I want to begin with a shout-out to what happened here last night, and to the working class of the city of Seattle, to the rebels of the city of Seattle: I really liked what I saw, that’s why I’m here, you know, to feel that vibe. I would also like to send my solidarity to comrades in Greece. It was they who allowed me to experience insurrection for the first time in 2008. The lessons I’ve learned and the experiences I had there have been so valuable this time around, even though we are in a much different social context. Moreover, a comrade was recently killed at the hands of the police there. To the fallen comrade, Vasillis Maggos, I want to say: rest in power.

My title demands a little bit of explanation. It is a reference to Chernyshevsky [1] , and to the novel he wrote from inside a Czarist prison. Lenin borrowed the title for his 1902 pamphlet, What Is to Be Done? [2] , which provides answers to what he calls “the burning questions of our movement”: what does it mean to constitute a vanguard party? how do we spread consciousness from this vanguard party to the working class? how do we move beyond strikes to a full-on revolutionary political struggle?, etc. Later, in 2001, a text entitled “How It Is to Be Done” appeared in the journal of the French collective Tiqqun. [3] Rather than stating what our goals or objectives should be, Tiqqun sought to shift our focus to the means and the techniques of struggle. Instead of thinking about ends, they thought about the means that we should employ.

My aim here is far less ambitious. As for the grammatical construction, “might should”, from the southern dialect—I tried to Blackify the title a little bit. But it’s also serious, because these are in fact tentative theses and proposals: I’m perfectly okay with being completely wrong about every single thing I put forward today, just so long as it creates a further deeper discussion on strategy. What I really want to do is open up this discussion, and I want to leave it, for people to engage with it as they want to, and to push it further. At the same time, I want the dialogue to be honest. There’s a kind of prevailing posture of cynicism, nihilism, and democratic moralism that holds back insurrection. And I think now is the time: we are experiencing an uprising on a scale that many of us have never lived through. Even if we compare present events to Greece, this thing has gone much further. There are far more martyrs in this struggle than there ever were in the Greek uprising. The time has arrived for strategic thought and reflection.

It’s of course weird to find myself saying this in America, the most counter-revolutionary place on the globe. But we must reorient ourselves, and take these questions seriously. The stakes have been raised to the next level, they’re extremely high now. It’s time for us to think seriously about them.

1. A militant nationwide uprising did in fact occur. The progressive wing of the counter-insurgency seeks the denial and disarticulation of this event.

The obvious is not always so obvious.

We all saw it. We all saw what happened after the murder of George Floyd. What occurred was an extremely violent and destructive rebellion. It was a phenomenon the likes of which we have not seen in America in 40 or 50 years. Very few of us have experienced anything of this magnitude: a precinct was immediately torched in Minneapolis, after which entire cities went up in flames—New York, Atlanta, Oakland, Seattle. Comparisons were quickly made with the riots after Martin Luther King’s assassination. However, I think that we’ve gone further in this case, that 2020 went harder than 1968, and we’re not even done yet.

Despite all of this, the reformers have had the audacity to claim that all of this never actually happened. They are trying to make the burning cop cars disappear, to extinguish from memory the police stations on fire, as if it didn’t happen. Again and again, I hear the same script: someone comes on the news, a political activist gives a talk, and we hear them say something like, “the protests were peaceful and non-violent, they stayed within the bounds of law and order.” No: cops being shot at in St. Louis is not within the bounds of law and order. They’re doing their best to make the event disappear. One has to to wonder what planet they are on that a torched police station appears within the bounds of civility.

This delusion is something that we need to think about. Ultimately, it’s more than a delusion. It unites veritably all the progressive liberals who chatter on about what’s been going on over the past summer. From the Biden democrats to virtually all of the mainstream media not affiliated with Fox News, to the Black Lives Matter people, the agenda pushed by all these groups is the claim that the insurrection did not take place. I even read a recent study by some sort of consulting firm that sought to prove through quantitative means that there was a very civil nature to the protests. [4]

The fact is, whatever data or graphs they draw up, nothing will erase the fact that police cars were on fire in dozens of American cities. So why do liberals feel the need to jump through such incredible hoops in order to erase this insurrection or this uprising? Why is it that the most violent wings of law and order—e.g., Attorney General William Barr—are today the only audible voices willing to acknowledge that the uprising occurred? We need to think this through.

What is at issue is more than just a momentary lapse of sanity: it is a strategy of denial, a counter-insurgent strategy of reform par excellence.

Unconsciously, liberals do recognize that an insurrection occurred. They can’t ignore the shattered glass that occurred in the streets of Seattle yesterday. But what they want is to downplay the significance of these events that mean so much to us, and that we are continually trying to push forward. They want to reassert and reaffirm them, but in a different direction. Ultimately, what they want is to block the possibilities that the revolt has opened up, to dissuade us from going further in this uprising. As with all democratic liberal reformists, what they’re trying to do is exploit the outburst in order to make it so that things change, but only just a little—which is to say, not at all.

There’s a moral component to this as well, a deep ethical problem. This wing of the counter insurgency is just one more way that those in line with the system have found to manage and to exploit Black death. It must be recalled (and I will return to this below) that there are scores of young Black children who lost their lives in the uprising, and that activists, ‘woke’ journalists, progressive politicians of all stripes, and even so-called BLM activists are profiting off their death. This is a continuous narrative in American society, and it will not stop now unless we do something about it.

By denying the event, they seek to obscure the revolutionary truth that was ushered in through the streets. They want to extinguish the present that we brought about. They want to sap our energy while they propose superficial palliative adjustments to preserve the system. The history of America is the history of attempts to reform race relations. If they haven’t gotten it right by now, they never will.

Whatever they do, whatever slight changes they make, there will always remain an insatiable drive to brutalize and kill Black people. Anyone who profits off this change is complicit in that murder. If you block the revolutionary trajectory of the rebellion, you have blood on your hands. Anyone who remains complicit with the system is the enemy, tout court.

By contrast, the Right has adopted the opposite approach to the event. Besides us revolutionaries, they are the only voices today that acknowledge that the rebellion occurred. There’s an illuminating honesty to what William Barr says. Think of it this way: before he can forcefully smash and eventually suppress an insurrection, he must first acknowledge that one did, in fact, occur. In this way, there’s an honesty to Trump’s words. Trump and his entire Fox News crowd, all those who are calling for law and order, have no choice but to acknowledge the existence of the uprising, precisely because they want to crush it. Just today, Trump declared on the news that he intends to send federal stormtroopers not only to Portland but to New York, Philadelphia, and Chicago. [5] To justify such a choice, he must acknowledge that the uprising did in fact happen. These are the two sides into which our opponents may be divided, the Janus face of the State we confront today.

What is more, the rebellion shows the liberals what it means to defund the police halfway, instead of abolishing and outright destroying them. If anyone thinks it suffices to undertake a series of small measures and quick fixes, or that they can re[form] and preserve the police as a force while simply shrinking it—well, the result is what is happening right now in Portland. Let that be an example to liberals. On the other hand, those who recognize that a change really did occur, and who now seek to stomp it out are typically more aligned with fascist trajectories and politics, since they are typically the same people who feel the need to dream up and defend a sort of immutable, eternal, and transcendental idea of law, order, and white supremacy. Whatever deviates from the ideal, this fascist side of order will seek to annihilate. For this reason, it is compelled to refuse those same reforms that the liberals attempt to push through. For instance, this is why Trump is so upset about changing the names of military bases. The issue itself doesn’t actually matter, but the sort of power he represents cannot stand such changes, and seeks instead to crush and flatten the event itself in its tracks.

There’s only one way to deal with this fascist wing of the state: they operate with violence, and we return with violence that’s more powerful. However, as concerns the other, more reformist side that aims to deny the event in order to incorporate it into their own objectives, we need to be a little bit sharper in how we handle them. We need to be deceptive, like Machiavelli’s fox. Honesty isn’t their mode of operating. They have always sought to deny what lies right before our eyes. Deception and subversion is how we are going to have to play them: we need to deceive them twice over.

When it comes to these two sides of state, I do not wish to claim that either one is any more nefarious than the other, but simply that these are the two sides that we have to contend with, and ultimately to defeat.

2. While spearheaded by a Black avant-garde, this largely multi-ethnic rebellion managed to spontaneously overcome codified racial divisions. The containment of the revolt aims at reinstating these rigid lines of separation and policing their boundaries.

To begin with, it must be said that former African slaves and their ancestors have been the avant-garde of everything in this country. There’s no culture in America, in this American wasteland, without us. There’s no classical music; there’s jazz, and that was invented by us. And besides that, America has nothing to offer the world and it never has.

However, I used the term avant-garde in a more specific sense. There were no leaders. We were not leaders of the revolt. We were the avant-garde who spearheaded it, we set it off, we initiated it. What ensued was a wildly multi-ethnic uprising, and the reformists will do everything in their power to make it so that this truth is erased. If you were out on the streets, you know you saw people of all different kinds. Different bodies, different shapes, different genders, manifested themselves in the streets together.

There’s a lot of talk about how to end racism, especially within corporate and academic circles. We saw how to end racism in the streets the first weeks after George Floyd was murdered.

It was only after the uprising began to slow down and exhaust itself that the gravediggers and vampires of the revolution began to reinstate racial lines and impose a new order on the uprising. The most subtle version of this comes from the activists themselves. Our worst enemies are always closest to us. You’ve all been in these marches, these ridiculous marches, where it’s, “white people to the front, black people to the center”—this is just another way of reimposing these lines in a more sophisticated way. What we should be aiming for is what we saw in the first days, when these very boundaries began to dissolve.

The most devastating example of how the racial lines and boundaries are reimposed comes from the example of Rayshard Brooks’ long-time partner, Natalie White, who offers the most blatant example of this racial policing seen so far. White was called out by so-called “woke” Twitter activists for her involvement in the protests in Atlanta over her dead partner. Eventually, they implicated her in the burning of the Wendy’s where Rayshard was killed. It is up to us to never reinforce these sort of bourgeois constructs of guilt or innocence. Whether she had a hand in the destruction or not, I don’t judge her either way. That is not up to us, we stand in solidarity no matter what. But I do hold accountable, I do place blame on the wanna be do-gooders, these “woke” Twitter activists who implicated her in what occurred. I lay the blame solely on those activists, and Rayshard Brooks lays the blame on them from the grave.

Order neatly defines collections of people — these are the prerogatives of prison guards, of the police. We should remember the example of John Brown, who was often criticized by his so-called allies and friends for relating to Black people in a way that they deemed unacceptable. If you saw the way John Brown related to Black people in his time, you might think he was being criticized for relating to Black people as human beings. Every time we cross over those racial boundaries and meet each other as human beings, this is when we will be criticized, especially by the most advanced parts of the counter-insurgency. John Brown was heavily criticized for his advocacy of militant tactics, and Frederick Douglass was among his most vocal critics of his advocacy for insurrection. Douglass would come around later, but history would prove Brown right: the only way to abolish slavery is through violent insurrection. History has now redeemed him to some extent. But what I want us to think about is this: if John Brown was alive today, what would he be like? How would he behave? John Brown would be in jail alongside Natalie White for crossing over those boundaries.

3. By avoiding the morbid libidinal core of white supremacy, identity politics, intersectionality, and social privilege discourse comprise the most sophisticated sector of this police apparatus.

We’ve all come in contact with it at some point, particularly if we have been involved in politics for some time. We all know that identity politics, this talk about “white privilege” and what people call “intersectionality”—all it does is reinforce the racial lines that we’re trying to overcome. If it ever had any use or goal, the uprising has superseded it at this point. Let me work through these ideas one by one.

Privilege: I think we all know, or we can all admit, or we should admit, that privilege has become a purely psychological concept. There’s a long history to the notion of white privilege. It dates back to W.E.B. Du Bois, to Theodore Allen, to Noel Ignatiev, to Harry Haywood. For each of these authors, what was in question was a theoretical construct whose aim was to incite white workers to strike alongside Black workers. Somehow in the twists and turns that are American politics, the notion became psychological, a way to make white people feel good about their guilt. If you look at, for instance, Peggy McIntosh’s definitive text on white privilege, she talks about the privilege of being able to chew with your mouth closed. I don’t give a fuck about chewing with my mouth closed. [6]

As for intersectionality: I did a talk at Red May so I won’t go into this too deeply here, but as John Clegg and I tried to show, the presuppositions that intersectionality holds are becoming empirically false. [7] What the data is beginning to show is that, for instance, there are more Black women prison guards than there are those going into prison. This doesn’t discredit the struggle and plight of Black women, but as a construct, intersectionality is showing its limits. In fact, there are more white women being incarcerated today than Black women, oddly enough. As for Black men, we all know they just sit in jail and stay in jail.

