταξύ, προσπαθεί να κάνει επανεκκίνηση της στρατηγικής σκέψης, αλλά ενεργεί σαν να βρισκόμαστε στο 1996.

Το Ισραήλ ήταν κάποτε ένα σημαντικό στρατιωτικό εργαστήριο για τις ΗΠΑ και μια πυρηνική επιλογή στην κύρια περιοχή πετρελαϊκής παραγωγής του κόσμου, σε μια εποχή που μια παναραβική συμμαχία απειλούσε με τον έλεγχο τόσο του πετρελαίου όσο και της διώρυγας του Σουέζ. Τώρα, το Ισραήλ είναι σε μεγάλο βαθμό ένα βαρίδιο. Η Σαουδική Αραβία, η Τουρκία και το Ιράν προσπαθούν να ξανασχεδιάσουν τις γραμμές εξουσίας στη Δυτική Ασία με επιθετικό τρόπο και κανένας από αυτούς δεν βασίζεται αποκλειστικά στις ΗΠΑ για την προστασία τους. Η Υεμένη απειλεί ουσιαστικά τη ναυσιπλοΐα μέσω της διώρυγας του Σουέζ και το μεγαλύτερο μέρος του πετρελαίου της Δυτικής Ασίας εξάγεται προς την Ινδία και τις οικονομίες της Ανατολικής Ασίας, κυρίως την Κίνα.

Καθώς το Ισραήλ συνεχίζει την κατάφωρη γενοκτονία των Παλαιστινίων, ο ΟΗΕ αποδεικνύεται ανίκανος να παρέχει ακόμη και ανθρωπιστική βοήθεια και σχεδόν αγνοείται ως δυνητικός διαμεσολαβητής. Οι μόνοι παίκτες που μπορούν να απειλήσουν πραγματικά το Ισραήλ είναι η Χεζμπολάχ, οι Χούθι και οι ένοπλες πολιτοφυλακές που συνδέονται με τους Φρουρούς της Επανάστασης. Ο κύριος παίκτης στη διαδικασία διαμεσολάβησης είναι το Κατάρ. Με άλλα λόγια, οι μόνοι παίκτες που κερδίζουν σε νομιμοποίηση και ισχύ είναι σύμμαχοι του Ιράν, το οποίο είναι η μόνη από τις τρεις περιφερειακές δυνάμεις με την οποία οι ΗΠΑ δεν έχουν καμία σχέση επιρροής ή συμμαχίας.

Εντωμεταξύ, οι ΗΠΑ υποσκάπτουν τη σχέση τους με τις ευρωπαϊκές κυβερνήσεις. Ο Τραμπ συγκεκριμένα έδειξε στην ΕΕ και στο ΝΑΤΟ ότι δεν μπορούν πλέον να θεωρούν τις ΗΠΑ αξιόπιστο εταίρο τους, και αυτό είναι ένα άμεσο αποτέλεσμα της δυσλειτουργίας της δημοκρατίας καθώς το παγκόσμιο σύστημα καταρρέει. Οι δημοκρατικοί μηχανισμοί εξακολουθούν να παρέχουν έναν σημαντικό μηχανισμό αποσυμπίεσης που μπορεί να καθησυχάζει και να ενσωματώνει τα κινήματα αντίστασης πριν αυτά γίνουν επαναστατικά. Αλλά στις ΗΠΑ, τη Βραζιλία, την Ουγγαρία, την Πολωνία και το Ηνωμένο Βασίλειο, οι εκλογικές νίκες των δεξιών λαϊκιστών έδειξαν ότι στην πραγματικότητα η δημοκρατία είναι επικίνδυνη για την εξουσία επειδή δεν είναι εντελώς προσχηματική. Μέχρι τώρα, οι εκλογικές υποσχέσεις ήταν όλες για τα σκουπίδια γιατί καμία νέα πολιτική διοίκηση δεν έθετε σε κίνδυνο τις υποκείμενες οικονομικές πολιτικές του νεοφιλελευθερισμού. Οι τεχνοκράτες δεν έπρεπε να ανησυχούν: η μηχανή τους θα συνέχιζε να λειτουργεί αδιάλειπτα.

Ακόμη και οι εκλογικές νίκες προοδευτικών κομμάτων στην Ελλάδα, τη Βραζιλία, την Αργεντινή και αλλού έδιναν στους καπιταλιστές να καταλάβουν ότι δεν έχουν κανένα λόγο να ανησυχούν. Και τα δημοκρατικά κράτη αποδείχθηκαν ικανά να διαλύσουν πραγματικά φασιστικά κινήματα όπως η Χρυσή Αυγή στην Ελλάδα, πριν αυτά αποδειχθούν πραγματική απειλή. Αλλά οι δεξιοί λευκοί λαϊκιστές όπως ο Τραμπ, ο Μπολσονάρο, ο Όρμπαν και ο Τζόνσον, όχι μόνο διέβρωσαν τη λειτουργικότητα της δημοκρατικής διακυβέρνησης, αλλά απείλησαν και τη σταθερότητα του τεχνοκρατικού status quo, τρομάζοντας τους επενδυτές που ζούσαν μέχρι τότε σε έναν παράδεισο φτιαγμένο μόνο για αυτούς, και έκαναν κομμάτια την υποτιθέμενη ανθεκτικότητα βασικών πολιτικών σχηματισμών όπως η Ευρωπαϊκή Ένωση ή η συμμαχία ΗΠΑ-Ευρώπης.

Η Ευρώπη— έχοντας αποτελέσει για καιρό τον πολύτιμο φορέα πολιτιστικής και πολιτικής νομιμοποίησης, δεδομένης της λευκής υπεροχής στην καρδιά του παγκόσμιου συστήματος— έχει για πρώτη φορά εδώ και σχεδόν έναν αιώνα αναγκαστεί να διαχωρίσει τα συμφέροντά της, και αυτό φαίνεται ήδη σε μια εμφανώς διαφορετική προσέγγιση προς την Κίνα. Στις ΗΠΑ, η πολιτική ελίτ ήδη θεωρεί την Κίνα ισότιμο αντίπαλο για ένα νέο Ψυχρό Πόλεμο, ενώ στην Ευρώπη η Κίνα θεωρείται ως ένας εν μέρη αξιόπιστος στρατηγικός εταίρος. Αν δεν αλλάξει κάτι γρήγορα, οι ΗΠΑ θα υποβαθμιστούν στην ίδια κατάσταση.

Και χωρίς αξιόπιστη υποστήριξη από τις ΗΠΑ, η ΕΕ θα πρέπει να ετοιμαστεί για πόλεμο, για να μπορέσει να αποτρέψει τη Ρωσία από περαιτέρω εισβολές. Για να βρεθεί μια ισορροπία που η Ρωσία δεν θα ρισκάρει να διαταράξει, αυτό μπορεί να σημαίνει να εγκαταληφθεί η Ουκρανία σε έναν μόνιμο διαμελισμό.

Από την προοπτική της αμερικανικής ισχύος, τίποτα από αυτά δεν φαίνεται να είναι για καλό. Για να έχουν την οποιαδήποτε πιθανότητα να ανανεώσουν το παγκόσμιο σύστημα που δημιούργησαν, οι ΗΠΑ θα πρέπει να κάνουν φιλόδοξες κινήσεις για να εξιλεώσουν την κακή τους φήμη:

• να υποστηρίξουν την δημιουργία Παλαιστινιακού Κράτους και να διακόψουν επίσημα την υποστήριξη της τρέχουσας κυρίαρχης τάξης του Ισραήλ καταστρέφοντας με αυτόν τον τρόπο την ισραηλινή οικονομία
• να εξομαλύνουν τις σχέσεις με την Κίνα και το Ιράν, εξασφαλίζοντας όμως ευνοϊκές επενδυτικές και εμπορικές συμφωνίες με τα κατ’όνομα δημοκρατικά καθεστώτα όπως της Ινδίας, της Ταϊβάν και της Νότιας Κορέας
• να κάνουν μια πειστική, ουσιαστική πρόταση για αναδιάταξη των διεθνών επενδύσεων που να διαφέρει από τη μισθοφορική νομισματική πολιτική του ΔΝΤ, διασφαλίζοντας περισσότερη αυτονομία για τη “βιώσιμη ανάπτυξη”, που θα καθοδηγείται από τις τοπικές κυρίαρχες τάξεις των πρώην αποικιοκρατούμενων χωρών, κλπ.
• να παρουσιάσουν ένα πειστικό σχέδιο για μια παγκόσμια μετάβαση στη πράσινη ενέργεια που θα επιταχύνει το τρέχον κύμα κερδοφόρων επενδύσεων, εξόρυξης και παραγωγής, ενώ επίσης θα περιλαμβάνει ένα στοιχείο “παγκόσμιας δικαιοσύνης”που θα παρέχει ουσιαστικούς πόρους σε φτωχές χώρες για να συμμετάσχουν στη μετάβαση και να βελτιώσουν την οικονομική τους θέση

Και εσωτερικά:

• να υιοθετήσουν την κατάργηση των φυλακών για δεύτερη φορά (η πρώτη φορά ήταν το 1865^[1]) με την αποποινικοποίηση των ναρκωτικών, την κατάργηση της ποινής της κάθειρξης για όλους τους μη βίαιους παραβάτες και την επέκταση της χρήσης άοπλων περιπολικών γειτονιάς
• να θεσπίσει υγειονομική περίθαλψη για όλους

Η πιθανότητα να συμβούν αυτά φαίνεται ωστόσο ελάχιστη, δεδομένου του πόσο μικρή είναι η επίγνωση που έχει η σημερινή άρχουσα τάξη για όλους τους τρόπους με τους οποίους υπονομεύει η ίδια την εξουσία της.