Whatever intersectionality once wanted to do is no longer feasible or viable as a guide for us. In my talk with Red May, I suggest that we get back to the roots of Black feminism. We need categories that understand the Black feminist struggle beyond the oppression that the system inflicts upon them. I cited Toni Cade Bambara’s book called The Black Woman (1970), in her excellent preface, she refuses to define what a “Black woman” is. She does not say that a Black woman is the intersection of two oppressions; she does not say that Black women are in the margins of two different systems of hierarchy. What she argues, rather, is that Black women are an open possibility to be further understood through their revolutionary activity. In place of intersectionality as a discourse of systemic oppression, what we need to do is to bring back the idea of Black feminism as a discourse of struggle.

Finally, by opening up this definition of what Black women are and who they are, what Toni Cade Bambara was saying that Black women cannot be tied down by any static identity imposed upon them. Of course they are something more. And if we look at the history of Black folks in this country, we’re always something more than what has been hoisted upon us.

Identity politics, intersectionality, and social privilege discourse: all are modalities of the police.

What’s more, and above all, is that each of these discourses ignore the morbid and terrifying libidinal politics that undergirds race in this country. It took someone as courageous as James Baldwin to say this, and everyone is still afraid to repeat it. If you read his phenomenal short story, “Going to Meet the Man,” [8] you can see the dynamics of racism in this country acutely. To briefly summarize the story: it starts in the bedroom of a white heterosexual couple. The white man is struggling with impotence. How does he get over his impotence? He remembers back to a time as a child where he was brought to a lynching. At that lynching the corpse was not only mutilated, it was sexually mutilated, and he was given the genitalia. Once he remembers being handed the genitalia, he is able to become erect.

This is deep stuff. No one likes talking about it. But this is the core of racism that we need to reach. What’s more, I think no one wants to touch this part of the race problem because we are all implicated in it. It is obvious that white liberals get off on videos of Black murder. It is even more obvious that there are Black liberals who are more than happy to sell these videos of Black death for their own careerist goals. So long as we fail to take into account these libidinal drives within racism, we will not be able to explain how and why Ahmaud Arbery was killed. It had nothing to do with the police. It had to do with what is driving American society as such.

4. The insurgency cannot be confined within any well-circumscribed sociological category. By necessarily exceeding all classification, it is an excluded remnant detaching itself from all that binds together the American wasteland. Consequently, this combatant formation can only be defined in terms of its movement and its development, as that which emerged during the first weeks of the revolt and which will dissolve itself upon the full completion of the revolutionary project.

As I said earlier, every conceivable kind of person participated in the revolt. This can be confirmed by anyone who participated in the revolt itself. There is no category that can sum up all of who was there. The best we can say is that what we saw was the inclusively-excluded, or the part of America that has no part in it, and that wants nothing to do with this place. Such a formation can only be grasped by how it is moving, outside and against the current state of things, that can only be traced by way of its trajectory: against the state and capital, against American society. What is now up to us is to deepen and strengthen this spontaneous organization, so that we come up with something together that is even more terrible, even more powerful, than what we saw last night. Something that splits American society in half.

5. The so-called the Black leadership, therefore, cannot and does not exist. It is a chimera to be found exclusively in the white liberal imagination.

You hear it everywhere. I’ve heard it from every city, every friend who texted me. If I called a friend and said, “Hey, what happened in NOLA?”, or “What happened in Chicago?” If there were riots, if people got busy, there was no mention of a Black leadership. If things stopped, if things were stultified, all we heard about was a Black leadership.

The thing is, I have never in my life actually seen a Black leader. Why? Because they don’t exist. If there are Black leaders, they’re dead like Martin and Malcolm. If you’re worth your salt, you will be killed. If there are Black leaders, they are in jail with Mumia and with Sundiata. If there are Black leaders, they are on the run with Assata.

There is only one category of people who speak of Black leaders, and we know them as white liberals. The Black leadership is nothing other than a figment and hallucination that exists solely in the imagination of the white liberal’s mind. The odd thing about it is that somehow white liberals have more contact with Black leaders than I have ever come across in my entire life. It is as if a channel extends from the Black leadership directly into their head.

There have been reasons proposed as to why the classical formation of Black leadership no longer exists. One argument, which can be derived from many of the new sociological studies (there was a big report about this in the New York Times as well), asserts that to develop a firm hegemonic leadership of the sort we saw in the past typically requires a substantial middle class. But if you look at the data from the past 40 years, the Black middle class has been under constant threat. Hopefully it stays like that, honestly. But it is very hard to define what exactly the Black middle class is. If you do say there is this well-defined group, and if you’re able to circumscribe this well-defined group, they typically exist within the white community. Just to speak a little bit more personally from my experience in New York, I am hard pressed to think of ever meeting a Black middle-class person growing up, or of ever even hearing their rhetoric and their nonsense. But it’s not really a thing anymore.

Why does the white liberal need to hallucinate and invent a Black leadership for him or herself? Ultimately, it is because whitey loves property. Property enjoys a special prestige in American life, it has a special kind of sanctity. We always get these calls for the Black leadership from white liberals whenever the windows start to crack. There is a very important reason that property has this particular kind of sanctity in America, as many historians are starting to confirm and argue. [9] For most of its history, the most important property in America was human property, shackled and chained. We need to weaponize this argument, and say that whenever property is protected, it is protected for white supremacist ends. If property is truly the pursuit of happiness, in that trifecta of life, liberty, and the pursuit of happiness, the existence of that happiness and property is premised upon the negation of Black life and the negation of Black liberty. So the protection of property is something that we need to attack explicitly.

6. The current crisis derives from a contradiction that proceeds from the two Janus-faced sides of post-Cold War American governance: an inconsistency between the demands of the sovereign imperial State and globalized biopolitical security. As a result, the metropolitan center has begun to experience the sort of chaos and the instability that it has classically sewn within the colonial periphery.

This dynamic captures the situation that we are living in today, and which we have been experiencing acutely over the past few months.

On the one side, we have state sovereignty, the classical notion of the state. Following Schmitt, but most importantly following Agamben, the paradoxical foundation of the state proves to be important to the way it operates. In order to define the state, the state must employ extra-legal and extra-juridical measures in order to found itself. Every time the state founds itself, it must go outside the law that it seeks to create. What has occurred classically, and we have a lot of historical examples of this in America, is that whenever there’s a crisis, the state imposes some sort of state of exception in order to create the order that it needs to reassert itself.

As we saw, for example, in the American Civil War, in the two Red Scares, and most recently in the War on Terror, the executive branch of the government has continually mobilized itself beyond its formal legal parameters and confines.

We see this today especially with Trump. Trump is using and abusing his executive powers, but it is better to say that he is using them in the way that they were set out to be used. What was originally the province of the legislative branch has now been taken over by Trump himself.

This component of the U.S. asserting itself has also shown itself in its foreign wars. We need to keep in mind, and I will come back to this, that—and for some reason this fact has been downplayed in the past 20 or 30 years—America is the one imperial power in the globe, and it serves itself aggressively around the world. After the collapse of the [Soviet Union] and the Cold War, we have seen the United States become the police officer, or the storm trooper, of the entire Earth. This is one side of governance.

It is important to contrast this with another form of governance, which is typically called biopolitical discipline, or biopolitical security. The latter differs from the enforcement of the law carried out by the classic state. Rather, it names the management of lives. If the state kills, biopolitics is concerned with the protection of those lives—for its own ends, of course.

The most recent regime of biopolitical control is what is known as “security”. What “security” does is it allows an event to happen, so as to then manage that event. These events are varied. They can be something like pandemics, like the COVID-19 pandemic we’re going through today; these could be famines, or disasters like Katrina; and they could also be insurrections like the one we are hopefully fomenting right now. What the state does in these instances is to make a statistical calculation and try to find acceptable terms within which it can allow events such as pandemics to occur, while keeping them within neatly circumscribed boundaries.

In addition to the paradox of the state that we see in the state of exception, there is also a strange biopolitical paradox of preparedness that we are experiencing right now. The paradox typically goes like this: after a disasters—say, a pandemic or a famine—there is a drive within the security apparatus to begin preparing for the next disaster to come. After SARS in the 2000s, there was a big push to be prepared for the next coming pandemic. This over-preparedness then is put on the back burner when it comes to light that the next disease is not going to appear when we expect it to appear. The famed medical anthropologist Andrew Lakoff drew attention to this paradox, which we have seen again recently. There has been preparedness for pandemics, but the preparedness was then put on the back burner, so that when the COVID-19 pandemic came we were still not ready for it. We are dealing at once with two different types of paradox here: one that must venture outside of itself in order to found itself, and the other a cycle of preparedness that consistently generates unpreparedness.

There is the legal side and the statistical side of the state, the nation state in its classic form and this more global operation of security. I would like to argue that these two directives are colliding with each other and forming some sort of crisis.

Legal means to an ends have been in a constant state of crisis: Trump just can’t do anything right. Whatever he does seems to backfire, and it does not seem to always be the worst thing. Trump and his own deluded mind has become an agent of anarchy. [10] Now of course he doesn’t think he is–it is up to us, when this chaos reigns, to utilize this for our own ends. What I’m saying is that we need to inhabit this chaos that the state is inflicting upon itself.

Unlike liberals and reformists, we are not here to reaffirm and reassert law and order. We are not here to transform America into one big safe space. We are here to make the chaos and the disorder more terrible than it has ever been.

We must do what revolutionaries have always done: we must make the contradiction intolerable.

7. As the rebel-slaves did with the periodic outbreaks of yellow fever in Haiti, there is a hidden partisan knowledge to be uncovered surrounding the novel coronavirus pandemic that also can be exploited and weaponized against established power.

In the Imaginary Party’s best book, entitled To Our Friends [11] , the authors mention a pamphlet issued by the CDC in 2012 on the subject of disaster preparedness. [12] It is a part American Tiqqunists tend not to mention. In order to make disaster preparedness pertinent and hip to the youngsters, the CDC invokes the example of preparing for a zombie apocalypse. Their basic argument was that if people can prepare for a zombie apocalypse, they will be able to prepare for a natural disaster such as a flood, a storm, a pandemic, or even an insurrection.

The Invisible Committee argue in their book that this fear of zombies has a long and racialized history, linked in no uncertain terms to the fear of the Black proletariat. And the other side of this fear that doesn’t want to be mentioned, that refuses to be mentioned or is repressed, resides in the paranoia of the white middle class over its own worthlessness.

If we look back over the history of zombies, the figure of the zombie appeared within the voodoo utilized during the Haitian Revolution. There was a person by the name of Jean Zombi who ended up taking the name because he participated in the massacre of slave owners. What I think is particularly instructive for our purposes today is that the Haitian insurgents were perfectly aware that they could use the yellow fever pandemic against their former masters and against the army, whether this be Napoleon’s army, or the party of order more generally. The insurgents waited until the yellow fever outbreak took hold. They knew that their former slave masters’ army would be devoured by the pandemic, and they also knew that they had built up an immunity to that pandemic. So they waited until the army had been decimated by yellow fever, and then they launched their guerilla attacks.

What I am arguing for here is something very similar. We all know that Black people and brown people were disproportionately affected by the COVID pandemic. This is a medical problem. But it is much more than a mere medical-scientific problem, it is a political problem. We must reject the sort of sanitized liberal politics of safety that is afraid of the pandemic, that is largely a sanitary discourse around masks, distancing, etc. I know this is a political issue now. But, on the flip side, I’m not defending right-wing conspiracy theorist ideas that the pandemic does not exist, or that it is just a flu, etc.. What I’m proposing here is that we develop a kind of partisan knowledge—our own knowledge about the pandemic—to exploit the pandemic for our own good, and to use the knowledge of the pandemic as a weapon against our enemies.

8. The insurrection will involve precise coordination from within the constellation of riots: the paradoxical organization of disorder beyond any measure of control. Accordingly, the problem of insurrection has equal parts social and technical dimensions.

What I am advocating is a paradoxical ordering of disorder, an Organized Konfusion (for those who remember the rap group). To do this, we must read up on tactics: we must look into what exactly was smashed; what exactly was looted; and how and why the occupations were effective or ineffective. We need to think strategically about the chaos that we inflict in the streets.

What is more, we also need to anticipate new forms of tactics, struggles and strategies that will emerge, so as to intensify these struggles and tactics. We can anticipate that occupations and rent strikes are going to occur in the near future due to the looming threat of eviction that is occurring in all of our heavily gentrified cities. But I think we need to go beyond these defensive struggles and to be more creative and to initiate tactics that go on the offensive. In fact, what I am advocating here is employing the whole arsenal of proletarian strategies and tactics–from riots, to strikes, to blockades.

But we need to be creative in our tactics and strategies. As we have seen in the recent Twitter hacks, these are just as important. What’s important is that we be creative in how we deploy these strategies and tactics.

What is the modern equivalent of the telephone exchange in Barcelona that was so savagely fought over during the May Days in 1937? What is the modern equivalent of the St. Petersburg rail line that the insurgent workers fought so hard over in revolutionary Russia? We have a unique problem, in that we live in a huge country. We need to figure out creative ways to break this distance and utilize it for our own ends, i.e., as pure means.

9. Materialize the ever-present specter of a second, more balkanized, civil war by fragmenting the fragments of a crumbling empire.

At least since Trump was elected and took office, the archetype of civil war has been looming over this country. There are historical reasons for this. Since American Civil War was for some the most traumatic experience this country has ever collectively undergone, and for others the most liberating, it stands as a figure that is continually recalled within the collective imaginary. But, I think there are also structural reasons. The fundamental operation of the state works by warding off the ubiquitous threat of civil war. The State as such can be thought of as that which blocks and inhibits civil war. What is unique about this country is our singular emancipatory tradition, which is itself bound up with our understanding of civil war.

I would otherwise here cite Kenneth Rexroth’s excellent autobiography, where he explains that the radical abolitionists who took part in the Civil War gave birth to children who became the first era of the American socialist, anarchist, and communist labor movement. [13] But I think the best example comes from Du Bois’s classic book, Black Reconstruction. [14] It was the proletarian general strike of the ex-slaves that truly put the final nail in the coffin of slavery. It is precisely this lineage of an emancipatory, liberatory, but nonetheless violent, civil war that needs to be updated for its second coming. Another important precedent is Harry Haywood’s “Black-Belt” thesis. As a member of the central committee of the Communist Party USA, Haywood argued that revolution in the United States of America would involve an independent Black state in the South. I think this is no longer feasible, but I think what he was grasping at, and was trying to deal with, was the problem of revolution in a country that is simply massive.

The revolution here presents a problem of sheer scale for us. This is, I think, why Haywood argued for the breaking apart of America. We have no historical precedent for a revolution in such a large, industrialized, and modern state, so we have a unique problem to grapple with.

I do not know exactly what this looks like. What is certain is that this country is already beginning to break and fracture, and it is up to us to break and fracture it further, into so many pieces that it can never be put back together again.

Revolution, here more than anywhere else, will involve the messy task of division. Here too, we have a unique problem, for we must avoid the rather aggressive, ugly, and dangerous nationalism that occurred in other cases of civil war that we have seen over the past forty years. I am not advocating another series of Yugoslav wars, nor am I advocating what has occurred in Syria. Nonetheless, we must harness civil war as an emancipatory liberatory power. The fundamental goal is to break apart America into a constellation of federated communes.

10. The fulfillment of the revolutionary project is ultimately an inescapable ethical obligation that each of us have to the dead and the exploited.

At the risk of sounding naive, I sincerely believe that the riots that we have all witnessed, and hopefully participated in, this summer have opened the window to insurrection and even a full-blown revolution. It is possible that I may be miscalculating the potentialities that have emerged. Still, it is entirely impossible for anyone to have participated in the current uprising without having the fundamental core of their being unalterably changed. As for myself, and I know for many of you, we feel the revolution deeply within our souls, and it changes our very outlook, the approach to how we live our lives. All the pervasive cynicism, all the rational self-interest, all the nihilism, all that is constitutive of the typical American citizen is slowly being worn away by the insurrection and the uprising.

What this shows us is that the revolution is truly beyond us, truly beyond each and every one of us here. It surpasses all the boundaries thrown up by American individualism. It forces us to finally look beyond ourselves and recognize that America has wreaked havoc as an imperial power around the globe for a century.

And the fight is not only for the living, but also for the dead. We owe the revolution to the millions of slaves who never knew a second of freedom. What the long list of martyrs who have fallen during this uprising deserve from us is nothing other than the completion of the revolution.

Pasolini wrote an essay about a trip to America. What really took him was one of the phrases that no one says anymore but was a big part of the Civil Rights movement: “we need to throw our entire bodies into the struggle.” [15]

The dead of the struggle scream out for vengeance, and we must avenge their deaths. As Benjamin famously put it, “not even the dead will be safe from the enemy if he is victorious”. [16] Tonight is the night to begin to settle accounts once and for all, to end their victorious reign upon the globe, and to allow the dead to finally rest.

To Aόρατο Χέρι μας πνίγει

“Το Αόρατο Χέρι είναι ένας από τους πιο ανθεκτικούς μύθους των (νεο)κλασσικών οικονομικών. Η μαγική του δύναμη είναι να διασφαλίζει την μεγιστοποίηση του κοινωνικού οφέλους όσο ο καθένας δρα με βάση το ατομικό του συμφέρον διαμέσου της αγοράς -φαινομενικά. Αλλά τι θα συνέβαινε αν το Αόρατο Χέρι ήταν λιγότερο αγαθό από αυτό; Ο πρόσφατος χείμαρρος εικόνων αστυνομικής βίας που προήλθαν από τις Η.Π.Α., με έβαλαν σε σκέψεις μήπως αυτό είναι δουλειά του Αόρατου Χεριού –το κράτημα σε λειτουργία του σχήματος Πόντσι που αποκαλούμε καπιταλισμό. Ίσως ήταν το Αόρατο Χέρι που χτύπησε την πόρτα του συντρόφου μου λίγα χρόνια πριν απαιτώντας την άμεση πληρωμή ενός παλιού χρέους, “ή αλλιώς”. Ίσως ήταν το Αόρατο Χέρι που πυροδότησε την βίαιη έκρηξη που κατέστρεψε τις 46.000 χρόνων ιερές σπηλιές των Puutu Kunti Kurrama και Pinikura φυλών στο φαράγγι του Juukan, για λογαριασμό του Rio Tinto.”

Το Αόρατο Χέρι ξεκάθαρα πνίγει την ανθρωπότητα, όπως ο Gunther Anders είχε προβλέψει ήδη από τα χρόνια μετά την Hiroshima και το Nagasaki. Στο κείμενο του, Εμείς, Οι Γιοί του Άιχμανν, o Anders γράφει ότι το πρότυπο του Ναζισμού θα φτάσει στην τελειότητα όταν η τεχνολογία πάρει το πάνω χέρι στα ανθρώπινα όντα. Το Άουσβιτς ήταν το πρώτο πείραμα στην βιομηχανική διαχείριση της εξόντωσης, και σήμερα οι συνενωμένες δυνάμεις της τεχνολογίας και του ρατσισμού προετοιμάζουν τo Endlosung σε πλανητική κλίμακα. Όπως έγραφε ο Anders:

“Μπορούμε να περιμένουμε ότι η φρίκη του Ράιχ θα επισκιάσει κατά πολύ την φρίκη του Ράιχ του παρελθόντος. Αναμφίβολα, όταν μια μέρα τα παιδιά ή τα εγγόνια μας, περήφανα με την τέλεια “συμηχανοποίηση” τους, κοιτάξουν από τα σπουδαία ύψη του χιλιόχρονου Ράιχ τους κάτω στην αυτοκρατορία του χθες, στο αποκαλούμενο “τρίτο” Ράιχ, θα τους φανεί απλά ένα ελάσσων, επαρχιώτικο πείραμα.” (Εμείς, Οι Γιοί του Άιχμανν)

Αυτή η αποκαρδιωτική πρόβλεψη πραγματοποιείται. Ο αυτοματισμός της εξόντωσης, σύμφωνα με τον Anders, είναι η ουσιαστική συνεισφορά που έφερε ο Ναζιστικός μηχανισμός, και στην μεταμοντέρνα και μεταβιομηχανική εποχή, το εγχείρημα της αυτοματοποιημένης εξόντωσης μπορεί να υλοποιηθεί σε μια πολύ μεγαλύτερη κλίμακα από ότι στην εποχή του Hitler.

Τι δεν μπορούσαμε να δούμε το ’70

Οι ακτιβιστές που ενηλικιώθηκαν στο δεύτερο μισό του περασμένου αιώνα δεν ήταν προετοιμασμένοι να αντιμετωπίσουν μια επιστροφή τόσο άγρια όσο αυτή που κάποτε χαρακτήρισε τον Ναζισμό. Αλλά στον νέο αιώνα, η αγριότητα αυτή επέστρεψε: η διακυβέρνηση του Trump έχει επαναφέρει φρικώδη θεάματα όπως ο χωρισμός παιδιών μεταναστών από τις οικογένειες τους, μια από τις αμέτρητες πράξεις απάνθρωπης βίας που λαμβάνουν χώρα ανά την υφήλιο, και συγκεκριμένα ενάντια των μεταναστών.

Η κουλτούρα της Ιταλικής Αυτονομίας, στην οποία ήμουν συμμετέχων τότε, προέβλεψε πολλές πλευρές του τωρινού μετασχηματισμού στο πεδίο της εργασίας, της τεχνολογίας και της ταξικής σύνθεσης, αλλά ήταν ουσιαστικά ανήμπορη να δει την εξάντληση της οικονομικής ανάπτυξης και ήταν εξίσου ανίδεη για την επίμονη δυναμική της φασιστικής υποκειμενοποίησης.

Παρά την έκδοση της μελέτης πάνω στα Όρια της Ανάπτυξης (1971), απλά δεν συνειδητοποιήσαμε τις μακροχρόνιες επιδράσεις που συνεπάγονται την κατάρρευση του φυσικού περιβάλλοντος, ούτε εκτιμήσαμε πλήρως τις επιδράσεις της ψυχικής κατάρρευσης που προκαλείται από την απεριόριστη εκμετάλλευση των διανοητικών ενεργειών.

Αυτός είναι ο λόγος που, αν θέλουμε να σκεφτούμε τις στρατηγικές του σύγχρονου κινήματος και τις τακτικές μορφές αντίστασης που απαιτούνται τώρα, δεν θεωρώ ότι η εμπειρία μου με το Ιταλικό ’70 βοηθάει ιδιαίτερα.

Στις ακόλουθες σημειώσεις, προσπαθώ να επαναπροσδιορίσω την πιθανότητα μιας αυτόνομης υποκειμενοποίησης μέσα από τον ορίζοντα του αφανισμού που σηματοδοτεί η πανδημική κατάρρευση.

Σπασμός

Το φθινόπωρο του 2019 ένας σπασμός συντάραξε το πλανητικό σώμα: από το Hong Kong στην Bogota, από την Barcelona στην Beirut, Quito, Βαγδάτη, La Paz, Santiago και Valparaiso, νέοι άνθρωποι, κυρίως άνεργοι και επισφαλώς εργαζόμενοι βγήκαν στους δρόμους σε ένα είδους παγκόσμιας διαμαρτυρίας. Καμία κοινή στρατηγική δεν ήταν ορατή σε αυτόν τον αναβρασμό, ούτε κοινοί στόχοι. Αυτό που ήταν κοινό, ωστόσο, ήταν μια αίσθηση πνιγμού, αφόρητου πόνου, η αίσθηση της απόγνωσης που εκφράζεται στις λέξεις, “δεν μπορώ να αναπνεύσω”. Τρεις σχετικές ταινίες πιάνουν αυτήν την στιγμή: Joker του Todd Phillips, Parasite του Bong Joon-ho, και Sorry we missed you του Ken Loach.

Ύστερα, μετά τον σπασμό, η κατάρρευση.

Η πανδημία που εξαπλώθηκε τους πρώτους μήνες του 2020 έδρασε σαν ένα είδος ψυχο-ύφεσης: η παγκόσμια μηχανή σταμάτησε απότομα.

Αυτός ο κλονισμός δεν θα έπρεπε να αναγνωστεί σαν ένα απομονωμένο γεγονός, αλλά αντίθετα σαν μια αποκάλυψη των καταστροφικών διαδικασιών που ήταν ήδη δρομολογημένες για πολλά χρόνια και οι οποίες ξαφνικά συγκρούστηκαν όλες μαζί: οικονομικός μαρασμός, περιβαλλοντική καταστροφή, ψυχική αδυναμία του κοινωνικού οργανισμού εξαντλημένου από την τεχνοοικονομική επιθετικότητα και την ψηφιακή επιτάχυνση της νευρικής διέγερσης.