Μοιάζουν να πιστεύουν ακόμα ότι η προβολή δύναμης είναι ο τρόπος για να παραμείνουν στην εξουσία. Αλλά κανείς δεν αμφισβητεί ότι οι ΗΠΑ έχουν τον ισχυρότερο στρατό στον κόσμο. Δεν χρειάζεται. Το μόνο που χρειάζεται να δείξουν οι αντίπαλοι είναι ότι ο στρατός των ΗΠΑ αδυνατεί να φέρει εις πέρας αυτά που επιθυμεί η άρχουσα τάξη. Αυτό αποδείχθηκε τόσο στο Αφγανιστάν όσο και στο αδιέξοδο του Ιράκ. Και τώρα οι ΗΠΑ κόβουν βόλτες πάνω κάτω στην Ερυθρά Θάλασσα και τη Μεσόγειο εκτοξεύοντας πυραύλους στην Υεμένη, τη Συρία και το Ιράκ, φουσκώνοντας το στήθος τους και δείχνοντας ότι αν με χτυπήσεις με ένα άχυρο θα σε χτυπήσω με ένα σφυρί, αλλά αυτό που πραγματικά δείχνουν είναι η αναποτελεσματικότητά τους, η προθυμία τους να προκαλέσουν αποσταθεροποίηση της περιοχής από καθαρή αλαζονεία, και η μόνιμη περιφρόνησή τους για τα κυριαρχικά δικαιώματα οποιασδήποτε άλλης χώρας, ακόμα και των συμμάχων τους.

Αυτό βλάπτει σοβαρά την πίστη στις ΗΠΑ ως τον εν δυνάμει παγκόσμιο ηγέτη, γιατί μία από τις βασικές αλλαγές από το βρετανικό παγκόσμιο σύστημα στο αμερικανικό ήταν η αποαποικιοποίηση, καθώς μετά τον Β’ Παγκόσμιο Πόλεμο οι ΗΠΑ προβλήθηκαν ως εγγυητές της ελευθερίας απέναντι τόσο σε δικτατορίες όσο και σε επιθετικά κράτη.

Η αμερικανική ισχύς ακυρώνεται από την πραγματικότητα. Για δύο χρόνια, η Ουκρανία πολεμά επί ίσοις όροις τη Ρωσία, τη δεύτερη ισχυρότερη στρατιωτική δύναμη στον κόσμο, καταστρέφοντας ρωσικά τανκς εκατομμυρίων δολαρίων με drones αξίας μερικών χιλιάδων δολαρίων. Οι Χούθι τώρα χρησιμοποιούν drones απειλώντας τη ναυσιπλοΐα σε μία από τις πιο σημαντικές εμπορικές υδάτινες οδούς της παγκόσμιας οικονομίας. Η αποτελεσματικότητα των αμερικανικών συστημάτων αντιπυραυλικής άμυνας αξίας δισεκατομμυρίων δολαρίων είναι απλώς μέτρια. Εν τω μεταξύ, οι αμερικανικές πυραυλικές επιθέσεις από βάσεις, πλοία και αεροπλάνα σε όλη την περιοχή είναι κάτι παρά πάνω από αναποτελεσματικές, επειδή ενισχύουν τους αντιπάλους και αναγκάζουν τις μη συμμαχικές χώρες να επανατοποθετήσουν τους εαυτούς τους σε απόσταση ασφαλείας από τις ΗΠΑ και το Ισραήλ.

Αντί να προβάλλουν ισχύ, οι ΗΠΑ χρειάζονται να προβάλλουν νοημοσύνη, δημιουργώντας λύσεις για τις πολλές κρίσεις που πλήττουν το παγκόσμιο σύστημα. Η σημερινή αμερικανική κυρίαρχη τάξη δεν βλέπει τα πραγματικά προβλήματα και δεν προτείνει καμία πραγματική λύση. Η πιθανότητα αλλαγής φρουράς που θα ωθήσει τις αμερικανικές και ευρωπαϊκές ελίτ σε μια πιο έξυπνη στάση είναι εξαιρετικά χαμηλή, κοιτώντας τον εκλογικό χάρτη.

Από τους Τραμπικούς, που ρίχνουν λάδι στη φωτιά στο εσωτερικό και στο εξωτερικό, μέχρι τους Μπάιντεν, που δοκιμάζουν τις ίδιες παλιές τεχνικές ελπίζοντας σε διαφορετικά αποτελέσματα, το πολιτικό κατεστημένο βρίσκεται σε πόλεμο με τον εαυτό του. Πολιτικοί, τεχνοκράτες και επενδυτές εκλαμβάνουν προτάσεις που είναι πραγματικά αναγκαίες για να σωθεί το τρέχον παγκόσμιο σύστημα σαν ένα παράξενο μείγμα προδοσίας, προοδευτικών ανοησιών και σοσιαλιστικής επανάστασης.

Ο δρόμος των BRICS

Σε αυτό το σημείο φαίνεται απίθανο ότι οι ΗΠΑ θα μπορούσαν να διασώσουν το σχέδιό τους για παγκόσμια κυριαρχία, αλλά μέχρι να εμφανιστεί ένας αποτελεσματικός νέος ηγέτης με μια πειστική νέα αρχιτεκτονική, αυτό σημαίνει ότι το τρέχον σύστημα θα συνεχίσει να υφίσταται, παρακμάζοντας όλο και περισσότερο με συγκρούσεις, πολέμους και ακόμη και νεοφασιστικά καθεστώτα σε ορισμένες περιοχές, μέχρι να συμβεί μια αποφασιστική αλλαγή προς τη μία ή την άλλη κατεύθυνση.

Στο δοκίμιο «Αναρχία στα Παγκόσμια Συστήματα», ο Alex Gorrion υποστηρίζει ότι ο επόμενος παγκόσμιος αρχιτέκτονας θα είναι πιθανώς η Κίνα ή ενδεχομένως η Ινδία.

Πριν εξετάσουμε αυτές τις πιθανότητες, ας ρίξουμε μια ματιά σε ένα χαρακτηριστικό του θεωρητικού πλαισίου που χρησιμοποιούμε, το παγκόσμιο σύστημα. Ο πιο σχετικός θεωρητικός είναι ο Τζιοβάνι Αρίγκι, ο οποίος συνδύαζε μια κατά κύριο λόγο υλιστική ανάλυση των παγκόσμιων οικονομικών ροών με μια κατά κύριο λόγο αναρχική ανάλυση της εξουσίας και του κοινωνικού σχεδιασμού υπό το σύγχρονο κράτος. Φυσικά δεν αποδίδει τα εύσημα στους αναρχικούς, αλλά είναι ακαδημαϊκός, οπότε αυτό είναι αναμενόμενο.

Στην πρώτη έκδοση του βιβλίου του ” Τα μονοπάτια του Κεφαλαίου”, που δημοσιεύθηκε το 1994, ο Αρίγκι κάνει αυτό το τολμηρό βήμα: μια πρόβλεψη. Και το παίρνει εντελώς λάθος, λέγοντας ότι η Ιαπωνία θα είναι ο αρχιτέκτονας και ηγέτης του επόμενου παγκόσμιου συστήματος. Σε μια μεταγενέστερη έκδοση του βιβλίου ωστόσο, κάνει το σωστό και αναγνωρίζει ότι έκανε λάθος και ότι πιθανότατα η ηγέτιδα δύναμη του μέλλοντος θα είναι η Κίνα. Ωστόσο, δεν προσφέρει μια πειστική ανάλυση για το ποιο ελάττωμα της θεωρίας τον οδήγησε να κάνει αρχικά αυτό το λάθος.