Αποκάλυψη

Ετυμολογικά, αυτή είναι μια Αποκάλυψη: μια στιγμή αλήθειας στην οποία γίνεται σαφές ότι η νεοφιλελεύθερη οικονομία είναι ασύμβατη με την επιβίωση την ανθρωπότητας. Τι είναι ο νέος ορίζοντας που ανακαλύπτουμε (όχι και τόσο) σταδιακά στο κατώφλι της πανδημίας; Ο αφανισμός. Αυτή η λέξη, που ποτέ δεν άνηκε στο λεξιλόγιο της πολιτικής, παίρνει την κεντρική σκηνή στην κοινωνική φαντασία για πρώτη φορά στην ιστορία.

Αγωνιώδη κινήματα για την φιλελεύθερη δημοκρατία και την νέο-αντιδραστική ταυτότητα (εθνική, φυλετική, θρησκευτική, πολιτισμική, και λοιπές) συγκλίνουν προς τον παγκόσμιο εμφύλιο πόλεμο: ταυτοτικές συγκρούσεις σε κάθε χώρα του κόσμου, βία κατά των μεταναστών, και γεωπολιτικό χάος. Η οικονομική επιθετικότητα της νεοφιλελεύθερης παγκοσμιοποίησης έχει ενισχύσει την ανοιοκρατία του Trump: γηραιά λευκά αρσενικά με άνοια, που έχουν εμμονή με την εξαφάνιση της κυριαρχίας τους, με την ανικανότητα τους.

Επιτέλους, ο νεοφιλελευθερισμός αποκαλύπτεται σαν η οικονομική στρατηγική του Φασισμού.

Τα κοινωνικά κινήματα δεν μπορούν να κάνουν τίποτα για να διαλύσουν αυτήν την τάση. Πρέπει να επιβιώσουμε από την καταιγίδα, και πρέπει να δημιουργήσουμε, να πολλαπλασιάσουμε και να υπερασπιστούμε -με κάθε αναγκαίο μέσο- εικονικούς και φυσικούς χώρους αναπνοής, αυτοθεραπείας, κοινωνικού και τεχνικού πειραματισμού.

Θεραπεία

Η εξέγερση που ακολούθησε την δημόσια εκτέλεση του George Floyd από την Ku Klux Klan με τις μπλε στολές σηματοδότησε την ανάδυση μια υποκειμενικότητας που είναι ταυτόχρονα αντιρατσιστική, πολυφυλετική και αντικαπιταλιστική, και η οποία δρα σαν μαζική θεραπεία για την ασφυξία της επισφαλούς τάξης, το νέο διαγενεακό και διαφυλετικό προλεταριάτο των Ηνωμένων Πολιτειών.

Στον απόηχο της πανδημίας, οι διαμαρτυρίες υπήρξαν ο μόνος τρόπος αποφυγής της ασφυξίας: η εξέγερση είναι πρώτη βοήθεια για τον κοινωνικό οργανισμό και τον κοινωνικό εγκέφαλο.

Αλλά τώρα, παρά τον κατακερματισμό του επισφαλούς κοινωνικού σώματος, πρέπει να κάνουμε μια πράξη στρατηγικής φαντασίας: ποια είναι η ατζέντα του κινήματος για τον ερχόμενη εποχή, ειδικά στις Η.Π.Α., όπου οι εκλογές -ασχέτως του νικητή- πιθανόν να ξεκινήσουν μια περίοδο γενικευμένης αστάθειας και βίας;

Θα έπρεπε να εμπλακούμε στην Αμερικανική μάχη για την εξουσία ή θα έπρεπε να μείνουμε έξω από την κατάσταση αυτή ενώ η αποσάθρωση των Η.Π.Α. εξελίσσεται;

Τα κοινωνικά κινήματα δεν θα έπρεπε να παγιδευτούν στον αγώνα μεταξύ της φιλελεύθερης (ιμπεριαλιστικής) δημοκρατίας και την εθνικιστικής ανοιοκρατίας. Ωστόσο θα πρέπει να αρπάξουμε κάθε ευκαιρία για την δημιουργία χώρων αυτόνομης ζωής και πρέπει συνεχώς να βεβαιώνουμε και να επαναβεβαιώνουμε μια απλή ιδέα: η αναδιανομή του πλούτου είναι ο μόνος δρόμος εξόδου από την κόλαση. Ισότητα, ολιγάρκεια και αναδιανομή του πλούτου.

Κατάρρευση

Ότι οικονομικά μέτρα και αν πάρει το κράτος, η καπιταλιστική οικονομία δεν θα αναστηθεί. Καμία ανάκαμψη, καμία ανάπτυξη, καμία κοινωνική ειρήνη δεν είναι ορατή για τα επόμενα δέκα χρόνια. Όμως, όσο είμαστε ανίκανοι να δραπετεύσουμε από το πτώμα του καπιταλισμού, αυτό το πτώμα θα συνεχίσει να επιβάλλει του κανόνες του πάνω μας, οι οποίοι δεν αντιστοιχούν πλέον καθόλου στην δυναμική της κοινωνικής πιθανότητας.

Σε αυτήν την περίοδο, καθώς αντιστεκόμαστε στις συγκλίνουσες επιθετικότητες του ρατσισμού και του εταιρικού κεφαλαίου, καθώς προσπαθούμε να επιβιώσουμε, πρέπει να μάθουμε το μάθημα της πανδημικής κατάρρευσης: το ενσωματωμένο πεδίο της τεχνοοικονομικής αφαίρεσης καταστράφηκε από την βιολογική υλικότητα του ιού. Αυτό που χρειάζεται τώρα δεν είναι η χρηματική αφαίρεση, αλλά χρήσιμα προϊόντα της γνώσης και της συνεργασίας: τροφή, φροντίδα, παιδεία. Διατροφική αυτάρκεια, μέτρα δημόσιας υγείας και αυτονομία στην παιδεία θα είναι οι ενασχολήσεις του κοινωνικού κινήματος. Γνωρίζουμε ότι αυτό δεν θα συμβεί ειρηνικά και ότι η βία της οικονομικής δύναμης και του φασισμού θα απειλούν συνεχώς την κοινωνική αυτονομία. Επομένως, το πρόβλημα της αυτοάμυνας θα πρέπει να είναι ένα μόνιμο θέμα συνείδησης και πειραματισμού.

Τραύμα

Στο παρόν, ενώ η πανδημία συνεχίζει να ξεδιπλώνεται, μεγάλες εταιρίες εξάγουν τεράστια κέρδη από την ευρεία δυσφορία και η ανισότητα εκτοξεύεται: μια μικρή μειοψηφία ανθρώπων ευημερεί σε βάρος του πόνου της μεγάλης πλειοψηφίας της ανθρωπότητας.

Αυτό είναι το αποτέλεσμα ενός κανόνα που είναι ενσωματωμένος σαν ένας αυτοματισμός στην γλώσσα μας, στην φαντασία μας και στην καθημερινή ζωή: υποταγή στην χρηματική κυριαρχία, και πάνω από όλα στο χρέος— αυτή είναι μια διανοητική παγίδα που το συνεχιζόμενο τραύμα πιθανόν να μπορεί να διαλύσει. Αυτό το τραύμα θα ξεδιπλωθεί σε μια μακρά περίοδο χρόνου, καθώς οι επιρροές της στον πολιτισμό, την συμπεριφορά και στο συλλογικό ασυνείδητο καταγράφονται σταδιακά.

Πρέπει να δράσουμε πάνω στην μετατραυματική διανοητική εξέλιξη μας: χρειαζόμαστε την θεραπεία και ταυτόχρονα την αναβίωση της αλληλεγγύης.

Χρεοκοπία

Καθώς η παγκόσμια οικονομία θα είναι σε μια κατάσταση μόνιμης κατάρρευσης, η κοινωνία πρέπει να μάθει να είναι ανεξάρτητη από την αγορά και πρέπει να δημιουργήσει τις συνθήκες για την επιβίωση εκτός της αγοράς. Πρέπει να πειραματιστούμε σε μικρή και μεγάλη κλίμακα με την τροφή, την παιδεία, την υγειονομική αυτάρκεια και την απενεργοποίηση την χρηματικής κυριαρχίας πάνω στην καθημερινή ζωή, όποτε και όπου αυτό είναι δυνατό.

Η απαλλοτρίωση των απαλλοτριωτών πρέπει να οργανωθεί επιστημονικά— μια αναδιανομή του πλούτου είναι ο μόνος τρόπος να αποφευχθεί ένα πλανητικό ολοκαύτωμα.

Μη-αναγνώριση του χρέους πρέπει να διακηρυχθεί όποτε και όπου είναι δυνατόν. Μια γενική χρεοκοπία θα πρέπει να οργανωθεί.

Γνωρίζω ότι όλα αυτά είναι ευσεβείς πόθοι αυτή την στιγμή.

Γνωρίζω ότι η πλειοψηφία του κόσμου ψάχνει προστασία στην ταυτότητα, στο ανήκειν, στο έθνος, στην φυλή… και ότι αυτό οδηγεί σε πόλεμο. Γνωρίζω ότι δεν μπορούμε να σταματήσουμε αυτήν την τάση, καθώς οι επιθετικές ενέργειες που έχουν συσσωρευτεί τις προηγούμενες δεκαετίες και που έχουν οξυνθεί στα χρόνια του Trump, οδηγούνται αδρανειακά προς την σύγκρουση. Γνωρίζω ότι αυτή η καταιγίδα δεν μπορεί να διαλυθεί πλήρως- ωστόσο, θα πρέπει να προσπαθήσουμε να αποφύγουμε την καταιγίδα όσο το δυνατόν περισσότερο και να δημιουργήσουμε αυτόνομους χώρους.

Ευτυχία

Ο αφανισμός έχει αναδυθεί σαν τον ορίζοντα του νεαρού αιώνα μας.

Ας χαλαρώσουμε και ας αποδεχτούμε αυτήν την πραγματικότητα, χωρίς πανικό. Εξάλλου, η διάλυση -αργά ή γρήγορα- μέσα στο τίποτα είναι η μοίρα του κάθε οργανισμού.

Για την ώρα η ερώτηση είναι η εξής: είναι μια ευτυχισμένη ζωή εφικτή μέσα στον ορίζοντα του αφανισμού;

Αν όχι, είμαστε καταδικασμένοι και ο αφανισμός θα είναι το μόνο αποτέλεσμα του ξέφρενου ανταγωνισμού και της στρατιωτικής εχθρότητας, μετά από μια περίοδο επεκτατικής κόλασης.

Αλλά δεν πιστεύω ότι είμαστε καταδικασμένοι— ναι, μια ευτυχισμένη ζωή είναι δυνατή μέσα στον ορίζοντα του αφανισμού.

Wait. What? Let’s read that sentence again.

Yesterday, the Mayor of Portland was gassed by the secret police of storm troopers that Donald Trump has sent to occupy the city.

If I wrote that sentence five years ago, you would have laughed at me. It would have seemed impossible. Inconceivable. Outlandish. And yet here we are.

Shortly before that, Trump announced that he was sending his new secret police’s shock troops…men in camouflage body armor, carrying machine guns, abducting people off the streets, and now gassing mayors…nationwide.

If I wrote that sentence five years ago, you never would have read another word I wrote. And yet here we are.

Where is this, though, this strange new territory America finds itself in? What’s really happening here?

Something that those of us who’ve lived through — and survived — authoritarian-fascist collapses know all too well. We’ve seen it before, maybe, like me, several times over. We know how it begins, and how it ends — usually — too. None of that’s to be a know-it-all blowhard. It’s to warn, as seriously as I can. You probably have an inkling of what I’m about to say, but your rational side denies it. Your gut is right, and your brain — which has never lived through this kind of collapse before — is wrong.

Trump is instituting martial law. Yes, really. That is what sending a secret police of shock troops across America is. No, not suddenly, all at once, in a kind of sweeping and obvious way. But rather, in the time-honored way that authoritarian-fascists do. One step at a time. A process. A creeping martial law. One which is all too easy to normalize and accept, because it proceeds in slow steps. Martial law isn’t declared like in the movies, usually. More often, it happens like this.

Step by step. Town by town. City by city. This shock troop added to that one. Their powers expanded, to take away your freedoms, one by one. An occupying force whose power is always growing, and never really goes away. And before anyone really knows it — they’re living in a police state, an authoritarian society. Nobody can really remember how it ended up this way. It seems to have happened in a kind of slow-motion suicide of a democracy.

It happens that way because every good authoritarian knows that’s how you normalize it, how you minimize resistance, how you create that strange mix of apathy, bewilderment, and fear all at once, by getting people to ignore what their gut is shouting at them. A mind always says: “Come on! It’s not that bad. Those troops aren’t on my streets yet, and even if they are, they’re still pretty friendly, aren’t they? Stop imagining the worst! Everything will be fine!” The unthinkable isn’t thought fast enough, widely enough. And so one small step at a time, martial law spreads like a black veil across a society, replacing civil society, democracy, decency, and a modern society.

It’s hidden in plain sight. Predictably, funnily, sadly — nobody much is seeing it, because the demagogue’s magic is blinding. Trump is instituting martial law now.

So let me put it another way — which is more accurate still.

Just before a crucial election — one which will decide if democracy lives or dies — a President who would be dictator, like America’s Gaddafi or Saddam Hussein, feels he’s on the ropes. So he’s beginning to institute martial law: the rule of an occupying paramilitary force over and above civil law and everyday democratic norms.

If you doubt that — as your rational side still might — let’s think about it for a moment.

What is “martial law”? Here’s a definition which will do just fine: “Martial law is the imposition of direct military control of normal civil functions or suspension of civil law by a government, especially in response to a temporary emergency where civil forces are overwhelmed, or in an occupied territory.”

Let’s take that step by step. The imposition of direct military control. The “federal agents” that Trump is sending to occupy America’s cities and towns aren’t part of the Army or Navy or Air Force — but they are a part of the ominously named “Homeland Security.”

If you doubt they’re a “military”, what else do you call men wearing camouflage body armour, festooned with heavy weaponry, carrying machine guns? If that’s not a military — or in this case, a paramilitary — surely the word holds no meaning whatsoever.

What are they there for? “The suspension of civil law.” Trump’s shock troops are shredding the Constitution. Not in some abstract, theoretical, Ivy-League-Debate-Club kind of way — but with violence and brutality on the ground. They wear no badges, are unaccountable to anyone, have the power to abduct people off the streets for no rhyme or reason, and take them to God only knows where. The right to free speech? Assembly? Association? Privacy? Peaceful protest? To just walk down a street with your friends, carrying a banner? Bang — gone. They gassed the Mayor of a major American city.

Civil law doesn’t matter to Trump’s army of shock troops. If it did, they wouldn’t be gassing mayors, who are elected public officials. What does matter to Trump and his shock troops? Why are they there?

Because there’s a “temporary emergency.” Which one? Could it be the lethal pandemic — which Trump’s stunning negligence allowed to explode, and become the worst outbreak in the world? How about the 18th straight week of more than a million people filing for unemployment? Or the death rate of that pandemic beginning to skyrocket back up? Maybe the millions of Americans who now find themselves falling into disease, poverty, and despair? Those emergencies?

Nope, the emergency that Trump calls “law and order.” Only there is no breakdown of law and order in America — at least not at the level of people peacefully protesting in the streets for the causes of equality and justice. The breakdown of law and order in America is a demagogue President who’s instituting martial law.

What those of us who’ve survived authoritarianism and studied it know — and need to share with you — is this. If you want to kill a democracy dead, first you chop off its limbs. Then you slowly, slowly suffocate it. You deprive it of the air it breathes.

First you chop off the limbs — you appoint “acting directors” who are your cronies in the extremist projects of ethnic supremacy and racial cleansing to head most of the major offices of government. You purge government of every last decent civil servant you can, so nobody much is left to stand in the way. You stack the courts with unqualified extremists, too, so that you’re protected from legal challenges. Check, check, check.

At this point, the stage is set. For what? For you, the authoritarian, to begin suffocating a democracy to death. That means: one by one, taking away people’s basic rights. You don’t send a hundred thousand shock troops to every small town. You just send a few hundred to the cities — especially where people resist your brutality and violence and supremacism.

You use those shock troops to make an example. This mayor resisted me. He got gassed. These people thought they could resist me. They got beaten. These people thought they could express their voices in opposition to me. They got abducted. This group of mothers thought they could link arms and oppose me. They got disappeared. You make an example, as loudly and publicly and visibly — and violently — as possible.

This is what happens when you cross me. You pay the price. The price is a heavy one. It’s not one that anyone in a decent society is used to paying — beatings, abductions, disappearances, gas attacks, and so forth. This is the price you pay for crossing me.

A society descends into an atmosphere of fear and panic, usually. People do what they tend to do when they’re threatened by overwhelming force: they get frightened. The intimidation and brutality serve their purpose. The point of a secret police is now made real — to keep people in check with the authoritarian’s wishes, to stifle dissent, to silence and frighten.

You suffocate a democracy by denying it of the air it breathes. The sweet and pure air of freedom. Where people express can themselves, especially if they’re critics and opponents and dissidents. Instead, the poisonous miasma of terror becomes a grim daily reality.

“Are you going to that protest?,” says one friend. “Of course!,” replies the other. Neither shows up — because who will look after their families if they’re abducted, disappeared, gassed, wounded?

A society has been terrorized into submission. The authoritarian is now free to obtain what they’ve always really wanted. Power. The next election? People stay home. Not enough votes are cast. That atmosphere of fear has never gone away. The authoritarian wins it. And that’s it — game over. The last election that country is to have — at least for a generation.

Those of who’s studied and lived through authoritarianism have seen this before — and it’s our basic duty as decent and sane human beings to warn you. But it’s your duty to heed the warning, this time. Not to ignore it, like the last four years. That’s how we got here, to a place where a lunatic demagogue is destroying America before the eyes of a baffled, shocked, horrified world.

Heed the warning this time, because this is the last time. The last chance.

Trump is declaring martial law. The way authoritarians do. Stepwise. One small step at a time. Just like you’d choke the life out of someone you really hated if you were a sociopath — slowly, to make sure, to watch the light go out of their eyes, and revel in it.

How do authoritarians win? By making the abnormal seem normal, by transgressing so often and so frequently, it all comes to seem plain, by making each transgression worse than the last, so yesterday’s seems like old, small news. But it isn’t. All those transgressions — camps, bans, raids, purges — are a pattern. Leading up to this.

The imposition of a creeping kind martial law, just before a crucial election. One city at a time. A group of shock troops added to the last, one at a time. One set of new powers for them to abuse people with at a time. Until anyone barely remembers a time when people weren’t being disappeared off the streets, beaten, gassed, thrown into the camps.

It’s not me telling you. It’s history. It’s the ghosts of Orwell, Camus, Arendt, Frankl, Malala, all the people in all the nations who’ve been through this before, and know. How it ends. They are the ones trying to tell you, in a desperate whisper, that barely pierces the veil of time.

Heed the warning.

This is your last chance.

Είναι ευρέως γνωστό ότι οι πιθανότητες μεμονωμένοι αστυνομικοί ή αστυνομικά τμήματα να αντιμετωπίσουν πραγματικές συνέπειες για τη δολοφονία ανθρώπων, ειδικά Μαύρων, είναι σχεδόν ανύπαρκτες. Είναι λογικό ότι οι διαδηλωτές και οι θρησκευόμενες οικογένειες απαιτούν συχνά ποινικές διώξεις εναντίον δολοφόνων μπάτσων – μιας και το αμερικανικό ποινικό νομικό σύστημα δεν προσφέρει άλλο μοντέλο για «δικαιοσύνη». Μια ανεξάρτητη μελέτη του Πανεπιστημίου Temple του 2016 κατέληξε στο συμπέρασμα ότι, αντίθετα, η χρήση φορητών καμερών σώματος συσχετίστηκε με την αύξηση των θανατηφόρων πυροβολισμών από την αστυνομία, απειλώντας δυσανάλογα τους άνδρες, τους νέους και τους έγχρωμους ανθρώπους. Άλλες ερευνητικές προσπάθειες που έχουν αναφερθεί στα οφέλη της τεχνολογίας, όπως η μελέτη του Πανεπιστημίου της Νεβάδας του Λας Βέγκας το 2017, πραγματοποιήθηκαν εν μέρει από αστυνομικές υπηρεσίες που προσπαθούσαν να εξοικονομήσουν χρήματα χρησιμοποιώντας τις ανάλογες καταγγελίες.

Παρόλο που δεν φαίνεται να μειώνουν τις δολοφονίες, τα πλάνα από τις κάμερες στη στολή των αστυνομικών θέτουν σε κίνδυνο τους υπόλοιπους από εμάς, καθώς παρέχουν αποδείξεις στους προκατειλημμένους εισαγγελείς που στηρίζουν την αστυνομία, ώστε να μπορούν χρησιμοποιώντας κατά το δοκούν αυτά τα πλάνα, να επιλέγουν διάφορα στοιχεία και να μας ασκούν επιπλέον κατηγορίες κάθε φορά που  οι αστυνομικοί θα μας επιτεθούν.

«Δεν χρειαζόμαστε πιο εμπεριστατωμένες πληροφορίες σχετικά με το τι κάνει η αστυνομία. Πρέπει να τους σταματήσουμε να κάνουν αυτό που κάνουν. Δεν αναζητούμε διαφάνεια ή λογοδοσία. Ψάχνουμε για έναν κόσμο χωρίς αστυνομία».

– «Κάμερες παντού, Ασφάλεια πουθενά. Γιατί οι κάμερες της αστυνομίας- δεν μας κάνουν να νιώθουμε πιο ασφαλείς ;»

Η βιντεοσκόπηση της αστυνομικής βίας από τους πολίτες επίσης δεν αρκεί. Ο Ντέρεκ Τσάββιν ήξερε ότι τον βιντεοσκοπούν, αλλά ακόμα και έτσι, δολοφόνησε τον Τζορτζ Φλόιντ χωρίς δισταγμό. Οι αξιωματικοί της αστυνομίας που δολοφόνησαν τον Philando Castile, τον Eric Garner και αμέτρητους άλλους ανθρώπους δεν σταμάτησαν από τις κάμερες που τους παρακολουθούσαν. Ακόμα κι αν «ολόκληρος ο κόσμος παρακολουθεί», η περισσότερη επιτήρηση δεν θα μας κάνει πιο ασφαλείς όσο οι δολοφόνοι μπάτσοι μπορούν να ενεργήσουν με ατιμωρησία.

Άσκηση πίεσης στους Πολιτικούς

Ίσως πρέπει να κατευθύνουμε την οργή μας στους πολιτικούς και όχι στην αστυνομία, όπως προτείνει ο δήμαρχος της Νέας Υόρκης Μπιλ ντε Μπλάσιο;

Φυσικά οι πολιτικοί είναι υπεύθυνοι για τη εξευτελιστική υποστήριξή τους στην αστυνομία. Αλλά δεν είναι αυτοί που μας παρενοχλούν και μας εκφοβίζουν καθημερινά, που εισβάλλουν στην ιδιωτική μας ζωή και μας κατασκοπεύουν, που στέκονται ανάμεσα σε εμάς και τους πόρους που χρειαζόμαστε για να επιβιώσουμε, που μας χτυπούν και μας πυροβολούν και μας σκοτώνουν. Στην πραγματικότητα, σε αντίθεση με την αστυνομία που έχει στην κατοχή της τα όπλα, τα δακρυγόνα και τα άρματα μάχης, η δύναμη των πολιτικών είναι μια ψευδαίσθηση. Υπάρχει μόνο λόγω των τρόπων που παραχωρούμε σε αυτούς την εξουσία μας να λαμβάνουμε αποφάσεις για τους εαυτούς μας και τις κοινότητες μας. Αν δεν υπήρχε η αστυνομία να προστατεύει τα προνόμιά τους και να επιβάλλει τις εντολές τους, οι πολιτικοί δεν θα είχαν καμία σημασία. Χωρίς τον στρατό, την Εσωτερική Ασφάλεια, τις Μυστικές Υπηρεσίες και την ένοπλη επαγρύπνηση για να διασφαλίσουμε ότι θα υπακούσουμε στις εντολές του, ο Τραμπ δεν θα ήταν τίποτα περισσότερο από ένας ιδιαίτερα αποτρόπαιος νταής μπούλης. Όσο η αστυνομία ρυθμίζει ό,τι μπορούμε να κάνουμε, η κατεύθυνση του θυμού μας εναντίον των πολιτικών θα έχει μικρό αντίκτυπο.