Στο κείμενο «Αναρχία στα Παγκόσμια Συστήματα» υποστηρίζεται ότι το λάθος του Αρίγκι προκύπτει από την προτίμηση του προς την υλιστική πλευρά του δικού του θεωρητικού εργαλείου, έναντι της αναρχικής οπτικής. Η συσσώρευση κεφαλαίου δεν είναι η κινητήρια δύναμη του παγκόσμιου συστήματος. Είναι ένα αναγκαίο καύσιμο, αλλά η συσσώρευση κεφαλαίου δεν συμβαίνει χωρίς την αρχιτεκτονική και τον στρατηγικό σχεδιασμό των κρατών. Μπορούμε να συνειδητοποιήσουμε πόσο προφανές θα έπρεπε να είναι αυτό, αν αφήσουμε τους εαυτούς μας να δουν εκ των υστέρων το πόσο γελοία ήταν η πρόβλεψη ότι η Ιαπωνία θα ήταν η νούμερο ένα παγκόσμια δύναμη. Αυτή η πρόβλεψη βασιζόταν σε στατιστικά στοιχεία για την οικονομική ανάπτυξη της Ιαπωνίας, αφήνοντας έξω τον μη ποσοτικοποιήσιμο παράγοντα: τον στρατηγικό σχεδιασμό και τις διαμάχες εξουσίας των κρατών.

Η Ιαπωνία δεν θα μπορούσε να είναι ο επόμενος παγκόσμιος αρχιτέκτονας, διότι δεν είχε κερδίσει ποτέ έναν πόλεμο ενάντια στον παλιό ηγέτη, τις ΗΠΑ, και έτσι δεν είχε αποκτήσει κάποιο χώρο αυτονομίας μέσα στον οποίο θα μπορούσε να αρχίσει να κατασκευάζει έναν νέο σχεδιασμό. Μόλις η Ιαπωνία αμφισβήτησε τις ΗΠΑ— σε καθαρά οικονομικό επίπεδο— στη δεκαετία του ’80, οι Αμερικανοί σχεδιαστές απλώς έκοψαν την παροχή χρήματος. Μετά τον Πόλεμο της Κορέας όμως, η Κίνα είχε αυτή τη στρατιωτική νίκη έναντι των ΗΠΑ, και άρα έναν χώρο περιφερειακής αυτονομίας.

Θα μπορούσε λοιπόν η Κίνα να είναι ο αρχιτέκτονας του επόμενου παγκόσμιου συστήματος, και πώς θα μπορούσε αυτό να μοιάζει;

Για αρχή, η Κίνα δεν φαίνεται να έχει τη στρατιωτική δύναμη που απολάμβαναν οι προηγούμενοι αρχιτέκτονες του παγκόσμιου συστήματος. Τον 18ο και 19ο αιώνα, οι Βρετανοί είχαν τον πιο ισχυρό στόλο του κόσμου, πράγμα που τους έδινε παγκόσμια στρατιωτική εμβέλεια. Στο τέλος του Β’ Παγκοσμίου Πολέμου οι ΗΠΑ είχαν τον πιο αποτελεσματικό στρατό, τον μεγαλύτερο στόλο αεροπλανοφόρων, πυρηνικές βόμβες, βομβαρδιστικά μεγάλων αποστάσεων, και στρατιωτικές βάσεις με διαδρόμους προσγείωσης αρκετά μεγάλους για αυτά τα βομβαρδιστικά, σε όλο τον κόσμο.

Σήμερα, η Κίνα κατέχει προηγμένη τεχνολογία, αλλά μόλις πρόσφατα απέκτησε έναν στόλο ανοιχτής θάλασσας και πολύ πιο πρόσφατα επεκτάθηκε σε διαπλανητικό επίπεδο, στήνοντας τις πρώτες στρατιωτικές βάσεις στην ανατολική Αφρική. Ωστόσο, αυτή η διάκριση μπορεί να μην είναι τόσο σημαντική όσο ήταν στο παρελθόν.

Δεν υπάρχει κράτος που η κινεζική κυβέρνηση θα πρέπει να ανατρέψει ή να κατακτήσει για να πάρει τη θέση του ως παγκόσμιος αρχιτέκτονας (η Ταϊβάν μοιάζει να είναι αυτό το κράτος, αν και για λόγους πολύ πιο σχετικούς με την ιδεολογία της Κινεζικής άρχουσας τάξης παρά με την θέση της Κίνας στην παγκόσμια σκηνή· η Ταϊβάν, στην πραγματικότητα, θα μπορούσε να γίνει το Ισραήλ της Κίνας). Στο τρέχον σύστημα, ο ανοιχτός πόλεμος έχει δείξει φθίνουσες αποδόσεις. Καμία μεγάλη δύναμη δεν έχει συγκρουστεί ανοιχτά από το 1945 και όλες οι μεγάλες επεμβάσεις των δύο παγκόσμιων δυνάμεων (Βιετνάμ για τις ΗΠΑ και τους Σοβιετικούς, Αφγανιστάν για τους Σοβιετικούς, Αφγανιστάν και Ιράκ για τις ΗΠΑ) τους κόστισαν τελικά περισσότερα από όσα κέρδισαν.

Η μόνη στρατιωτική ικανότητα που πιθανώς θα χρειαζόταν η Κίνα για να αναλάβει τον ρόλο του παγκόσμιου ηγέτη είναι η επιχειρησιακή ικανότητα για αποτροπή και σταθεροποίηση. Αποτροπή σημαίνει απλώς ότι η Κίνα θα αποτελεί στρατιωτική απειλή αρκετά ισχυρή ώστε κανένα άλλο κράτος να μην τολμά να της επιτεθεί ανοιχτά σε αυτήν ή στα μικρότερα κράτη που η ίδια θεωρεί ως την κύρια ζώνη επιρροής της. Οι επιχειρήσεις σταθεροποίησης θα απαιτούσαν από την Κίνα να προβάλει τη δύναμη της διεθνώς για να προστατεύσει τη ροή του εμπορίου και τις μεγάλες επενδύσεις. Οι βάσεις της στην Ανατολική Αφρική είναι καλά τοποθετημένες για να βοηθήσουν στην αστυνόμευση των διαδρομών προς την Ερυθρά Θάλασσα και τη Διώρυγα του Σουέζ μέσω των οποίων ρέει μεγάλο μέρος του εμπορίου μεταξύ Ευρώπης και Ασίας.

Ωστόσο, αν προχωρήσουμε αυτή την ανάλυση περαιτέρω, θα ήταν λάθος να υποθέσουμε ότι απαιτείται ένα μόνο κράτος να είναι η μοναδική στρατιωτική και οικονομική υπερδύναμη για να ξεκινήσει ένα νέο παγκόσμιο σύστημα. Από τη Βεστφαλιανή κυριαρχία^[2] μέχρι τα Ηνωμένα Έθνη, όλα τα προηγούμενα παγκόσμια συστήματα βασίζονταν σε μεγάλο βαθμό στη συνεργασία (μεταξύ των εθνών-κρατών) και αν όχι στη συναίνεση, τότε τουλάχιστον στη συγκατάθεση.

Αυτό μπορούμε να το δούμε πιο καθαρά με τις χώρες του συνασπισμού BRICS, ένα σχήμα που προδιαγράφει καλύτερα ένα πιθανό νέο παγκόσμιο σύστημα. Οι BRICS, μαζί με την Νέα Αναπτυξιακή Τράπεζα και άλλους συνδεδεμένους θεσμούς, αποτελούν έναν αντίβαρο στο G7 και το ΔΝΤ. Πρόκειται για τις υπερδυνάμεις του λεγόμενου αναπτυσσόμενου κόσμου: Βραζιλία, Ρωσία, Ινδία και Κίνα όταν ξεκίνησε το 2009, με τη Νότια Αφρική να προστίθεται έναν χρόνο αργότερα. Στην αρχή αυτού του έτους εντάχθηκαν η Αίγυπτος, η Αιθιοπία, το Ιράν και τα Ηνωμένα Αραβικά Εμιράτα.

Σαφώς, οι BRICS επιτυγχάνουν σημαντική ανάπτυξη με τις αρχικές πέντε χώρες να αποτελούν το 45% του παγκόσμιου πληθυσμού και το 33% του παγκόσμιου ΑΕΠ (ή 27% αν δεν προσαρμοστεί σύμφωνα με την αγοραστική δύναμη). Αυτά σε σύγκριση με το ΝΑΤΟ (το οποίο είναι στρατιωτική συμμαχία και όχι οικονομική όπως οι BRICS), με 31 μέλη που αντιπροσωπεύουν το 55% των παγκόσμιων στρατιωτικών δαπανών, το 12% του παγκόσμιου πληθυσμού και πάνω από το ένα τρίτο του παγκόσμιου ΑΕΠ.

Εντωμεταξύ, η Νέα Αναπτυξιακή Τράπεζα με έδρα τη Σαγκάη, έχει συνολικά κεφάλαια 100 δισεκατομμυρίων δολαρίων, με 34 δισεκατομμύρια δολάρια σε εγκεκριμένα δάνεια ετησίως. Αυτό είναι πολύ λιγότερο από τα 932 δισεκατομμύρια δολάρια που αποτελούν τους συνολικούς πόρους του ΔΝΤ, αλλά δεν είναι και αμελητέο ποσό.