Σε μια εποχή αυξανόμενης κοινωνικής έντασης και αστάθειας, όταν οι δομές εξουσίας βασίζονται όλο και περισσότερο στην ωμή δύναμη παρά στη συγκατάθεση του γενικού πληθυσμού, οι πολιτικοί όλων των αποχρώσεων φοβούνται ιδιαίτερα να χάσουν την πίστη της ένοπλης πτέρυγας του κράτους. Εάν δεν εγγυηθούν την ατιμωρησία των αστυνομικών, κινδυνεύουν να υπονομεύσουν τη δική τους εξουσία. Σε μια ακραία περίπτωση, θα μπορούσαν ακόμη και να εκτοπιστούν, όπως έχουμε δει σε πραξικοπήματα από τη Χιλή έως την Αίγυπτο. Γιατί ένας Μαύρος πρόεδρος με διαπιστευτήρια «κοινωνικής δικαιοσύνης» παραμένει άπραγος και παρακολουθεί καθώς οι δολοφόνοι των Michael Brown, Freddie Gray, Eric Garner και πολλών άλλων ξεφεύγουν από κάθε μορφή τιμωρίας για τις δολοφονίες που διέπραξαν; Ίσως επειδή ήταν πιο σημαντικό για τον Μπαράκ Ομπάμα να προστατεύσει τη σταθερότητα του καθεστώτος του από το να επιδιώξει δικαιοσύνη για ρατσιστικές δολοφονίες. Αυτό το καθιστά ακόμη πιο απίθανο να κάνουν κάποια διαφορά οι προσφυγές μας στους πολιτικούς.

Ψηφοφορία

Πρέπει να εγγραφούμε για να ψηφίσουμε ώστε να ακουστούν οι φωνές μας στη κάλπη, όπως επιμένει η δήμαρχος της Ατλάντα, Keisha Bottoms;

Και πάλι, αυτό που συνέβη στη Μινεάπολη υποδηλώνει ότι κάτι τέτοιο δεν λειτουργεί. Εάν μια πόλη με προοδευτικό δήμαρχο και ένα δημοτικό συμβούλιο αποτελούμενο εξ ολοκλήρου από Δημοκράτες και μέλη του Πράσινου Κόμματος, δεν μπορεί ακόμη να αποτρέψει τους ανεξέλεγκτους ρατσιστές αστυνομικούς να σκοτώνουν ανθρώπους ξανά και ξανά, δεν υπάρχει λόγος να πιστεύουμε ότι η ψηφοφορία με κάποιο άλλο τρόπο σε κάποιες εκλογές θα είχαν φέρει κάτι διαφορετικό. Η ρατσιστική αστυνομική βία περιλαμβάνεται στην εθνική ατζέντα, επειδή η θαρραλέα, ανθεκτική αντίσταση των ανθρώπων στους δρόμους την έβαλε εκεί. Η «αστυνομική δολοφονία» δεν υπήρξε ποτέ υποψήφια σε κάποιο ψηφοδέλτιο για να ψηφίσουμε υπέρ ή κατά αυτής. Η βία των αστυνομικών είναι η κόλλα που συγκρατεί ένα σύστημα που δεν επιλέξαμε ποτέ και κανείς δεν μας ρώτησε πραγματικά πως θέλουμε να λειτουργεί. Δεν θα είναι οι ψήφοι μας που θα καταργήσουν την αστυνομική βία, θα είναι η δράση μας.

Ειρηνικές Διαμαρτυρίες

Λοιπόν, εάν η άμεση δράση είναι ο μόνος τρόπος αντιμετώπισης των δολοφονιών της αστυνομίας, τότε σίγουρα ο πιο αποτελεσματικός τρόπος για να φέρουμε την αλλαγή είναι μέσω της αυστηρής μη-βίας, όπως μας λέει η εγγονή του Martin Luther King Jr.

Δυστυχώς όμως, αυτή είναι μια ρητορική, όχι η Ιστορία. Στην πραγματικότητα, το κίνημα των πολιτικών δικαιωμάτων αντλεί τις επιτυχίες του από έναν συνδυασμό μαχητικών άμεσων ενεργειών, ένοπλης αυτοάμυνας, ταραχών, συγκρούσεων και μη βίαιης πολιτικής ανυπακοής. Η όψιμη ανάδειξη του Μάρτιν Λούθερ Κινγκ σε αδιαμφισβήτητο ηγέτη του κινήματος για τα πολιτικά δικαιώματα – και το ενδιαφέρον των πολιτικών σήμερα να προωθήσουν την κληρονομιά του με τον αντίστοιχο αποκλεισμό όλων των άλλων – προέκυψε επειδή το παράδειγμα του, τους προσφέρει μια χρήσιμη εναλλακτική λύση στην απειλή που αποτελούν οι ανεξέλεγκτες αστικές ταραχές και η μαχητικότητα της Μαύρης Δύναμης (Black Power). Καταδικάζοντας όλες τις ενέργειες που δεν εμπίπτουν στο παράδειγμα της μη βίας διαιρούν τα κινήματα, προστατεύοντας την κυρίαρχη τάξη και κρύβοντας την Ιστορία των τρόπων με τους οποίους συμβαίνει πραγματικά η κοινωνική αλλαγή.

Ταραχές και συγκρούσεις

Εάν δεν είναι οι αυστηρά μη βίαιες διαμαρτυρίες, μπορούν τότε οι ταραχές και οι συγκρούσεις να διασφαλίσουν ότι η αστυνομία θα σταματήσει να σκοτώνει και οι αστυνομικοί θα λογοδοτούν για τις αποτρόπαιες πράξεις τους;

Οι ταραχές μπορούν να επιτύχουν πολλά πράγματα που σπάνια καταφέρνει η ειρηνική διαμαρτυρία. Αυξάνουν το οικονομικό και πολιτικό κόστος της αστυνομικής βίας για τα καθεστώτα που την διαπράττουν. Μπορούν να επιτρέψουν στους περιθωριοποιημένους ανθρώπους να καλύψουν τις ανάγκες τους άμεσα μέσω της δύναμης της ομαδικής δράσης – τις ανάγκες τους για συλλογικό πένθος, για εκδίκηση, ακόμη και για υλικά αγαθά. Διαλύουν τον μύθο ότι η αστυνομία είναι άτρωτη και διαλύουν την ψευδαίσθηση της πολιτικής συναίνεσης. Διευρύνουν τους ορίζοντες της συλλογικής μας φαντασίας για το τι μπορούμε να κάνουμε μαζί και πώς ο κόσμος θα μπορούσε να είναι διαφορετικός.

Αλλά οι ταραχές από μόνες τους δεν αρκούν. Ενώ η μαζική αναταραχή ανάγκασε τις απρόθυμες αρχές να ασκήσουν κατηγορίες εναντίον δολοφόνων αστυνομικών – στο Όκλαντ, στο Φέργκιουσον, στη Βαλτιμόρη και τώρα στη Μινεάπολη – συχνά δεν εξασφαλίζουν καταδικαστικές αποφάσεις, όπως έγινε φανερό στις δικαστικές υποθέσεις στο Φέργκιουσον και στη Βαλτιμόρη. Και ακόμη και αν μπορούσαν να αποθαρρύνουν περαιτέρω δολοφονίες από συγκεκριμένες αστυνομικές δυνάμεις, το σταθερό ποσοστό δολοφονιών της αστυνομίας κατά τα τελευταία πέντε χρόνια δείχνει ότι οι ταραχές δεν έχουν ακόμη μειώσει το συνολικό πρόβλημα. Οι φλόγες του Φέργκιουσον έσβησαν αμέσως όταν η αστυνομία του Σαιντ Λούις πυροβόλησε θανάσιμα τον Ισαάκ Χολμς, παρά την απειλή μιας πιθανής περαιτέρω αναταραχής και κανείς αστυνομικός δεν κατηγορήθηκε τελικά για την δολοφονία του.

Εάν πρέπει να καταστρέψουμε ολόκληρες γειτονιές μόνο και μόνο για να φέρουμε έναν μόνο αξιωματικό της αστυνομίας στο δικαστήριο, αυτό δεν είναι βιώσιμο σχέδιο για να φτάσουμε κάποτε στο επίπεδο να αναδείξουμε την συνολική ευθύνη της βιομηχανίας δικαιοσύνης των ΗΠΑ για όσα ζούμε. Το θάρρος και η αποφασιστικότητα των εξεγερμένων στη Μινεάπολη και σε όλη τη χώρα αντιπροσωπεύει ένα εμπνευσμένο βήμα προς τα εμπρός. Αλλά δεν πρέπει να το προσεγγίσουμε ως ένα μέσο μεταρρύθμισης – πρέπει να το κατανοήσουμε ως ένα βήμα προς την επανάσταση.

Οπότε,… τι θα κάνουμε;

Εάν καμία από τις «λύσεις» που προτείνουν οι κυβερνήσεις, τα αστυνομικά τμήματα και ορισμένοι ακτιβιστές της κοινότητας δεν θα αρκούσε, τι θα μπορούσε να σταματήσει μια για πάντα τις ρατσιστικές αστυνομικές δολοφονίες; Δεν είναι εύκολο να απαντήσουμε σε αυτήν την ερώτηση, αλλά πρέπει να την θέσουμε σοβαρά.

Η απάνθρωπη υπόθεση ότι η ζωή του Μαύρου και του Σκουρόχρωμου είναι αναλώσιμη, είναι θεμελιώδης για όλες τις θεσμοποιημένες δομές εξουσίας της εποχής μας. Θα απαντήσουμε στην ερώτηση για το τι θα λειτουργήσει στην πράξη για την εξάλειψη των δολοφονιών της αστυνομίας μέσω μιας δια βίου διαδικασίας πειραματισμού – αλλά είναι σαφές ότι αυτό θα απαιτήσει από εμάς να καταργήσουμε ή να μετατρέψουμε εντελώς όλες αυτές τις υπάρχουσες δομές. Ξεκινώντας από το μοντέλο της συλλογικής περιφρόνησης προς τις κυρίαρχες δομές που έχουμε δει την περασμένη εβδομάδα, πρέπει να υπολογίσουμε πώς μπορεί να μοιάζει η μακροπρόθεσμη αλλαγή. Ακολουθούν ορισμένοι μακροπρόθεσμοι στόχοι – μερικοί αστερισμοί που θα βοηθήσουν στην πλοήγηση.

Αφοπλισμός και κατάργηση της αστυνομίας

Όσο η αστυνομία έχει όπλα και ατιμωρησία, θα συνεχίσει να μας σκοτώνει. Όλες οι προσπάθειές μας έως τώρα, στην καλύτερη, έβαλαν μικρά εμπόδια στην ατιμωρησία της. Ήρθε η ώρα να προχωρήσουμε. Μόνο όταν μια περιπολία της αστυνομίας στον αυτοκινητόδρομο δεν θα μπορεί να τελειώσει τη ζωή μας κατά τη διάρκεια μιας έρευνας ρουτίνας, ο τρόμος που τόσοι πολλοί από εμάς νιώθουμε κάθε φορά που βλέπουμε τα μπλε φώτα να αναβοσβήνουν θα τελειώσει. Μόνο όταν καμία ομάδα από ένστολους κακοποιούς δεν θα δικαιούται να καρφώσει κανέναν στο έδαφος και να αγνοήσει τις εκκλήσεις του, όλοι μας θα απαλλαγούμε από την απειλή να γίνουμε ο επόμενος Τζορτζ Φλόιντ.

Μόλις αφοπλιστεί η αστυνομία, θα καταστεί σαφές σε όλους πόσο άχρηστη είναι τελικά σε πολλά από αυτά που πιστεύουμε ότι την έχουμε ανάγκη. Όταν οι ψυχικά ασθενείς ενεργούν με τρόπους που φαίνονται ακανόνιστοι σε άλλους, χρειαζόμαστε συμβούλους και υποστηρικτές, όχι ένοπλους φρουρούς. Όταν τα ρομαντικά ζευγάρια και οι γείτονες έχουν διενέξεις και συγκρούσεις, χρειαζόμαστε άτομα με δεξιότητες επίλυσης συγκρούσεων και αποκλιμάκωσης, όχι βίαιους αστυνομικούς που κάνουν τα πράγματα χειρότερα επιβάλλοντας μια πατριαρχική ατζέντα. Όταν τα παιδιά χρειάζονται κατεύθυνση της κυκλοφορίας, ώστε να μπορούν να διασχίσουν το δρόμο, χρειαζόμαστε φιλικούς γέροντες, γιαγιάδες και γείτονες που τα γνωρίζουν, όχι άτομα με θανατηφόρα όπλα που έχουν ελάχιστη εμπειρία στη συνεργασία με παιδιά. Όταν χάνουμε πράγματα ή βρίσκουμε πράγματα, χρειαζόμαστε ένα κέντρο κοινότητας για να τα ανταλλάξουμε, όχι έναν αστυνομευμένο χώρο. Όταν τα αυτοκίνητά μας παθαίνουν ζημιές και μας αφήνουν στο πλάι του δρόμου, χρειαζόμαστε μια κοινότητα Καλών Σαμαριτών, όχι μισθοφόρους που θέλουν να μας γράψουν πρόστιμα. Η πλειονότητα αυτών που κάνει η αστυνομία είναι επιβλαβής και πρέπει να εξαλειφθεί αμέσως για να γίνουμε πιο ασφαλείς όλοι μας. Πολλά από τα υπόλοιπα θα μπορούσαν να γίνουν πολύ καλύτερα από εξειδικευμένους, άοπλους εθελοντές με καλή θέληση.