Τόσο ο ΟΗΕ όσο και το ΔΝΤ ιδρύθηκαν στις ΗΠΑ (με την πρώτη Γενική Συνέλευση του ΟΗΕ να συγκαλείται στο Ηνωμένο Βασίλειο, τον στενότερο σύμμαχο των ΗΠΑ). Ο κύριος αντίπαλος των ΗΠΑ, η ΕΣΣΔ, συμπεριλήφθηκε στον ΟΗΕ μιας και ο σκοπός του ήταν να αποτελεί ένα παγκόσμιο οργανισμό που να περιλαμβάνει όλα τα σύγχρονα κράτη, αλλά οι ΗΠΑ χρησιμοποίησαν τον ΟΗΕ συστηματικά για να περιορίσουν τους αντιπάλους τους, ή τον αποδυνάμωσαν όταν δεν μπορούσαν να επιβληθούν. Και αρχικά η ΕΣΣΔ δεν συμπεριλήφθηκε στο ΔΝΤ και σε παρόμοιους χρηματοπιστωτικούς θεσμούς, αν και με την πάροδο του χρόνου προσκλήθηκε και ενσωματώθηκε. Με άλλα λόγια, το σύστημα των ΗΠΑ υποστήριζε ότι είναι παγκόσμιο αλλά το έκανε με τρόπους που ωφελούσαν διακριτικά τις ΗΠΑ και τους συμμάχους τους.

Οι BRICS, από την άλλη πλευρά, ακολουθούν μια διαφορετική στρατηγική. Η συμμαχία δίνει στον εαυτό της τη δυνατότητα να είναι αντιηγεμονική, χωρίς να προσποιείται ότι είναι παγκόσμια. Είναι πολύ ξεκάθαρα ένα αντίβαρο στους κυρίαρχους οικονομικούς θεσμούς και συμμαχίες (το G7 και το ΔΝΤ). Και όμως, προσφέρεται για πιο ουσιαστική συνεργασία. Ειδικά κατά την ίδρυσή της το 2009, η Κίνα αποτελούσε την οικονομική δύναμη της συμμαχίας. Η Κίνα έχει συνεχιζόμενες πολιτικές και οικονομικές αντιπαλότητες καθώς και συνοριακές διαφορές, τόσο με τη Ρωσία όσο και με την Ινδία. Και όμως, και οι δύο αυτές χώρες προσκλήθηκαν να αποτελέσουν την αρχική βάση και η ιδρυτική σύνοδος κορυφής πραγματοποιήθηκε όχι στην Κίνα αλλά στη Ρωσία (αν και όχι χωρίς σημασία, στο Γεκατερίνμπουργκ, που βρίσκεται στην Ασία).

Δεν υπάρχει τίποτα επαναστατικό στο σύστημα που σχεδιάζει η Κίνα. Είναι απολύτως μια συνέχεια του παγκόσμιου συστήματος του καπιταλισμού, που κυβερνά τον κόσμο με όλο και πιο σφιχτό έλεγχο από τον 16ο αιώνα. Ωστόσο, επιδεικνύει ορισμένες διαφορετικές οργανωτικές αρχές.

Στο σύστημα υπό την ηγεσία των ΗΠΑ, μπορούμε να εντοπίσουμε τις εξής αρχές.

Αποαποικιοποίηση των Εθνών: οι ΗΠΑ διαφοροποιήθηκαν από τη Μεγάλη Βρετανία, την μεγαλύτερη αποικιοκράτική δύναμη στην παγκόσμια ιστορία, υποστηρίζοντας την “αποαποικιοποίηση”… μέσα σε ένα συγκεκριμένο πλαίσιο. Κάθε έθνος-κράτος θα πρέπει να έχει μια κυβέρνηση κατά τα δυτικά πρότυπα, αλλά οι αποικισμένοι πληθυσμοί δεν επιτρέπεται να αυτοκαθοριστούν. Τα σύνορα συνήθως σχεδιάστηκαν από τους πρώην αποικιοκράτες και η ανεξαρτησία θα δινόταν μόνο όταν οι πρώην αποικιοκράτες και οι ΗΠΑ αποφάσιζαν ότι μια νέα (τοπική) άρχουσα τάξη ήταν έτοιμη να αναλάβει την εξουσία. Έτσι, οι περισσότερες καταπιεστικές δυναμικές εξουσίας της αποικιακής εποχής επιβίωσαν μετέπειτα στην εποχή της αποαποικιοποίησης.

Νεοφιλελευθερισμός: η Διεθνής Νομισματική Τράπεζα και ο Παγκόσμιος Οργανισμός Εμπορίου ώθησαν τις παγκόσμιες οικονομίες μακριά από τον προστατευτισμό και προς την απελευθέρωση της νομισματικής πολιτικής έτσι ώστε, θεωρητικά, οι καπιταλιστές οπουδήποτε στον κόσμο να μπορούν να επενδύσουν οπουδήποτε το επιθυμούν. Η έννοια της «ελεύθερης αγοράς» ήταν καθαρή μυθολογία, καθώς οι μεγάλες επενδύσεις σε φτωχότερες χώρες τείνουν να έχουν μονοπωλιακά χαρακτηριστικά και οι ισχυρές χώρες μπορούσαν να καταστρέψουν τα νομίσματα των λιγότερο ισχυρών χωρών. Επιπλέον, οι επενδύσεις σε πρώην αποικισμένες χώρες τείνουν να επιτυγχάνουν κέρδη με καθαρά κερδοσκοπικό, χρηματοοικονομικό τρόπο ή/και ενισχύοντας οικονομίες εξαγωγών/εξορύξεων/φυτειών.

Δημοκρατία και Ανθρώπινα Δικαιώματα: οι ΗΠΑ προώθησαν την καθολική δημοκρατία με εγγυήσεις για τα ανθρώπινα δικαιώματα. Ωστόσο, από όλες τις οργανωτικές αρχές αυτές αποδείχθηκαν οι πιο ατελείς. Οι επενδυτές συχνά διαπίστωναν ότι ήταν πιο βολικό να συνεργάζονται με δικτατορίες, ειδικά όταν ο στόχος τους ήταν το γρήγορο κέρδος ή η κατασκευή εξαιρετικά καταστροφικών μεγάλων έργων. Και οι ΗΠΑ, η Βρετανία, η Γαλλία, η Ολλανδία και η Βελγική πολιτική ελίτ ήταν πολύ ζηλότυπες με την εξουσία τους για να επιτρέψουν ελεύθερες εκλογές, όταν αυτό σήμαινε ότι μια τοπική κυβέρνηση θα κέρδιζε σε δύναμη και θα την έκανε την χώρα λιγότερο υπάκουη, ή όταν η νέα κυβέρνηση δεν ευνοούσε τους ενδεδειγμένους επενδυτές. Ως εκ τούτου, αυτά τα κράτη του ΝΑΤΟ ιδίως, εμπλέκονταν σε πραξικοπήματα και υποστήριζαν δικτατορίες σε όλο τον κόσμο, στην «πίσω αυλή της Αμερικής» ή στις πρώην αποικίες σε όλη την Αφρική και την Ασία, αντίστοιχα. Όσο για τα ανθρώπινα δικαιώματα, αποδείχθηκε ότι ήταν μια έννοια σε μεγάλο βαθμό χωρίς περιεχόμενο στις ιεραρχικές κοινωνίες που παράγουν τεράστιες ανισότητες.

Θα χρειαζόμασταν εδώ μια καλύτερη ανάλυση, αλλά πιστεύω ότι οι οργανωτικές αρχές που προωθεί η Κίνα μπορούν να συνοψιστούν ως εξής:

Κρατική Κυριαρχία: αν και η Κίνα ασκεί σε μεγάλο βαθμό πολιτικές εθνοκάθαρσης και θα πρέπει να χαρακτηριστεί ως κράτος εποικισμού σε τουλάχιστον τα μισά από τα εδάφη που την απαρτίζουν, και ο ίδιος ο Σι θα μπορούσε να περιγραφεί ακριβέστερα ως ένας βαθιά εθνικιστής σοσιαλιστής, η Κίνα δεν δίνει έμφαση στο έθνος-κράτος ως οργανωτική αρχή σε παγκόσμιο επίπεδο. Πολύ πιο σημαντική αρχή αποτελεί η κρατική κυριαρχία: εντός των συνόρων του, το κάθε κράτος έχει τη νομιμοποίηση να κάνει ό,τι θέλει. Μπορεί να επιβάλει εθνική ομοιογένεια, μπορεί να καταργήσει τις ιδέες περί έθνους εντελώς. Το τι κάνει είναι δική του δουλειά και κανενός άλλου. Υποθετικά, διαφωνίες γύρω από τα υπάρχοντα σύνορα μεταξύ κυρίαρχων κρατών θα πρέπει να επιλύονται μέσω διμερούς διπλωματίας. Επίσης υποθετικά, καθώς θα αυξάνεται η στρατιωτική ισχύς, η Κινεζική άρχουσα τάξη θα υποστηρίζει πραξικοπήματα και αλλαγές καθεστώτος σε ασθενέστερες χώρες σε όλη την Ασία, την Ωκεανία, τη Λατινική Αμερική και την Αφρική, αλλά θα χρειάζεται να βρίσκει έναν αποτελεσματικό τρόπο διακυβέρνησης ή δικαιολόγησης αυτών των έκτακτων ενεργειών.

Επενδύσεις σε υποδομές: η Κίνα θα συνεχίσει να υποστηρίζει το παγκόσμιο ελεύθερο εμπόριο, ισορροπώντας ως συνήθως μεταξύ της παροχής στρατηγικής υποστήριξης σε σημαντικές εγχώριες εταιρείες και της διασφάλισης της δυνατότητας για τις κυβερνήσεις να προσελκύουν επενδύσεις από οπουδήποτε στον κόσμο, το δικαίωμα των επενδυτών να επενδύουν οπουδήποτε στον κόσμο. Αλλά σε αντίθεση με την έμφαση στο καθαρό κέρδος, όπως στο αμερικανικό σύστημα, μπορεί να υπάρξει μια πραγματική στροφή προς την προώθηση της βιώσιμης οικονομικής ανάπτυξης, που επιτυγχάνεται αρχικά μέσω μεγάλων έργων «βελτίωσης» των υποδομών στις μετα-αποικιακές χώρες. Με άλλα λόγια, η Κίνα -και η Ινδία και η Βραζιλία- πιθανότατα θα επιδιώξουν να επιτύχουν μια επέκταση της πραγματικής παραγωγής, όχι μόνο της εγχώριας αλλά σε όλο τον κόσμο.

Ποιότητα ζωής: Δεδομένου του τεχνοκρατικού υποβάθρου της, η Κινεζική άρχουσα τάξη είναι πιθανό να προκρίνει την έμφαση στην ποιότητα ζωής έναντι των ανθρωπίνων δικαιωμάτων. Η ποιότητα ζωής, σύμφωνα με τη θρησκεία του καπιταλισμού, είναι κάτι που μπορεί να μετρηθεί ποσοτικά, σε αντίθεση με τα ανθρώπινα δικαιώματα. Και η προώθηση αυτής της αντίληψης της ποιότητας ζωής συνάδει με την αυξημένη επένδυση στην ανάπτυξη των υποδομών, ενώ η έννοια των ανθρωπίνων δικαιωμάτων ενθαρρύνει παραβιάσεις της κυριαρχίας άλλων κρατών. Τα ανθρώπινα δικαιώματα είναι ένα υπόλειμμα του πατερναλισμού των αποικιοκρατικών, χριστιανικών χωρών που χρειάζονται να βεβαιωθούν ότι οι αποικιοκρατούμενοι λαοί έχουν μάθει να απαγγέλουν τα κατάλληλα δόγματα πριν μπορέσουν να τους εμπιστευθούν την ανεξαρτησία τους. Η ποιότητα ζωής, ωστόσο, μπορεί να αποτελέσει ένα κοινό σημείο μεταξύ διπλωματών που εργάζονται για μια πολιτική τάξη η οποία βασίζεται στην απόλυτη κρατική κυριαρχία και τεχνοκρατών- επενδυτών που επιδιώκουν την οικονομική ανάπτυξη μέσω επενδύσεων σε υποδομές. Η υπόσχεση για υψηλότερη ποιότητα ζωής μπορεί επίσης να αποτελέσει μια αποτελεσματική στρατηγική για τον κατευνασμό πιθανών απειλητικών λαϊκών κινημάτων.

Τόσο το παράδειγμα όσο και οι πόροι που προσφέρουν οι BRICS αποδεικνύονται ελκυστικά. Μόνο φέτος, το Ιράν ήταν μία από τις πολλές νέες χώρες που εντάχθηκαν στις BRICS, παρά τις προσπάθειες των ΗΠΑ να απομονώσουν την Τεχεράνη.

Πώς θα έμοιαζε το σημείο καμπής, που θα προαναγγέλλει την αρχή ενός νέου παγκόσμιου συστήματος;

Οι BRICS δεν θα ήταν απαραίτητα το όχημα για το νέο παγκόσμιο σύστημα, ειδικά επειδή η συμμαχία σχεδιάστηκε ως ένα οικονομικό και πολιτικό αντίβαρο μέσα στο τρέχον παγκόσμιο σύστημα. Αλλά, παρόμοια με τη σχέση μεταξύ της Κοινωνίας των Εθνών και των Ηνωμένων Εθνών, δίνει μια καλή ένδειξη για το πώς θα έμοιαζε το νέο σύστημα.

Θα μπορούσε εύκολα να ξεκινήσει ως συμμαχία ή κάποιου είδους συνθήκη, μετά από μια παγκόσμια ύφεση και την εξάπλωση ενός ή δύο περιφερειακών πολέμων. Η συνθήκη ή η συμμαχία θα μπορούσε να μίλαγε μια γλώσσα που να αναφέρεται στον σεβασμό των συνόρων και της εσωτερικής κυριαρχίας των κρατών και στη δέσμευση για διαμεσολάβηση αντί του πολέμου. Θα μπορούσε να παρουσιαστεί ως ένα win-win (αντί για το αρνητικό άθροισμα του ανοιχτού πολέμου) εάν ήταν η επέκταση μιας ήδη υπάρχουσας, επιτυχημένης συμμαχίας μεταξύ οικονομικών μεγάλων δυνάμεων. Αυτή η συμμαχία θα έστελνε ανοιχτή πρόσκληση σε όλες τις άλλες χώρες, απαιτώντας μια ανανέωση της δέσμευσης για ελεύθερο εμπόριο, ενώ θα ανακοίνωνε μεγάλες επενδύσεις ως κίνητρο. Αντί για τον επιθετικό δανεισμό του ΔΝΤ, αυτές οι επενδύσεις θα σχεδιάζονταν φαινομενικά για τον εκσυγχρονισμό των υποδομών σε όλο τον κόσμο και την αύξηση της ποιότητας ζωής.

Οι αρχικοί υπογράφοντες αυτής της συμμαχίας θα πρέπει πιθανώς να περιλαμβάνουν την Κίνα, την Ινδία, τη Βραζιλία, τη Νότια Αφρική, την Ινδονησία, την Αίγυπτο, ίσως την Αργεντινή και τη Σαουδική Αραβία, και— κρίσιμα— την Ευρωπαϊκή Ένωση, ή τουλάχιστον τη Γερμανία και τη Γαλλία. Όπως σημειώθηκε, η ΕΕ έχει ήδη αρχίσει να απομακρύνεται από τις ΗΠΑ και να διατηρεί ανοιχτές προοπτικές για χτίσιμο καλών σχέσεων με την Κίνα.

Μια σημαντική αλλαγή που θα μπορούσε να γείρει την πλάστιγγα, θα ήταν μια πιθανή χρεωκοπία των ΗΠΑ σε μια μελλοντική ύφεση, ή το να εξακολουθήσουν οι ΗΠΑ τη αχαλίνωτη στρατιωτική επιθετικότητα σε όλο τον κόσμο, χωρίς μια αντίστοιχη δέσμευση προς τους ιστορικούς συμμάχους τους.

Η νέα συμμαχία θα ξεκινούσε αυτοβούλως μεταξύ μιας ομάδας χωρών, αλλά θα επεκτεινόταν παγκοσμίως και θα ξεπερνούσε γρήγορα τον ΟΗΕ και το ΔΝΤ σε νομιμοποίηση, λειτουργικότητα και πόρους.

Ποιες θα ήταν οι πρώτες εντάσεις που θα αντιμετώπιζε ένα τέτοιο παγκόσμιο σύστημα; Δεν τίθεται θέμα πως η Συμφωνία του Παρισιού ή ο ΟΗΕ έχουν οποιαδήποτε πραγματικά θετική επίδραση στην αντιμετώπιση της πλανητικής καταστροφής, αλλά η έμφαση των BRICS στη χρήση «κυρίαρχων πόρων» (ορυκτών καυσίμων) για τη χρηματοδότηση της ανάπτυξης και την πληρωμή μιας ενεργειακής μετάβασης αποκλείει άμεσα οποιεσδήποτε πραγματικές εναλλακτικές για τον πλανήτη. Αυτό σημαίνει ότι η επιταχυνόμενη και καταστροφική κλιματική αλλαγή θα είναι το σκηνικό του νέου παγκόσμιου συστήματος. Οι αλλαγές καιρού αποδεικνύονται πιο καταστροφικές για τις χώρες της εύκρατης ζώνης, αλλά αυτές είναι οι ίδιες χώρες που πρέπει να αναλάβουν το βάρος της εγκαινίασης ενός νέου παγκόσμιου συστήματος.