Ως θεσμός, η ίδια η αστυνόμευση είναι βίαια και καταπιεστική στον πυρήνα της. Οι χιλιάδες δολοφονίες που διαπράττονται από μεμονωμένους αστυνομικούς είναι μόνο η κορυφή του παγόβουνου. Πώς μπορούμε να μετρήσουμε το καθημερινό άγχος, τον έντονο τρόμο, τους μικρούς εξευτελισμούς, τον αντίκτυπο στα μέλη μιας οικογένειας που τα παιδιά της απήχθηκαν, χτυπήθηκαν ή δολοφονήθαν, καταστάσεις που τόσοι πολλοί άνθρωποι βιώνουν κάθε φορά που πρέπει να ασχολούνται με την ενοχλητική αλαζονεία που χαμογελά πίσω από ένα σήμα; Από την απαρχές της θεσμικής ύπαρξης τους ως φρουροί των σκλάβων μέχρι τα σημερινά κατασκοπευτικά drone υψηλής τεχνολογίας και τους προγνωστικούς αλγόριθμους αστυνόμευσης, η αστυνομία δεν υπήρξε ποτέ για να μας προστατεύσει.

Δεν είναι θέμα ενός κακού ατόμου ή μιας κακιάς στιγμής. Ολόκληρο το σύστημα είναι σάπιο.

Προωθήστε τη συλλογική αυτοάμυνα

Το σύνθημα «Ποιος μας προστατεύει; Εμείς προστατευόμαστε!» είναι κάτι περισσότερο από ένα σλόγκαν – είναι αναγκαιότητα. Δεν υπάρχει ασφάλεια για την οποία μπορούμε να υποστηρίξουμε ότι δεν βασίζεται στην εμπιστοσύνη και τις σχέσεις που έχουμε μεταξύ μας. Για να είμαστε σίγουροι για την ασφάλειά μας, πρέπει να είμαστε σε θέση να καθορίσουμε οι ίδιοι για τους εαυτούς μας τους κινδύνους που αντιμετωπίζουμε και πώς να τους αντιμετωπίσουμε μαζί.

Οι επικριτές υποστηρίζουν ότι είναι αφελές να μιλάμε για αφοπλισμό και κατάργηση της αστυνομίας, επικαλούμενοι την επιθετικότητα και το χάος που υποτίθεται ότι θα εξαπολύσουμε ο ένας στον άλλον χωρίς να έχουμε τη βία της αστυνομίας να μας κρατάει υπό έλεγχο. Αλλά αυτό που είναι πραγματικά αφελές είναι να συνεχίσουμε να πιστεύουμε ότι ένα ίδρυμα που είναι υπεύθυνο για τη θανάτωση χιλιάδων ανθρώπων κάθε χρόνο με κάποιο τρόπο μας κρατά ασφαλείς.

Η συλλογική αυτοάμυνα δεν θα είναι εύκολη, αλλά είναι η μόνη μας ελπίδα. Αυτό απαιτεί οργάνωση για την αποτροπή της βίας της ακροδεξιάς – εκείνων που ενθαρρύνονται από τον Τραμπ να πυροβολήσουν όσους λεηλατούν- και από τις κρατικές δομές που καταστέλλουν τους διαδηλωτές. Θα σημαίνει ανάληψη ευθύνης για την ανάπτυξη νέων δεξιοτήτων επίλυσης συγκρούσεων και νέων δομών για ταχεία αντίδραση σε περιόδους κρίσης. Οι ενδείξεις ότι οι συμμορίες της Μινεάπολις οργανώνουν εκεχειρία και συνεργάζονται για την προστασία των διαδηλωτών από την ακροδεξιά βία είναι ενθαρρυντικές. Θα χρειαστούμε όλο το θάρρος και τη δημιουργικότητά μας για να αναπτύξουμε νέες προσεγγίσεις που εκτιμούν και προστατεύουν όλους μας, αντί να θυσιάζουμε εκατομμύρια χρήματα που μας ανήκουν για να φυλακιστούμε ή να δολοφονηθούμε από την αστυνομία προκειμένου να διασφαλιστεί η ασφάλεια και η περιουσία μιας ελάχιστης μειοψηφίας.

Μοιραστείτε τα αναγκαία αγαθά και τους πόρους σας ελεύθερα μέσω της αμοιβαιότητας και της αλληλοβοήθειας.

Θέλετε να αποφύγετε τις λεηλασίες; Βεβαιωθείτε ότι όλοι έχουν στέγαση, αρκετό φαγητό και αρκετούς πόρους για να ζήσουν μια αξιοπρεπή ζωή. Όταν δεν τα έχουν, ποιος μπορεί να τους κατηγορήσει για την οργή τους εναντίον εκείνων που τους εμποδίζουν να αποκτήσουν τα αγαθά που χρειάζονται για να ζήσουν;

Στη Μινεάπολη, οι τοπικές κοινότητες δημιουργούν αποθήκες εφοδιασμού όπου πόροι που απαλλοτριώνονται κατά τη διάρκεια των ταραχών μπορούν να μοιραστούν ελεύθερα, τόσο για να υποστηρίξουν τις διαμαρτυρίες όσο και για να επιτρέψουν στους γείτονες τους να ζήσουν. Η κρίση COVID-19 έχει διαδώσει τα κοινωνικά δίκτυα αλληλοβοήθειας, οι ταραχές τα οδηγούν στο επόμενο επίπεδο. Η αστυνομία υπάρχει για να διασφαλίσει ότι οι πόροι διανέμονται όχι ανάλογα με τις ανάγκες όλων μας, αλλά σύμφωνα με ένα αρχαϊκό σύστημα δικαιωμάτων ιδιοκτησίας που ωφελεί όσους συσσωρεύουν για τον εαυτό τους αντί να μοιράζονται. Οι διαδηλωτές το έχουν αναποδογυρίσει αυτό. Αντίθετα με τους επικριτές τους που βλέπουν όσους στοχευμένα λεηλατούν ως «καταστροφείς που διαλύουν τη δική τους κοινότητα», είναι πιο ακριβές να πούμε ότι αυτοί οι άνθρωποι έχουν μετατρέψει έναν θεσμό που υπήρχε για να απομυζά κέρδη από τη γειτονιά και να τα παραδίδει σε εξωτερικούς επενδυτές σε μια κατάσταση που στην πραγματικότητα εξυπηρετεί τις άμεσες υλικές τους ανάγκες. Η καταστροφή των εμποδίων που χωρίζουν τις κοινότητες μας από τους πόρους και τα αγαθά που χρειαζόμαστε για να ζήσουμε είναι ένα από τα πιο σημαντικά πράγματα που μπορούμε να κάνουμε για να μεταμορφώσουμε την κοινωνία μας. Η κατάργηση της αστυνομίας είναι ένα βήμα προς την επίτευξη αυτού, ενώ ταυτόχρονα τερματίζονται οι δολοφονίες που διαπράττουν οι αστυνομικοί.

Απονομιμοποίηση και αποδυνάμωση όλων των θεσμών που δικαιολογούν τις αστυνομικές δολοφονίες

Ένας από τους λόγους για τους οποίους οι αστυνομικοί ξεφεύγουν τόσο συχνά από τις δολοφονίες που διαπράττουν είναι ότι το Ανώτατο Δικαστήριο έχει κατασκευάσει και ερμηνεύσει νόμους που παρέχουν «ειδική ασυλία» στην αστυνομία για τη δολοφονία ανθρώπων, κάτι που συνέβη σε περισσότερες από τις μισές υποθέσεις που έφτασαν στα δευτεροβάθμια δικαστήρια τα τελευταία πέντε χρόνια. Γιατί πρέπει ένας αμετανόητος βιαστής σαν τον αναπληρωτή δικαστή του Ανωτάτου Δικαστηρίου των Ηνωμένων Πολιτειών Brett Kavanaugh, και τη παρέα του που τον προστατεύει, να είναι σε θέση να εξουσιοδοτεί αστυνομικούς να μας σκοτώνουν όποτε το κρίνουν αυτοί κατάλληλο; Υπό αυτή τη λογική, γιατί αυτοί οι άνθρωποι θα πρέπει να είναι σε θέση να καθορίσουν εάν μπορούμε να κάνουμε αμβλώσεις, ή πώς μπορούμε να οργανώσουμε τα συνδικάτα μας, ή τα όρια της κυριαρχίας των αυτοχθόνων στη Γη τους ή οτιδήποτε άλλο;

Οι συνεχείς αστυνομικές δολοφονίες είναι μόνο ένας από τους κινδύνους που αποδεχόμαστε, εγκαταλείποντας την εξουσία μας σε εννέα μαυροφορεμένες καρικατούρες αυθεντίας πάνω στη δικαστική έδρα. Για να διασφαλίσουμε την ελευθερία μας, πρέπει να πάρουμε πίσω την αυτοδιάθεσή μας από τα χέρια των δικαστηρίων.

«Όσο περισσότερο μπορούμε να απονομιμοποιήσουμε την εξουσία των Ανώτατων Δικαστηρίων να διαμορφώνουν τη ζωή μας, και όσο πιο ισχυρές και δημιουργικές μπορούμε να κάνουμε τις εναλλακτικές μας λύσεις, τόσο λιγότερο θα πρέπει να φοβόμαστε από τους Trumps και τους Kavanaughs αυτού του κόσμου. Ας χτίσουμε μια κοινωνία που επιτρέπει σε όλους να εμπλακούν στην πραγματική αυτοδιάθεση – εκεί όπου κανείς δεν μπορεί να αποφασίσει τι επιτρέπεται να κάνουμε όλοι μας με τα σώματά μας – στην οποία κανένα κράτος δεν μπορεί να αρπάξει την εξουσία μας για να διαμορφώσει το μέλλον μας.”

Ενώ είμαστε σε αυτή τη κατάσταση, τι γίνεται με τους πολιτικούς; Εάν η εκλογή νέων αξιωματούχων δεν μπορεί να εμποδίσει την αστυνομία από το να μας σκοτώσει, σε τί τους χρειαζόμαστε; Εάν θέλουμε πραγματικά να διασφαλίσουμε το μέλλον μας ενάντια στην αυθαίρετη εξουσία των αρχών, δεν μπορούμε να πάμε μέχρι τη μέση. Καθώς οργανώνουμε τις γειτονιές μας με τέτοιο τρόπο ώστε να μοιραζόμαστε και να διανέμουμε πόρους και αγαθά, ας θέσουμε τα θεμέλια για μια νέα λαϊκή μορφή πολιτικής οργάνωσης που μπορεί να ασκήσει εξουσία άμεσα χωρίς να χρειάζεται αντιπροσώπους. Εμπνευσμένο από το σύστημα των συμβουλίων στα κουρδικά εδάφη της Rojava, τις συνελεύσεις του ελληνικού αναρχικού κινήματος, τις απεργίες των μαθητών στο Μόντρεαλ και πολλά άλλα παραδείγματα, μπορούμε να οικοδομήσουμε έναν νέο κόσμο από κάτω προς τα πάνω, χωρίς πολιτικούς στην κορυφή να διαφεντεύουν τα πάντα.

Το τέλος των αστυνομικών δολοφονιών μια και για πάντα

Τι θα χρειαστεί λοιπόν για να σταματήσουμε για πάντα τις αστυνομικές δολοφονίες; Τίποτα λιγότερο από μια επανάσταση.

Αλλά αυτή η επανάσταση δεν είναι μια μακρινή ουτοπία, ούτε ένας ξέσπασμα όπου εισβάλουμε στα Χειμερινά Ανάκτορα. Είναι μια συνεχής διαδικασία οικοδόμησης σχέσεων εμπιστοσύνης, ανταλλαγής πόρων, υπεράσπισης, αναιρέσεως των αλληλοσυνδεόμενων κυριαρχικών δομών της λευκής υπεροχής και οργάνωση για την κάλυψη των αναγκών μας μαζί – χωρίς αστυνομία ή πολιτικούς -. Και αυτό συμβαίνει ήδη. Είναι καιρός για τον καθέναν από εμάς να επιλέξουμε μια πλευρά και να πάρουμε θέση. Τα στοιχήματα είναι υψηλά – η ζωή που σώζεται μπορεί να είναι και η δική σου. Αλλά όπως μας έδειξαν οι θαρραλέοι διαδηλωτές στη Μινεάπολις και πέραν αυτής, ούτε η δύναμη της αστυνομίας είναι απόλυτη. Μαζί, μπορούμε να ξεπεράσουμε τη βία τους και να χτίσουμε έναν νέο κόσμο.