Οι Κινεζικές και Ινδικές επενδύσεις στην Αφρική πιθανότατα θα διατηρήσουν έναν απροκάλυπτα αποικιακό χαρακτήρα (περισσότερο, για παράδειγμα, από τις Βραζιλιάνικες επενδύσεις στη Λατινική Αμερική), εμποδίζοντας το νέο σύστημα να επωφεληθεί από τις αλλαγές βιτρίνας (ΣτΜ: change in branding στο πρωτότυπο) ή να αυξήσει την νομιμοποίηση του.

Οι αγώνες εξουσίας μεταξύ των πιο ισχυρών μελών της συμμαχίας θα μπορούσαν να αποδειχθούν αποσταθεροποιητικοί, ειδικά καθώς η Ινδία (μια δεξιά δημοκρατία) ξεπερνά την Κίνα σε οικονομική ανάπτυξη. Όπως έδειξε το κίνημα αντίστασης στο Χονγκ Κονγκ, η Κίνα, ως απολυταρχία, έχει λιγότερες επιλογές για την ενσωμάτωση της εξέγερσης. Στην ενδεχόμενη αδυναμία να καταστείλει ένα υπονομευτικό κίνημα με χρήση αστυνομικής βίας, η ηγεσία του ΚΚΚ θα μπορούσε να διασπαστεί και το σύστημα θα διαλυόταν.

Επίσης, οι δικτατορικές μορφές διακυβέρνησης σπάνια επιβιώνουν από ισχυρούς ηγέτες. Βέβαια, ο Σι δεν είναι δικτάτορας με τον τρόπο που ήταν ο Χίτλερ και ο Φράνκο. Υπάρχει ένας πολύ ισχυρός κομματικός μηχανισμός πίσω του και έχει εδραιώσει την εξουσία του στο Κόμμα την τελευταία δεκαετία.

Η Ινδία δεν θα διαλυθεί μετά τον Μόντι, αλλά η Ρωσία θα μπορούσε εύκολα να διαλυθεί μετά τον Πούτιν. Με την Κίνα, είναι δύσκολο να πει κανείς, επειδή οι προηγούμενες διοικήσεις του ΚΚΚ δεν είχαν την πολιτική ευστροφία του Σι, την ικανότητά του να κάνει επιθετικούς υπολογισμούς που να επικεντρώνονται στο πώς το κινεζικό κράτος θα μπορούσε να αυξήσει την ισχύ του χωρίς να αποδεχθεί καμία από τις διαθέσιμες επιλογές (π.χ. ούτε Μαοϊσμός, ούτε νέα Πολιτική Ανοικτών Θυρών).

Με άλλα λόγια, ο Σι και οι σύμβουλοί του έχουν τη δυνατότητα να λειτουργούν επινοητικά, ένα χαρακτηριστικό απαραίτητο για το σχεδιασμό ενός νέου παγκόσμιου συστήματος. Αλλά μέρος του συστήματος διακυβέρνησης του Σι έχει απαιτήσει μηδενική ανοχή σε οποιαδήποτε ανυπακοή ή διαφωνία, κάτι που θα δυσκολέψει σημαντικά μια αποτελεσματική διαδοχή όταν ο Σι δεν θα είναι πια παρών. Το κρίσιμο ερώτημα είναι, αν υπάρχει ο χώρος για διάλογο μακριά από τη δημοσιότητα στα ανώτερα και μεσαία επίπεδα του ΚΚΚ, προβάλλοντας δημοσίως συναίνεση και ενότητα; Ή η μέθοδος διακυβέρνησης του Σι δημιουργεί μια κουλτούρα υποτακτικών γραφειοκρατών που δεν μπορούν να αμφισβητήσουν μια κακή ιδέα; Αν ισχύει το δεύτερο, η Κίνα ίσως μπορέσει να βοηθήσει στην εκκίνηση ενός νέου παγκόσμιου συστήματος όσο ο Σι είναι επικεφαλής, αλλά μπορεί να μην παραμείνει το κυρίαρχο μέλος της κεντρικής συμμαχίας του συστήματος.

Μιλώντας για επανάσταση

Ειλικρινά, ο μόνος λόγος που αύξησα την πιθανότητα μιας επιτυχούς παγκόσμιας επανάστασης είναι επειδή τα παγκόσμια συστήματα εξουσίας αντιμετωπίζουν περισσότερες τριβές και γίνονται ανίκανα να προβάλουν τη σταθερότητα. Όχι επειδή γινόμαστε πιο δυνατοί.

Και ο κύριος λόγος που δεν γινόμαστε πιο δυνατοί από μόνοι μας, είναι επειδή έχουμε χάσει τη μνήμη και τη φαντασία μας.

Μέσα στην ένδεια βιωμάτων και την αλλοτρίωση που επιβάλλει ο καπιταλισμός, σπάνια γνωρίζουμε πώς να επιτύχουμε την οποιαδήποτε συνέχεια από τη μια γενιά στην άλλη, οπότε επαναλαμβάνουμε τα ίδια λάθη ξανά και ξανά. Και λειτουργώντας υπό την αποικιακή νοοτροπία του ορθολογισμού έχουμε ξεχάσει ότι ο πραγματικός κόσμος δεν μπορεί να υπάρξει χωρίς τους κόσμους της φαντασίας. Αφήνουμε τον καπιταλισμό να τα φαντάζεται όλα για εμάς κι έχει ατροφήσει η δική μας φαντασία, έτσι ώστε να μην μπορούμε πλέον να στραφούμε στην επανάσταση ως μια σημαντική, ουσιαστική έννοια- επειδή ελάχιστοι γνωρίζουν πλέον πώς να φανταστούν μια επανάσταση.

Μόλις ξεπεράσουμε τις πρώτες στιγμές της επανάστασης- όπου μπορούμε να στηριχτούμε αποκλειστικά στο πάθος, την αυθόρμητη νοημοσύνη και τις καινοτόμες τακτικές μας-, από εκεί και πέρα, δεν έχουμε φανταστεί ποια βήματα θα κάνουμε στη συνέχεια. Έτσι, δεν κάνουμε καθόλου βήματα. Είτε γινόμαστε παθητικοί, είτε εξαντλούμαστε, είτε προσπαθούμε να επαναλάβουμε τις ίδιες χορευτικές κινήσεις που μας έφεραν σε εκείνο το σημείο. Ή δοκιμάζουμε ένα αντίθετο σύνολο χορευτικών κινήσεων (που συνήθως μας οδηγεί σε πολύ χειρότερο σημείο).

Αυτό είναι κρίμα γιατί έχουμε τη μεγαλύτερη ευχέρεια να χτίσουμε μια επανάσταση σε μια στιγμή όπως αυτή, όταν ένα παγκόσμιο σύστημα καταρρέει, και πριν αναζωογονηθεί ή πριν το επόμενο σύστημα έχει την ευκαιρία να εκκινήσει πλήρως την αντικατάστασή του.

Για να μην σπαταλήσουμε τις ευκαιρίες μας, όμως, πρέπει να θυμηθούμε πολλά πράγματα:

• Η Δημοκρατία είναι ο εχθρός μας. Η υποστήριξη της Δημοκρατίας, μας μετατρέπει μόνο σε καινοτόμους σχεδιαστές για την αναζωογόνηση του αμερικανικού σχεδίου.
• Η Δεξιά και η Αριστερά είναι τα δύο χέρια του Κράτους, εξίσου επικίνδυνα. Η πραγματική γραμμή σύγκρουσης βρίσκεται ανάμεσα στους πάνω και στους κάτω. Ωστόσο, η Δεξιά και η Αριστερά δεν είναι το ίδιο. Οι ακόλουθοι της Αριστεράς είναι κυρίως ειλικρινείς. Πρέπει να είμαστε παρόντες για να βοηθούμε με την συμμετοχή μας να διαδοθούν ουσιαστικές μορφές εξέγερσης, και πρέπει να μπορούμε κάθε φορά να καταδείξουμε στους Αριστερούς ψηφοφόρους την αληθινή φύση των ηγετών τους. Όσον αφορά τη Δεξιά, πρέπει πάντα να επιτιθέμεθα στα ψέματα και τις παρανοϊκές ιδέες της. Το κλειδί είναι να αφήνουμε την πόρτα ανοιχτή για τους ακόλουθους της Δεξιάς ώστε αυτοί να έχουν την ευκαιρία να προδώσουν την εξουσία, αλλά ποτέ να μην ενστερνιζόμαστε τις ανησυχίες τους. Πρέπει να χτίζουμε δύναμη βασισμένη στην εκτεταμένη αλληλεγγύη για να τους δείχνουμε τον δικό μας τρόπο, αλλά θα πρέπει και οι ίδιοι να μπορούν να κάνουν το κατάλληλο βήμα και να εγκαταλείψουν τις κοινωνικές ταυτότητες που βασίζονται στην καταπίεση.
• Ο μαρξισμός πρόδωσε τα ισχυρότερα επαναστατικά κινήματα του 19ου και 20ού αιώνα. Δεν αξίζει άλλες ευκαιρίες. Οι πρωτοπορίες, τα εξουσιαστικά κόμματα και οι ρεφορμισμοί πρόδωσαν τα ισχυρότερα κοινωνικά κινήματα των τελευταίων 100 ετών. Δεν αξίζουν άλλες ευκαιρίες.
• Η κατάργηση των φυλακών συνέβη ήδη στο παρελθόν, αλλά επειδή έμεινε ανολοκλήρωτη, άλλαξε μόνο τον τρόπο λειτουργίας των ιδρυμάτων της καταπίεσης χωρίς να τερματίσει την ίδια την καταπίεση. Η ουσιαστική κατάργηση πρέπει να εντοπίσει τη κοινή ρίζα της εκμετάλλευσης και της λευκής υπεροχής (πολλοί από τους σημερινούς υποστηρικτές της κατάργησης των σχέσεων σύγχρονης δουλείας και εκμετάλλευσης (abolitionists) προετοιμάζουν ήδη το έδαφος για μια δεύτερη μεγάλη ήττα μας- μέσα στη δική τους “νίκη”).
• Η αποαποικιοποίηση συνέβη ήδη. Αλλά επειδή ήταν πολιτική και όχι κοινωνική, η αποικία ουσιαστικά εξαπλώθηκε, εκπαιδεύοντας τους αποικιοποιημένους να ενεργούν όπως οι αποικιοκράτες τους. Για να καταστρέψουμε την αποικιοκρατία, πρέπει να καταστρέψουμε τις ρίζες, τις αρχές και τις μεθόδους της- την προσαρμογή, την υποταγή και την αφομοίωση.
• Μια επανάσταση πρέπει να θεσμίσει την αλληλεγγύη μεταξύ όλων των ανθρώπων, αλλά οι άνθρωποι πρέπει να είναι ειλικρινείς για τις καταβολές και την καταγωγή τους. Οι άνθρωποι που φέρουν μέσα τους μια κουλτούρα μεσαίας τάξης πρέπει να την ξεμάθουν, να την αποκηρύξουν, καθώς αυτή εκδηλώνεται μέσω μιας πολιτικής μορφής προνομίων και ανέσεων: χτίζοντας άτυπη κοινωνική εξουσία, εξομαλύνοντας αντιθέσεις και αποφεύγοντας τη σύγκρουση. Αυτή τη στιγμή, υπάρχει μια σταυροφορία για να καταστραφούν οι πρακτικές της μετασχηματιστικής δικαιοσύνης – και οι δύσκολες εμπειρίες από τις οποίες προέρχονται αυτές οι πρακτικές – υπέρ εκείνων των ειδικών συμπεριφορών (ταυτόχρονα εύθραυστες και κακόβουλες) που ευδοκιμούν στα μέσα κοινωνικής δικτύωσης.
• Η επανάσταση είναι ζήτημα οργάνωσης, αλλά σχεδόν όλοι όσοι το θέτουν με αυτόν τον τρόπο περιορίζονται ήδη σε μια αντεπαναστατική ιδέα της οργάνωσης.
• Υπάρχει ένας άλλος τρόπος οργάνωσης του εαυτού μας, σχεδιασμού της δράσης και στρατηγικών βημάτων. Και υπήρχε από πάντα.

Επίλογος

Επιπλέον, κάτι στο οποίο δεν μπορώ να συνεισφέρω και πολύ: οι Μαύροι και οι Ιθαγενείς αναρχικοί χρειάζονται περισσότερο χώρο και υποστήριξη. Για να είναι πραγματικά επιτυχημένη, οποιαδήποτε επαναστατική προσέγγιση πρέπει να είναι πλουραλιστική, να είναι αντι-αποικιακή και να κατανοεί τις ρίζες της καταπίεσης. Η συγκεκριμένη ιστορική γενεαλογία του αναρχισμού που κατάγεται από την Ευρώπη δεν είναι επαρκής, ούτε για εμάς που είμαστε παγιδευμένοι μέσα στη λευκή υπεροχή και σίγουρα ούτε για όλους τους υπόλοιπους.

The sudden attacks of freedom on the suffocating capitalist hydra, constantly make the epicenter of the seismic disturbances fluctuate. The territories of the whole world affected by the system of private benefits are exposed to the outburst of insurrectional movements. Consciousness is forced to run after successive waves of events, reacting to constant, paradoxically predictable and unexpected shocks.

Two realities struggle against each other in the face of the violence. One is the reality of lying. Taking advantage of technological progress, you try to manipulate public opinion for the benefit of established power. The other is the reality of daily life of the population.

On the one hand, there are the hollow words of corporate jargon which show the importance of numbers, surveys and statistics; which teem with false debates whose proliferation serves to hide the real problems: existential and social demands. The media windows-screens of deceit spill out each day numerous tricks and insignificant conflicts of interest which are of no interest to us, but whose negative consequences affect us. Their profitable wars of devastation are not ours; they have no other purpose than to dissuade us from waging the only war that concerns us, the war against the inhumanity prevalent in the world.

On the same side, according to the absurd truth of leaders, things are clear: to claim the rights of the human being is characteristic of anti-democratic violence. Democracy would then consist of repressing the people, throwing at them a horde of police officers who, by developing the impunity guaranteed by the government and the candidates of the opposition eager to succeed them, incites fascist inducing behavior. Just imagine the songs of the media zombies if it were true that the self-immolation of a victim of impoverishment by fire would lead to the fire of the system responsible for the poverty!

On the other hand, the reality experienced by the people is also clear. We will never admit that the meaningless of poorly paid work, that the bureaucratic pressure that increases interest rates and decreases the amount of pensions and social conquests, that the wage pressure which reduces life to strict survival, can be reduced for business transactions. The lived reality is not a number, it is a feeling of unworthiness, it is the feeling of being nothing in the claws of the State, a monster which shrinks like the skin of a shoe before draining of international embezzlement money.

Well, in the confrontation between these two realities – the one that imposes the fetishism of money and the one that speaks in the name of life – a spark, often tiny, came to light the fuse.

There is no futility today, however small, that is not capable of unleashing the violence contained in repressed life, in the life determined to break everything that threatens to extinguish it.

Secular inertia and lethargy, under the aegis of the ancient “bread and circus” recipe, are the basis of the tremendous power of voluntary servitude. Denounced in the 16th century by La Boétie, it remains our most ruthless enemy. By attacking us from the inside, voluntary servitude promotes an inclination among many that functions as if it were a drug: the will to exercise power, to assume the role of guide. Frequently, the morbidity of the authority of a few has infected the libertarian media, so we should congratulate the determination of the yellow vests and other insurgents of everyday life to constantly evoke their rejection of leaders, of self-appointed delegates, of masters of thought and of pond frogs of the holy water of politics and labour unionism.

Free are those who are happy to die in peace while waiting for death in the combined comfort of the coffin and of television, but we will not let their self-spoiling infect over our will to live.

We want the sovereignty of the human being, no more no less.

Impoverishment knocks on doors with increasing violence, threatening to bring them down. The hedonism of the recent past which crushed us with the consumerist and government slogan is over: “Take advantage of today, tomorrow will be worse!” The worst is already today, especially if we continue to welcome it. We must stop believing in the omnipotence of capitalism and the fetishism of money. We have noticed that the great macabre farce that makes the world dance is the result of a sordid motivation, that of short-term profit, that of the absurd rapacity of a bankrupt merchant scratching at the back of the drawers in the search for more.

I’m not talking about hope. It is only the lure of despair. I am referring to all the regions of the world where an insurrection of everyday life – call it what you like – is trying to dismantle the dictatorship of private profit and to overthrow the States which impose it on the people they claim to represent. What we want is not for tomorrow, but for today, as caregivers, nurses, emergency doctors, paramedics and doctors who deal with the economic management that dehumanises the health care sector so well expressed [in the ongoing general strike in france].

The system of exploitation of terrestrial and human nature goes beyond all horizons. The mantle of profitability, at all costs, closes off all expressions of the generosity of life and the human feeling that promotes its practice.

Obviously, the exploiters and the exploited are convinced that the pot is about to explode. Violence is unavoidable. The problem does not lie with it. The approach to resolve the matter without ambiguity is based on an alternative.

Will we tolerate the social explosion leading to a state of endemic civil war, a chaos of revenge and hatred which will ultimately only benefit multinational mafias, already at liberty to continue with impunity and even to destroy themselves with their lucrative desertification project?