Η αστυνομία δεν «προστατεύει και υπηρετεί» τους πολίτες, όπως διατείνεται το γνωστό καλιφορνέζικο σλόγκαν. Έχοντας τη βία ως καταστατική, συγκροτητική του πράξη ο αστυνομικός θεσμός διατηρεί τον πλήρη έλεγχο του αληθινού εδάφους στο άστυ και την ύπαιθρο ως θεμελιακό σκοπό του. Στην πραγματικότητα υπάρχει μέσα από και για την δυνατότητα να ορίζει και να επιβάλλει το φάσμα του «κανονικού», δηλαδή ποιές κοινωνικές κατηγορίες ανθρώπων και συμπεριφορές μπορούν να εμφανίζονται σε ένα δεδομένο χώρο. Το να προσδιορίζει σε κάθε κατάσταση ποιός μπορεί να βρίσκεται πού και ποιός όχι, και τι συμπεριφορές μπορεί να εκδηλώσει: αυτή είναι η ισχύς που διαμορφώνει την αστυνομία. Κατέχοντας την σχεδόν αποκλειστική ευθύνη να θέτει τα όρια του διανοητού σε ένα δεδομένο πλαίσιο, όπως κανείς άλλος συλλογικός δρων ή οργανισμός, η αστυνομία καθίσταται η απτή και υλοποιημένη μορφή της εξουσίας, φορέας-αναμεταδότης των αντιλήψεων της αντίδρασης και μόνιμος φρουρός της ταξικής ιεραρχίας . Ως τοποτηρητής της «τάξης» που η ίδια στην πραγματικότητα ορίζει, η αστυνομία ελέγχει με απόλυτο τρόπο νοήματα πολλαπλά –ποιος άνθρωπος ή κατάσταση θεωρείται τί και πότε- και μετατοπίζει διαρκώς τα όρια του νόμου, κάτι που μόνο ο αστυνομικός θεσμός μπορεί να πραγματοποιήσει.  Το σύγχρονο κράτος θα ήταν ίσως αδύνατο να επιβάλλει το οτιδήποτε στην επικράτειά του χωρίς τον συγκεκριμένο θεσμό. Αυτός είναι και ο λόγος που η αστυνομία έχει τη δυνατότητα να αυτονομείται από το κράτος. Και το κάνει διαρκώς, χωρίς φυσικά ποτέ κανείς από τους εκπονητές του κρατικού λόγου να δηλώνει ότι εκείνη δρα ανεξέλεγκτη.

Ο σαδισμός δεν διδάσκεται ακόμη ως μάθημα στις αστυνομικές σχολές, γιατί βρίσκεται διάχυτος παντού μέσα στους εσωτερικούς κανονισμούς και τα εγχειρίδιά τους, όπως και η αλήθεια ότι πρόκειται πάντα και παντού για ένοπλη συμμορία με θεσμική υπόσταση που έχει την αυθαιρεσία ως προγραμματική αρχή της. Πρόκειται για το συστατικό στοιχείο χωρίς το οποίο ο αστυνομικός θεσμός δεν θα μπορούσε να υπάρχει.  Είναι επειδή η πρακτική προηγείται της ταυτότητας –πρώτα ενεργούμε και μετά γινόμαστε οτιδήποτε θεωρούμε πως είμαστε- που τα γουρούνια επιτελούν το αστυνομικό τους έργο βασανίζοντας και σκοτώνοντας τους αδύναμους. Μέσα από τη βία αυτής της μορφής δεν γίνονται «κακοί αστυνομικοί», γίνονται «αστυνομικοί» σκέτο και μάλιστα με «Α» κεφαλαίο.  Οι μπάτσοι γνωρίζουν καλά πως συμμετέχουν σε νόμιμη συμμορία. Γλωσσικά και σωματικά κρυπτογραφημένο, αυτό ακριβώς αντανακλάται σε ορισμένες δημόσιες επιτελέσεις της ισχύος τους, όπως στο αυστηρό ή ‘μάγκικο’ ύφος και στα ψέματα που πάντοτε αρέσκονται να λένε στους πολίτες κάθε φορά που κινδυνεύουν να εκτεθούν ότι δεν ελέγχουν απόλυτα την κατάσταση, κάθε φορά που μοιάζουν περισσότερο αδύναμοι απ’όσο θέλουν να νομίζουμε.

Εν τέλει, οι ίδιοι βιώνουν ως μέρος της δουλειάς τους αυτό που οι δικαστές αρνούνται να παραδεχτούν για να μην απωλέσουν το συμβολικό τους κεφάλαιο που με τόσο κόπο έχουν οικοδομήσει: πάνω από το νόμο και πέρα από οποιαδήποτε έννοια τυπικής δικαιοσύνης βρίσκεται η αστυνομία. Είναι πλέον γνωστό σε όλες τις γειτονιές του κόσμου ότι τα γουρούνια σκοτώνουν κατά βούληση, χωρίς ουσιαστικά να τιμωρούνται. Αυτή είναι η άλλη όψη της απανθρωποποίησης που αναγκαστικά υφίστανται κάθε φορά που οι ίδιοι δέχονται τις σφαίρες.

Ακόμα ένας θάνατος μαύρου ανθρώπου από την αστυνομία. Ακόμα μία κρατική δολοφονία. Ακόμα μία φορά οι δρόμοι πλημμυρίζουν με μία οργισμένη απαίτηση για δικαιοσύνη. Ακόμα μια φορά η δικαιοσύνη έχει όνομα – Δικαιοσύνη για τον  George Floyd…

Μα το αίτημα συγχρόνως είναι απρόσωπο, γενικό, οικουμενικό με τον πλέον συγκεκριμένο τρόπο. Γιατί το πρόσωπο διαχέεται μέσα στους αριθμούς, στην απαίσια καταμέτρηση πτωμάτων, χωρίς όμως να γίνεται στατιστική· μία οικουμενική φιγούρα αναδύεται, η φιγούρα των καταπιεσμένων, των υποτελών, αυτών που αποτελούν τη σκοτεινή πλευρά στις αφηγήσεις περί Νόμου και Τάξης κάθε κράτους και αυτοκρατορίας. Στις ΗΠΑ η ιστορία είναι παλιά και γνωστή. “Παράξενα φρούτα”, οπως ονόμαζαν τους λιντζαρισμένους μαύρους που κάποτε κρέμονταν από τα δέντρα, νομικά διαχωρισμένοι στον Νότο, περιθωριοποιημένοι στα αστικά γκέτο, μετατρεπόμενοι σε «υπό-προλεταριάτο» και εγκαταλειμμένοι να αλληλοσκοτώνονται ή να βουλιάζουν στα ναρκωτικά. Αλλά την ίδια στιγμή, μαύρα σώματα και κοινότητες που δονούνται από αξιοπρέπεια, σώματα που ποτέ δεν σταμάτησαν να αντιστέκονται, να κινητοποιούνται, να αγωνίζονται, να δημιουργούν, να φωνάζουν ότι οι ζωές τους μετράνε· σώματα που αρνήθηκαν να είναι αντικείμενα δικαίου γινόμενα υποκείμενα δικαιοσύνης. Η Αμερική αρέσκεται να μνημονεύει τα κίνημα για τα πολιτικά δικαιώματα, αλλά έχει αναγκαστεί να θυμηθεί τα μακριά ζεστά της καλοκαίρια κοινωνικών συγκρούσεων, στη δική μας εποχή νέων κινημάτων και ταραχών.

Δεκαετίες θετικής δράσης, καλοπροαίρετων ή όχι και τόσο καλοπροαίρετων μεταρρυθμίσεων, προσπάθειες ενσωμάτωσης.  Τα πράγματα έχουν βελτιωθεί, λένε. Και όμως, τα πράγματα παραμένουν ίδια: οι δρόμοι συνεχίζουν να γεμίζουν με αίμα και με πτώματα, και μετά με οργή, ξανά και ξανά και ξανά. Δεν χρειάζεται να είσαι πολιτικός επιστήμονας για να δεις τον συστημικό και θεσμικό χαρακτήρα της βίας που οι μαύρος πληθυσμός υπόκειται, ή ότι η περιθωριοποίηση και ο αποκλεισμός που βιώνουν είναι ενσωματωμένος στις λειτουργίες του καπιταλιστικού συστήματος. Η τάξη και η φυλή συναρθρώνονται και παραγάγουν δολοφονημένα σώματα· αλλά επίσης σώματα που εξεγείρονται.  Οι συντηρητικοί θα τους πουν εγκληματίες, οι φιλελεύθεροι θα τους πουν παραστρατισμένους· αρκετοί Αριστεροί θα θεωρήσουν τις πράξεις δικαιολογημένες, παρόλα αυτά θα προτιμήσουν να τραγουδούν κενούς ύμνους για την «ισχύ της μη-βίας» ή να εμφανίζουν το να είσαι θύμα ως αρετή. Αλλά για τους καταπιεσμένους της ιστορίας, οι ταραχές και η φωτιά πάντα ήταν ένας από τους τρόπους για να πράττουν τη δικαιοσύνη, για να γίνονται δικαιοσύνη. Μπορεί να μην είναι ούτε λύση, ούτε επανάσταση. Αλλά κάνοντας τις νύχτες μας πιο φωτεινές φωτίζουμε και ένα διαφορετικό μέλλον.

Δεν είναι δουλειά μας, ούτε είναι η θέση μας – να κρίνουμε αφ’ υψηλού, σώματα που αγωνίζονται για τις ζωές τους. Ούτε μας είναι οι εικόνες των ταραχών και των συγκρούσεων άγνωστες ή εξωτικές. Παντού στον κόσμο εκατομμύρια σώματα γίνονται αντικείμενο εκμετάλλευσης και περιθωριοποιούνται· σώματα κλείνονται σε κέντρα κράτησης, στρατόπεδα συγκέντρωσης, παρανομοποιούνται, και φονεύονται.

Η εξέγερση στην Αμερική δεν εγείρει απλά τη συμπάθεια μας. Μας εμπνέει.

Αλληλεγγύη στους εξεγερμένους στις ΗΠΑ ενάντια στην αστυνομική βία και τον θεσμοποιημένο ρατσισμό.

One more death of a black person by the police. One more state murder. One more time the streets are filled with a raging demand for justice. One more time justice has a name -Justice for George Floyd…

But the demand is also faceless, generic, universal in the most concrete of senses. For the face is enmeshed in the numbers, the obnoxious body count, without being reduced to a statistic; a universal figure emerges, the figure of the oppressed, the downtrodden, the subaltern, the underside of every state’s and every empire’s narrative of law and order. In the United States the story is age old and known. Strange fruits once hanging in the trees, segregated in the South, marginalized in urban ghettos, turned into an underclass and left to kill each other or drug themselves to death. But also black bodies reverberating with dignity, bodies that have never stopped resisting, mobilizing, fighting, screaming out loud that their lives matter; bodies that have refused to be objects of law and have become subjects of justice. America likes to remember the civil rights movement, but it has been forced to recall also its long hot summers, in our age of new movements and new riots.

Decades of affirmative action, of well-meaning or not so well meaning reforms, attempts to integrate. Things have improved, they say. Yet, things also remain the same; the streets continue to fill with blood and dead bodies and then with rage, again and again and again. It does not take a political scientist to see that the violence the black population suffer is systemic and institutionalized or that their marginalization and exclusion is embedded to the operations of the capitalist system. Class and race merging to create bodies that can be killed; but also bodies that revolt. Conservatives will call them criminals; liberals will call them misguided; a few leftists will feel they are justified but will still prefer to sing vacuous praises about the “force of non-violence” or make a virtue out of victimhood. But for the downtrodden of history, riot and fire has always been one of their ways of enacting justice, of becoming justice. It may be neither solution nor revolution. But by making nights brighter it lights the path towards a different future.

It is not our job or to our taste passing judgments from up high on bodies that fight for their lives. Nor are the images of riots foreign or exotic to us; bodies are also exploited and marginalized all over the world; bodies encamped, criminalized, but also killed.