Or are we going to create micro-societies freed from the tyranny of the State and commodities, federated territories where the intelligence of individuals can get rid of this herd individualism in search of a supreme guide who will lead them to the slaughterhouse? Are we finally going to take the reins of our own destiny and outline a clear plan for this social jungle, where the beasts of burden have no more freedom than that to choose the prey which will devour them?

In 1888, Octave Mirabeau wrote: “Lambs go to the slaughterhouse. They say nothing and expect nothing. But at least they don’t vote for the butcher who will kill them or the bourgeois who will eat them. Worse than animals, more crowded than sheep, the voter chooses his butcher and chooses his bourgeois. S/he made revolutions to conquer the right to do so.”

Have they not transformed you from generation to generation with the same indescribable currency: heads, the baton of order; tails, the humanitarian lie?

There is no “vote of the lesser evil”, there is only a totalitarian democracy, which only the direct democracy exercised by the people and for the people will revoke. I was amused by the passage of a slogan which, however rough it may be, calls for a further reflection: “Macron, Le Pen, Mélenchon, the same fight of fools! “(I would have preferred “the same fight of capons”; but the rejection of all forms of power and dialogue with the State is one of those little pleasures from which come the great waves of individual and collective enjoyment).

Autonomy, self-organisation, self-defence

The authorities in power will not tolerate the people being freed from their tyranny. We must prepare for a long struggle. That to be carried out against voluntary servitude will be such a struggle. The only foundation that despotism can take advantage of is the acrimony over security of the resigned, it is the suicidal resentment of a supposedly silent majority who screams their hatred of life.

The best defense is always offensive. To this principle, amply demonstrated by military tradition, I would like to substitute that of openness, because, to the advantage of breaking up of the encirclement is added the pleasure of breaking up the barracks in which we find ourselves.

The openness to life, we see it at work in the fierce determination of the current insurrections. Even if some of them die out, they start again more powerfully. We can see it in the festive nature of the protests which endure, despite the fact that they are met with the blindness, the deafness, the repressive rage of governments. It was on the basis of this openness that I spoke of insurgent pacifism.

Insurrectionary pacifism is neither peaceful, in the bleating sense of the term, nor insurrectional, if one understands by this the aberrations of urban and Guevarist guerrillas.

I have neither the vocation of a warrior nor of a martyr. I leave it to life and its poetry to overcome opposites so that they do not become nuisances, so that they escape the Manichean duality of pros and cons. I rely on the creativity of individuals to invent a revolution of which there is no example in the past. The disarray and the uncertainties of a civilization which is born have nothing in common with the disarray of a civilization which has only the certainty of dying.

Philosophers, sociologists, experts of thought, spare us your endless discussions on the malignity of capitalism which makes its agony profitable. Everyone agrees on this point, even the capitalists. The real issues, however, have not been addressed. These are those of the base, those of villages and urban neighbourhoods, those of our own body, which is all the same, it must be remembered, the real decision maker of our destiny, right?

The more the struggles spread worldwide, the more their meaning gains in radicality, in depth, in lived experience, the more they dispense with militant engagement, the more they mock intellectuals, specialists in subversive or reactionary manipulation (because manipulation deals with both like two sides of the same coin). It is both in their existential experience and in their social function that individuals discover themselves on the ground where their aspiration to live begins to undermine and clear away the wall which counting of profits confronts them with, as if their fate stopped there.

No, we can no longer speak of abstract man, the only one recognised by statistics, budgetary calculations, the rhetoric of those who – laymen or religious, humanists or racists, progressives or conservatives – who have others beaten, blinded, imprisoned, massacred, while, lurking in their cowardly ghettos, they count on the arrogant cretinism of money to ensure their impunity and their security.

The dictatorship of profit is an aggression against the body. Entrusting in life the care of immunising us against the financial canker that corrupts our flesh implies a poetic and united struggle. Nothing like the fires of the joy of living to reduce the morbidity of the world to ashes! The revolution has therapeutic virtues, unsuspected until today.

Ecologists, why bother bawling at States for climate improvement when the same States taunt you by polluting more every day, and when it is urgent to act on a field where the questions have nothing to do with intellectual niceties. Questions such as:

How to move from land poisoned by the food industry to its renaturation by permaculture?

How to ban pesticides without harming the peasant who, trapped by Monsanto, Total and others, destroys her/his health by destroying that of others? How to rebuild on a new basis small village and neighborhood schools that the State has ruined and banned to promote concentration camp-like education?

How to boycott harmful and useless products that advertising harassment tells us to buy?

How to constitute local investment banks where the currency of exchange will compensate opportunely for monetary collapse and the planned financial crash?

How to cut short the tax levies that the State allocates to bank fraud, and undertake to invest them in the self-financing of local and regional projects?

Above all, how to spread everywhere the principle of a gratuitousness that life claims by nature and that the fetishism of money distorts. Free trains and public transport, free healthcare, free housing and self-construction, gradual free local craft and food production.

Utopia? Is there a worse utopia than the hodgepodge of absurd and deleterious projects unpacked, before the tired eyes of television viewers, these talented false actors who stir the specter of their wars of traveling salesmen, endlessly reiterating the antics of the combat of chiefs, veiling the real existential and social questions under false debates, overshadowing state terrorism by a terrorism of trivialities where suicidal madness grows with pauperisation and an increasingly unbreathable ambient air?

Have we not realised enough that, in their diversity, even in their divergences, the yellow vests and protest movements formed a formidable pressure group capable of boycotting, blocking, paralysing, destroying everything that pollutes, poisons, impoverishes, threatens our life and our environment? To make us underestimate our power and our creativity comes from the democratic mechanisms of state and market tyranny. More than its gendarmes, the illusory force of the State rests on a propaganda effect which urges us at every moment to give up the poetic power which is in us, this force of life which no tyranny will overcome.

Now, during this time …In Chile, the fight against the vermin which proliferates on the corpse of Pinochet has rekindled the awareness that everything must start from the base, that the representatives of the people are not the people, that the individualist manipulated by the gregarious spirit is not the individual capable of thinking for her/himself and taking the side of life against the side of money that kills. It is necessary to leave to the people the conquest of an intelligence which belongs to them and which the various forms of power endeavor to remove from them.

The same is true in Algeria, Sudan, Lebanon, Iraq. I trust Rojava to transform its temporary retirement into an offensive. The Zapatistas, for their part, responded to the socialist arguments of the socialist Lopez Obrador by increasing the number of their bases (caracoles) and their Councils of good government, where decisions are made by the people and for the people.

The obstinate demand for a democracy in Hong-Kong oscillates between on the one hand a blind anger, ready to be satisfied with a parliamentarism everywhere else put into questioned, and on the other hand a lucid anger which shakes and makes tremble by its persistence the gigantic pyramid of the totalitarian Chinese regime (which worries about the threat of a financial crash). Who knows? The ivy permeates everywhere, and the insurgent past of Shanghai is not far away.

Sudan shakes off the yoke of tyranny and military power, Iran falters. Lebanon is a wake-up call for Hezbollah and for Islamism, the defrocking of which no longer obscures the politico-oil objective. Algeria does not want a government face-lift. Iraq discovers that social reality outweighs the importance given to religious rivalries. There remain the Catalans, the only ones who want a state when the “coldest of cold monsters” is riddled with arrows everywhere. But it is not impossible that the separatists, engaged in an impasse by the standoff opposing the Madrid state to the no less statist Generalitat, suddenly breathe the ruffles of the Franco corpse that the nationalist spirit has taken out of its cemeteries. So it is not impossible that the memory of the libertarian communities of the revolution of 1936, where real independence was forged, will come back to them before the Communist Party and its ally, the Catalan State, crush them.

It’s only a dream but life is a dream and we have entered an era where poetry is the passage from dream to reality, a passage which marks the end of the nightmare and its valley of tears.

Opening a vital space to those paralyse the dismay and anxiety of the future, is it not poetic practice that makes the insolent novelty of the insurrection of everyday life? Do we not see it in the loss of militancy, in the erosion of this old military reflex which multiplies the little chiefs and their frightened herds?

Under the diversity of its pretexts, the only demand that is expressed today without reservation is full and whole life.

Who would be wrong? We are not in the tumult of foreseeable or unexpected revolts, we are in a revolutionary process. The world changes base, an old civilization collapses, a new civilization appears. Compassionate mentalities and archaic behaviors may be perpetuated under an ersatz of modernity, a new Renaissance is nevertheless emerging within a history whose inhumanity collapses into chaos before our eyes. And these eyes are slowly opening. They discover in women, men and children a genius to innocently experiment with incredible innovations, unusual energies, forms of resistance to death, universes that no imagination had dared to set in motion in the past.

Here we are! At the beginning of everything!
